CONPES Document
The Policy has a 12-year horizon and will be implemented through an
action plan called “National Water Resources Plan”, which will deve-
lop each one of the strategic action lines, defining specific programs
and projects to be implemented in the short-term (2014), middle-term
(2018), and long-term (2022), which has specific goals, responsible
and budget. The National Water Resources Plan formulation has to be
the result of a concerted process into which it would be taken into
account the regional characteristics and priorities, but considering that
its deliverables must to contribute to the Integrated Water Resources
Management Policy objectives and national goals.
Also, to help Policy implementation and to comply with the 2006 –
2010 National Development Plan, it will be issued a CONPES document
on Water Resources Policy with a sector approach, in consideration to
water strategic value for the country economic activities development.

What is Integrated Water Resources Management – IWRM?

It is the process whose goal is to promote water coordinated management and development in relationship with other natural resources, in order to maximize the resultant economical and social welfare, in an equitable man- ner, without compromising vital ecosystems sustainability. (Source: Technical Adviser Board of Global Water Partnership, IWRM, Denmark 2000).

Conceptual Framework for IWRM

This concept requires considering water within its natural cycle and the inte- rrelationship between surface, underground and marine water. The river ba- sin is the spatial unit of analysis where water interacts with other renewable natural resources.

In order to have a coherent country river basin planning, it has been structu- red a spatial model that establishes the following scales:

try Hydrographic Areas: Magdalena - Cauca, Caribe, Orinoco, Amazonas and Pacífico. Basins object to National Monitoring and Instrumentation: Those are the 42 Hydrographic Zones defined by IDEAM.

Basins object to Management and planning: Those are the basins that correspond to Hydrographic Subzones or lesser level, on which the- re will be formulated and implemented, on a prioritized manner, the Basin Management and Planning Plan – BMPP.

Basins and Aquifer object to Environmental Management Plan: They

comprise the lowest level basins to those that are object to BMPP, and the prioritized aquifers which will be object to specific management plans. As for planning purposes, those basins that present ecological, economic, and social conditions will be object to planning and management (priority order), and the BMPP will be formulated. On the contrary, the key ecosystem for water resource protection which requires Management Plan will be priori- tized. As for water administration, it is necessary to start by planning the water resources in order to determinate its uses and to identify existing and poten- tial socio environmental conflicts, in which case the water stream should be first regulated by distributing and assigning water volumes, and permitting wastewater discharge; on the contrary, water administration will be continued through water concessions and single wastewater discharge permits. The Policy establishes its actions on six key objectives for the IWRM: 1. Offer; 2. Demand; 3. Quality; 4. Offer risk; 5. Institutional Capacity-building; and 6. Governance (See Figure 2). The action lines to be undertaken in each one, must be prioritized to respond to regional importance and severity of water problems and conflicts, and availability of financial resources; those action lines have measurable and verifiable goals and indicators to allow to fix them in order to comply with Policy objectives on an ongoing improvement pro- cess framework. The IWRM requires a coordinated implementation of the tools required for its planning, administration, control and monitoring; through which the key stakeholders interact (users, environmental authorities and territorial entities) to ensure basin governance.

Policy objectives and structure

Main Objective: To ensure water resources sustainability, through and effi - cient and effective management, articulated to the land use planning, and the ecosystems conservation that regulate water resources offer, considering water as a economical and social welfare development factor, and imple- menting equitable and inclusive participation processes. Table 1 presents the strategies, goals, indicators, and strategic action lines that develop each one of the six specific objectives.
