Re: the attached March 31, 1999 letter from Senator Durbin to former US Senator Arlen Specter. 1) Please advise if your office wishes to dispute the authenticity of the letter. 2) From Senator Durbin's letter: I am writing to request that the Fiscal Year 2000 Labor, HHS and Education Appropriations bill include $1 million for the Save A Life Foundation (SALF) in Chicago, Illinois. The SALF has been influential in training children to save the lives of others. This organization has trained 35,000 Cook County children since October, 1998, with the assistance of 150 firefighters, paramedics, and police officers as their instructors. Through "on sight" instruction, the SALF has been able to utilize the talents of research and rescue teams, police officers, firefighters and others, by coming into a classroom and teaching.children the fundamentals and techniques. Despite considerable research, I've been unable to locate records that back up Sen. Durbin's claim that SALF trained 35,000 Cook County children between October 1998 and March 31, 1999. In fact, records suggest that during the organization's existence (1993-2009), at best hundreds of Illinois children received training from SALF. Further, SALF's records describe only a handful of firefighters, paramedics, and police officers who were at one time associated with the organization (names on request), therefore Sen. Durbin's claim of 150 trainers may be an extreme exaggeration. Can your office substantiate these numbers? Also, would please you provide me with the source from which the senator obtained these numbers? 3) My understanding is that Sen. Durbin does not intend to respond to my question whether or not he supports an investigation by the Office of the Inspector General of HHS into whether the approximately $3.33 million SALF received from the Centers for Disease Control was properly administered. If my understanding is incorrect, please advise.
