Madrid protestors hold their ground as officials debate legality of sit-ins

While a meeting dragged out between election officials over whether to ban a series of protest rallies across the nation late Thursday, young demonstrators in Madrid’s Puerta del Sol said they won’t budge from their makeshift campsites. The leaders of the so-called May 15 Movement, which stems from demonstrations organized last Sunday by the Real Democracy Now platform, vowed to continue their protests throughout Saturday, the day before local and regional elections, when all campaigning must cease. The Central Electoral Board met to discuss whether the wave of protests could have some weight on citizens’ final decisions at the polls because the platform has asked voters to boycott the two major parties. At the center of the board’s dilemma is whether actions should be allowed on Saturday’s “day for reflection.” There was no final decision at press time. Spaniards from all walks of life — fed up with the political parties and angry at the banks and big business at a time of high unemployment — began filling up Sol square Thursday evening in anticipation of the board’s ruling being announced. Similar scenes were repeated in Valencia, Seville and other cities across Spain where at least 57 “Sol camps” have sprung up. Spaniards abroad have also started protest camps. On Wednesday, Madrid’s local election officials voted to ban the protest, which led to 10,000 people converging on Sol in defiance of that decision. In his first public comments since the demonstrations began on May 15, Prime Minister José Luis Rodríguez Zapatero told Telecinco that “we must listen” and “be sensitive” to the protestors’ complaints because “they have reasons to express their discontent.” PP spokesman Enrique González Pons also agreed. “The government cannot ignore them and neither can we.” One banker, Pedro Guerrero, president of Bankinter, recognized that the financial sector “isn’t at its best moment” when it comes to popularity, but added that the industry has “a responsibility to protect people’s money.” Meanwhile, another platform, Actuable, said it had collected more than 102,000 signatures through its webpage to present to election officials demanding that the protestors be allowed to stay. Valencia court favors opening Gürtel case

The Valencia regional High Court may assume jurisdiction in the Gürtel case, focusing on a host of Popular Party officials in Francisco Camps’ regional government. On Thursday, the full bench began to deliberate on whether it should take the contracts-forbribes case from Madrid High Court Judge Antonio Pedreira, who has investigated most of the allegations regarding the Gürtel scheme, including alleged criminal acts in Valencia. Because Pedreira only has jurisdiction to prosecute officials in Madrid, he has sent a bundle of evidence, including 68 DVDs filled with allegations, to the Valencia High Court regarding PP officials who still are or were in Camps’ government. Among the criminal charges they could face are corruption, illegal campaign fundraising, bribery and public bid-rigging. The Valencia regional High Court appears to favor taking on the cases, according to sources. Continued on page 3

Civil Guard traffic chief caught doing 207 km/h

The Civil Guards Union (UGC) this week reported Soria’s traffic chief for driving a patrol car at 207 km/h, the UGC’s national secretary Manuel Mato announced on Thursday. After being caught speeding along the province’s A-15 highway on January 26 by a mobile radar patrol, Civil Guard Captain Claudio Argüello explained to officers that he was pursuing another vehicle. However, the UGC questioned Argüello’s story because, according to the testimonies of the Civil Guard agents operating the radar, they had seen no other vehicle go past at high speed and Argüello’s patrol car did not have its sirens activated. The UGC said it had been obliged to intervene because Soria province’s “commanders have not acted in all this time.”
A week on from the earthquake that hit Lorca, Murcia, last Wednesday, and only 20 percent of businesses in the town have reopened, according to figures from local employers, who estimate the losses at between ¤650 and ¤700 million. In the town’s old quarter, 2,000 storekeepers have, to a greater or lesser extent, been affected by the quake. “The most serious effects of the tremor were in the old quarter, through which the fault passes, and most of all it affected ground-floor properties, where commercial premises are found,” said Pedro Cazorla, president of the Lorca Commercial Confederation of Business Organizations. “In some, the damage does not exceed ¤3,000, but in others it reaches ¤400,000.” Preliminary estimates by the Insurance Compensation Consortium put the total damage done by the quake at ¤60-70 million.

in particular in Milan. Some say this is impossible. just at a time when the crisis was really beginning to hit people’s pockets. did a U-turn a year ago. only the hardest step remains: making a political force of it. Someone would always claim victory even if the urns were almost empty. The opposition candidate. His popularity plunged. we will have to do it for ourselves as happened on May 15. the rhetoric about crisis and the need for belt-tightening has done its work. with the future consequences this may have for the country. It is yet to be seen whether that attitude will hold after May 30. and the malaise that began to simmer has now boiled up in the form of mass demonstrations. Madrid

A whole generation was being dumped overboard. after three years of crisis. the first signs of indignation have emerged in Spanish society. Logically enough citizens feel unrecognized. Financial power impudently demands and obtains the socialization of losses. it is hard not to feel indignation. while obscenely divvying up profits among its ranks.300 towns and 11 provinces. but this fell through when Zapatero. The worst of it is that a part of society seems prepared to endorse it. many of whose members consider Berlusconi and his scandals to be responsible for the bad results — less than 10 percent of the vote in cities such as Turin and Milan. We have just seen this in the Arab countries: the outcome is still uncertain. Friday. Something more than voting every four years. Unless otherwise stated. and the next day in Valencia cheer the corruption suspect Camps. Bossi does not skimp on his criticism of the prime minister — most recently for not having been consulted about Italy’s participation in the allied air attacks against Gaddafi — but he has stayed loyal to the coalition. knowing that only the survival of Berlusconi can achieve the approval by the government of a greater regional control of taxes. I clock in. I ask myself what level of abstention would be required for political parties to raise the question of whether they represent the people. At last. will set the immediate agenda for Italian politics. confirming the fall in favor of the head of the government that all of the polls were pointing to. circumspection prevails in a society where people are afraid of losing what they have. If nobody speaks for us in the country’s institutions and parties. This represents a serious setback that deflates the aura of invincibility that has surrounded him since 1994. voting for corrupt persons. in 10 days. When we see Mariano Rajoy applaud his colleague Balza in Mallorca for having cleaned up the corruption in the PP there. Malaise to indignation
Once malaise has turned to indignation. original letters will not be returned. either in shortened version or as an extract when it is considered opportune. but is yet to come to pass — we will have to wait until the second round of Italian municipal elections. What they want is that it be alive to the concerns of citizens. but in this crisis the submission of politics has been so great that it is very hard to see it as a counterweight in favor of the general interest. The Arabs had no democracy at all. May 20. The defeat of the magnate and his partners in the Northern League hurts more than anywhere in Milan. The opposition rubs its hands and considers that the worse things get. It is imperative that each one is signed and is complete with an address. Indignation has often been the stage previous to a political transformation. and some lower down. we have to aspire to something closer to it. perhaps beyond the theoretical optimum that makes for incentive. which is his city and political and media fiefdom. we do have a democracy. The twoparty system. I believe the parties do not represent my interests nor those of the population in general. that indignation only generates frustration. dangerously limits voter options. Berlusconi takes a beating
The municipal elections should be seen as a serious warning for the Italian prime minister
IN ORDER TO CERTIFY whether or not the definitive political decline of Silvio Berlusconi is upon us — a decline that has been predicted for years now. The head of the government has suffered in the first round of the voting. nor will information be made available about them by mail or by phone. unusually quiet after the results. Those results. under the pressure of the markets. with a comfortable win over the mayor of the governing party. Spanish troops would still be in Iraq if people had not protested.2
EL PAÍS. but one with manifest signs of fatigue. which took place in 1. but what is undeniable is that indignation has had political consequences. characteristic of countries with great social inequality. who is lacking respect and is constantly in the courts. who has filled his electoral lists with other suspects. one of the key objectives of the League. The Spanish people who are now expressing their indignation are calling for the same things as the people in Arab countries: more democracy. It is this sort of conduct that discredits democracy. It was incomprehensible how malaise had been so contained in such a potentially explosive situation with a jobless rate of 20 percent and 43 percent for young workers. Inequalities have grown exponentially. had made the voting a plebiscite about his persona and politics.
“I don’t vote. and the idea spreads that democracy has been hijacked. If what passes for democracy is far removed from it. We might add another: Zapatero’s emphasis on the priority of social policies in the two first years of the crisis defused tension. the prosperity of recent years has engendered a cultural shift toward more conservative positions.
