Evaluation System Linked to Mass Teacher Firings Deemed ‘Flawed’
By Dorothy Rowley AFRO Staff Writer A leading official with the Washington Teachers Union said its president, George Parker, knew when he signed the new teachers contract that more teachers were in line for termination, and gave Chancellor Michelle Rhee free rein to hand out more pink slips. –Senior Guide– “These firings are the result of the new contract,” WTU Vice President Nathan Saunders told the AFRO.”[The firings] show the immense power Chancellor Rhee secured by signing the contract with the union; these will not be the only firings.” According to Saunders, such terminations will become commonplace in the public schools – the direct result, he said, of a contract poorly written and rushed through at the last minute by Parker following three years of negotiations. “There’s nothing he can do about what’s transpiring and any grievance after a teacher has been fired is irrelevant,” said Saunders. Over the weekend, 241 teachers were fired in accordance with the new IMPACT evaluation system Rhee used to determine who stayed or got the boot. Currently, more than 700 teachers that barely missed termination will have one year to prove their mettle as effective educators. However, union officials Continued on A4

Obama, NAACP Caught by Race Bait
By Zenitha Prince Washington Bureau Chief The trap – a grainy, 2½-minute clip – was rudimentary by today’s technology standards. It even bore a sign, “Trap Herei” – posted as it was on the blog site of a man who has publicly declared his intent to destroy the institutional left. And yet, the Obama administration, blindly joined by the NAACP, fell neatly into the right wing snare that was Shirley Sherrod. But then, they couldn’t see clearly, retreating, as they were, from the unrelenting onslaught of the Glenn Becks, Bill O’Reillys and Rush Limbaughs that have dominated the airwaves, fomenting fear and hysteria. “Everybody’s on the defensive with the right wing media,” said Dianne Pinderhughes, professor of Africana studies and political science at Notre Dame University. “The NAACP had just come out of a dust up with Fox News and the tea party; they didn’t want to be vulnerable. [And] the administration didn’t want the Shirley Sherrod story to step on their lead, which was financial reform. Sherrod would be a ‘race’ story and they didn’t want a race story.” That’s because race, for the administration of the nation’s first Black president, has been the ultimate boogie man. In trying to elude right wing accusations of showing favoritism toward Blacks, the administration pirouettes around the issues – ignoring the need for targeted programs to transform Black communities that are, undeniably, disproportionately poor and disenfranchised, and firing Sherrod before properly investigating the origin and authenticity of the video clip in which the Georgia-based agriculture official was depicted as racist. Attorney General Eric Holder’s assertion that America is a “nation of cowards” when it comes to race may or may not be true. But the Obama administration has proven that it is, many observers are saying. “They run from racial issues like illegal immigrants run from the INS,” said political analyst Jason Johnson, Ph.D., who teaches political science at Hiram College in Ohio. “Obama is an excruciatingly careful and cautious politician ... but when it comes to issues of race – whether it be Skip Gates or this – when there’s a racial issue they will backtrack like nobody’s business.” And so it was that the same element – which tried to dissuade Obama from speaking on race during the Rev. Jeremiah Wright imbroglio – drew and quartered Sherrod, firing her in a phone call while she drove. “They called me twice,” Sherrod told The Associated Press. “The last time, they asked me to pull over to the side of the road and submit my resignation on my BlackBerry, and that’s what I did.” According to African-American leaders such as Continued on A4

Metro Crash Explained, Finally
By Dorothy Rowley AFRO Staff Writer A faulty track circuit system was likely the cause of the June 22, 2009 rush hour Metro crash that claimed nine lives, injured several others and caused $25 million in damages, concluded federal officials Tuesday. More than a year following the horrific crash on the Red Line, the National Transportation Safety Board reported the results of its investigation to the Washington Metropolitan Area Transportation Authority board. During the lengthy meeting on July 27, the five-member board also engaged in a question-andanswer session with NSTB investigators that provided a clearer scenario of what led to the accident involving trains 112 and 214. A video simulation of the crash, part of the investigators’ report, showed that Jeanice McMillan, who drove train 112, only had enough time to slow down by a few miles an hour before the point of impact. Meanwhile, the driver of 214, which had slowed to a stop, had no clue that the track circuit system had malfunctioned. Board member Robert Sumwalt described the crash as a “technical accident” that most likely could have been avoided. “It was a classic example of an organizational accident with failures up and down the line – up to and

According to the NTSB report, at the time of the crash, WMATA was performing two projects to upgrade the train control system on the Red Line: one for the installation of high current impedance bonds to handle the increased power needed for eight trains; and another to replace track circuits at the control room. Track work in the area of the accident had been completed by the day of the crash, but more upgrades to circuit components at the Fort Totten control room were to be made in the following days. The operator of train 214, which was struck, said his trip was uneventful until he departed Takoma station. Rail traffic was congested and train 214, operating in manual mode, followed behind train 110, while proceeding at a slow rate of speed. The operator said that as his train traveled between the Takoma and Fort Totten stations, it lost Continued on A6

JPI Report: In District, Poor + Black = Incarceration
By David Rushing Special to the Afro In Washington, D.C., if you’re indigent and Black you are more likely to end up in the judicial system, according to a report released July 27 by the Justice Policy Institute. “Capital Concern: The disproportionate impact of the justice system on low-income communities in D.C.,” is a fraction of a nationally-focused report on the intersection of race, poverty and criminal justice to be released later this fall. The District report also showed what seemed to be a mismatched allocation of funds relative to the areas of

need. Of all the surprising findings in the document, said Sarah Lyons, the author responsible for most of the report, that’s the one that stood out. “Seeing a graph showing that funding for social programs and services has been cut, while it has risen for law enforcement was shocking,” Lyons told the AFRO. The findings show that change in funding even as the city’s crime rate declined. From 2001 to 2009, the crime rate in the district dropped 22 percent, yet funding for the Office of the Attorney General and the Metropolitan Continued on A4

Afrocentric School Fights to Keep Charter

Washington, D.C. — Leaders of an embattled Afrocentric charter school fought back a school board effort to shut the school down and pleaded for a chance to build on the 10-yearold school’s legacy of success and to correct its errors. “We are asking that you please do not revoke our charter,” Cheryl Journiette, board chair of the Kamit Institute for Magnificent Achievers (KIMA), told the District of Columbia Public Charter School Board Monday during a hearing to appeal the board’s June 21 decision to revoke the school’s charter status. The hearing – held July 26 in the basement-level cafeteria of the Paul Public Charter School, on the 5800 block of Eighth St., N.W. – drew more than 200 parents, staff, current and former students, most of whom demonstrated their support Courtesy Photos for KIMA by wearing yellow T-shirts with the school name Jennifer Hudson and her with the words “I support Kamit mom, Darnell Donerson who on the front and emblazoned was killed, the back.
