Brown Chairman Kwame 5Brown 6 7 8 A PROPOSED RESOLUTION 9 _____ 10 11 IN THE COUNCIL OF THE DISTRICT OF COLUMBIA 12 ____ 13 14To declare the existence of an emergency to immediately establish 1a task 15 force, beginning this summer, to review workforce intermediary 16 programs implemented by other cities and provide recommendations 17 for the establishment of a local workforce intermediary in DC. 18 19 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 20resolution may be cited as the "1District of Columbia Workforce Intermediary 21Task Force Establishment Emergency Declaration Resolution of 2011". 22 23 Sec. 2. (a) There exists an immediate need to approve emergency

24legislation to establish a task force that will be convened by the Mayor to 25review workforce intermediary programs implemented in other cities to 26provide recommendations for the establishment of a local workforce 27intermediary in DC. 28 29 (b) This task force, and the concept of a workforce intermediary, were

30first introduced as part of the “District of Columbia Workforce Intermediary 31Establishment and Reform of First Source and Living Wage Amendment Act 32of 2011” and were unanimously supported by witnesses from all sectors at 33the hearing on the bill held on March 14th, 2011. While there continues to 34be many aspects of the comprehensive permanent bill that need to be


1 1further explored before mark-up, the need for, and support of, a workforce 2intermediary is clear. 3 4 (c) Research has shown that workforce intermediary’s are highly

5effective mechanisms at bridging the gap between employers in need of 6workers and residents in need of jobs, thereby reducing resident 7unemployment and increasing economic stability and growth, not only for 8individuals but for the economy as a whole. 9 10 (d) According to the Department of Employment Services, the most

11recent seasonally adjusted data shows that DC has a 9.8% unemployment 12rate which translates into approximately 33,000 unemployed residents. 13 14 (e) To provide adequate time for planning and preparation for the

15establishment of a local workforce intermediary, this task force must be 16established now and therefore, emergency action is needed immediately by 17the Council. 18 19 Sec. 3. The Council of the District of Columbia determines that the

20circumstances enumerated in section 2 constitute emergency circumstances 21making it necessary that the District of Columbia Workforce Intermediary 22Task Force Establishment Emergency Act of 2011 be adopted after a single 23reading. 24 25

Sec. 4. This resolution shall take effect immediately. 2
