Background The Hawai‘i Community Stewardship Network (HCSN), a subsidiary of O‘ahu Resource Conservation and Development Council (ORCD), is a non-profit that empowers Hawai‘i’s communities to improve their quality of life through caring for their environmental heritage. HCSN helps communities who request our assistance to identify and achieve their goals for the management of natural resources in their communities. Communities utilize HCSN for networking; building equitable partnerships; identifying resources; and planning, implementing, managing, and evaluating community-based resource management efforts using locally meaningful approaches to ensure that they are having the desired impacts. II. Primary Function The primary function of the HCSN Director is to strategically and collaboratively plan for and implement HCSN’s vision and mission. To do this, the Director employs a range of locally focused, community-based conservation and management strategies and tools. HCSN’s Strategic Plan provides the overall direction, and the Director is responsible for implementing that plan. This includes all programmatic and administrative aspects of HCSN. HCSN began as the Hawai‘i Program of the Community Conservation Network in 2004 and is now a subsidiary, through fiscal sponsorship, of ORCD. HCSN has developed several projects in collaboration with a variety of partners to work toward the above-stated mission. Current projects include E Alu Pū (community network), the Mauka-Makai Watch Program, and direct assistance and support to communities around the state. The Director works in cooperation with individuals, organizations, and public agencies on the development and application of incentives and new strategies for community-based resources management in Hawaii. The Director regularly provides information and shares experiences of HCSN’s directions and progress with the HCSN Advisory Committee; HCSN’s clients (i.e., the communities and people we serve); HCSN staff; external partners, peers, and experts; and supporters and donors. The Director also is responsible for organizational development needs, including the development of institutional plans, programs, policies, and procedures. III. Primary Responsibilities

The primary duties of the Director including the following management and administration responsibilities on a day-to-day basis:

1. Design, plan, implement, monitor, evaluate, and adapt a program plan and
approach for HCSN’s work and projects. 2. Develop strategic plans, annual work plans, and annual budgets that reflect an overall goal of programmatic sustainability. 3. Manage an annual budget on a day-to-day basis in conjunction with grant awards to ensure appropriate spending limits and adequate cash flow. 4. Secure public and private funding for HCSN’s overall priorities and for the estimated annual program and project budgets, working within the necessary parameters to complete all deliverables. 5. Manage HCSN grant awards to meet deliverables and reporting requirements in a timely and accurate fashion. 6. Negotiate and contract with contractors/vendors, purchasing equipment and supplies as provided for in the budget. 7. Negotiate all other HCSN programmatic grants, contracts, and memoranda of understanding that bind HCSN legally and/or financially. 8. Effectively and positively build and interact with all HCSN partnerships, alliances and/or coalitions, including effective and regular communication with relevant representatives from the various sectors (e.g., private companies, governments, communities, scientists, non-profit organizations, etc.) and cultures with whom HCSN is actively engaged. 9. Coordinate a team of partners, staff members, contractors, interns, and volunteers based in different locations throughout the State of Hawaii who together are implementing a large and complex set of projects being undertaken by HCSN. This includes evaluation and management of staff performance against HCSN and personal goals and objectives and HCSN’s core values, interpersonal relations, and team building. 10. Conform to HCSN’s and ORCD’s standards of practice, policies and procedures. 11. Represent the program internally and externally, reporting to donors, partners and other interested parties regarding HCSN’s projects and activities. 12. Communicate strategically with a wide range of people (staff, the public, conservation partners, government agencies, landowners and donors) who may have an impact on the public image of HCSN. 13.Develop programmatic policies and standard operating procedures. 14. Provide direct facilitation, technical services, and capacity-building to HCSN’s clients. 15. Liaise directly with ORCD staff to fulfill organizational and administrative duties and to ensure HCSN compliance with ORCD policies and procedures and the fiscal sponsorship agreement. 16. Conduct administrative duties as necessary such as filing, preparing timesheets and expense reports, booking travel, purchasing supplies, arranging for repairs, and carrying out other logistics associated with the operation of HCSN.

3 17. May be required to travel 20% of the year throughout Hawaii, with rare,
possible travel to the mainland or other countries. IV. Working Relationships As HCSN works with local communities, other stakeholders, other nonprofit organizations, and government agencies, the Director must display humility and sensitivity to working with a wide diversity of people. The Director interacts regularly in person and remotely with all HCSN staff and regularly but less frequently with the HCSN Advisory Board and ORCD staff. The Director interacts regularly with HCSN’s constituents and partners, including but not limited to local communities, other nonprofit organizations, government agencies, supporters, and donors. V. Qualifications

An advanced degree (Masters, Doctorate, Law) with the major area of study in environmental or social sciences, natural resources management, community development, or a related field; at least five years of related work experience with an emphasis in program design and organizational management; or a combination of education and experience • An understanding of Hawaiian culture, the basic principles of conservation biology, current trends and strategies for land and coastal management, and the legislative and policy process in Hawaii • Significant time and experience working with communities, preferably in Hawaii • Successful experience coordinating and supporting multiple projects, grants, and timelines • Fundraising experience, which may include successful proposal writing, donor solicitation, fee-for-service, and/or other strategies • Grants and contracts management and reporting • Timely and transparent programmatic accountability. • Personnel management experience • Experience in budgeting and cash flow management • A demonstrated ability to work effectively and constructively with a diversity of partners • Exemplary oral and written communication skills, including the ability to produce clear and succinct messages on progress and results • The ability to effectively prioritize and execute a large number of activities at once with minimal supervision

• Fluency in English is required. Familiarity with the Hawaiian language is highly desirable.
• Ability to read and interpret documents such as contracts, grant agreements, safety rules, operating and maintenance instructions, and procedure manuals. Ability to write reports and correspondence. Ability to speak effectively before groups of constituents and/or partners of the organization.

Ability to develop spreadsheets for data management; to analyze and interpret data using those spreadsheets; to create written reports; and to create presentations. • Ability to use the Internet for research and email communication with others. • Physical demands include sitting for at least two hours at a time; standing for at least one hour at a time; walking for up to 30 minutes at a time; occasional stooping and kneeling; talking and understanding what others are saying for more than 2/3 of working hours; lifting up to 50 pounds for less than 1/3 of working hours; and seeing at 20 inches or less and at distances of 20 feet or more. • Should be comfortable in the ocean, including as a passenger on outrigger canoes and boats, and as a swimmer and snorkeler. Lifeguard and first aid certification preferred. • Must be able to work outdoors in all Hawai‘i weather conditions for up to 20% of working hours. • Must have access to transportation for travel throughout O‘ahu.
