The Nat ional Comput er Cent er s Jumpstarting Electronic Governance in Local Government Units (eLGU) Project has laid t he groundwork for local government s in informat ion and communicat ions t echnology by, among ot hers, assist ing t hem in est ablishing an online presence and in upgrading their respective websites to an enhanced or interactive stage.

Recognizing t he need t o bring local government web presence t o an even higher level, t he NCC, t hru t he eLGU Proj ect , once again int roduces an init iat ive t hat seeks t o revolut ionize t he way local goverments interact with citizens.

Citizen-centric is t he new rule of t he Int ernet . It put s cit izens in cont rol over t he informat ion t hey access. It responds effectively to their particular needs or life events without bothering them about what part icular local government depart ment or sect ion is responsible for providing a cert ain service. In ot her words, int eract ion t akes place on t he cit izens own t erms, how and when t hey want it.

By way of t his Citizen-Centric Website Development Guide, t he NCC hopes t o facilit at e t he t ransformat ion of an LGU s websit e t o a cit izen-cent ric Int ernet presence. By laying down t he guidelines for a cit izen-cent ric local government websit e, it seeks t o make t he LGUs t ransit ion a little less complicated.

Wit h an improved cit izen-cent ric online presence, LGUs will be able t o bet t er cat er t o t he information and service needs of the citizens. After all, they are the lifeblood of every LGU.

This document basically consist s of a Citizen-Centric Site Map Prototype which illust rat es t he st ruct ure of t he LGU websit e and t he main pages comprising it . It comes wit h an accompanying guide and descript ion of t he different dat a element s t o facilit at e t he development of t he act ual website. The data elements are presented herein in the same order as in the site map prototype. As the title implies, however, this document is just a guide, and LGUs can go beyond and freely add to the information and services mentioned herein as they may deem necessary. Furt hermore, t he cont ent s of t his document and all element s cont ained herein adhere t o t he provisions of all web-relat ed NCC Memorandum Circulars such as NCC-MC 2002-01 (Annex A) and NCC-MC 2003-01 (Annex B).

This Citizen-Centric Website Development Guide seeks to achieve the following objectives:

The most crucial element of having an online presence is good cont ent . This means t hat your website must be rich in relevant, up-to-date content that caters to the needs of different users, be they residents, visitors or investors.

Next t o cont ent comes present at ion. In a cit izen-cent ric websit e, cont ent must be effect ively present ed in a way t hat reflect s t he needs of t he cit izens rat her t han t he organizat ional st ruct ure of the LGU.

Wit h t hese in mind, make an init ial assessment of your exist ing websit e prior t o const ruct ing your new sit e. Sit down and sort out it s exist ing cont ent s and re-classify t hem according t o t he sit e map prot ot ype provided in t his document . Then, based on t he result s of your assessment , gat her all other pertinent data to complete the given site map.

The general rule of t humb for government websit es is t hat t hey must provide t he public wit h accurate, timely and comprehensive informat ion and services. Side by side wit h having an online presence is the responsibility to ensure that this rule is adhered to at all times. Last ly, your websit e will be your home in cyberspace. From a global point of view, it will serve as t he doorway t o your LGU. As such, you must t ake pains t o highlight t he best asset s of your place. Informat ion must not only be properly sort ed out but every art icle t o be post ed in t he sit e must also be well written and concise.

At t he local government level, a cit izen-cent ric websit e must provide a personalized user experience for a variety of users - residents, non-residents and business owners. Thus, make sure t hat you include your LGU s complete mailing address as well as telephone and fax numbers. Indicat e also your LGU s official email address, if any. Be sure t o include a mailt o link in t he email address so users won t have t o go far t o be able t o send t heir comment s or feedback regarding t he LGU s services. A. HOME This is t he main page or maj or ent ry point t o your websit e. It shall cont ain a short writ e-up about your LGU accompanied by a photo, usually that of the Provincial Capitol or City/Municipal Hall. Business and Investment As far as Business and Invest ment is concerned, t here are basically t hree t ypes of local government services involved: Real Property Tax Administration, Business Registration and Licensing and Other Permits & Licenses. a.3.1. Real Property Tax Administration In t his sect ion, describe t he real propert y t ax administ rat ion process in your LGU. You must include a det ailed st ep-by-st ep procedure on how t o go about it plus a link to download the necessary form.

Heritage This shall consist of a brief but concise writ e-up about t he LGU s hist orical background, its culture and traditions and its populace (their language, dialect, way of life, etc.). c.1.2. As such, care must be t aken t o ensure t hat informat ion in t his sect ion is present ed in a way t hat makes it a real comeon for visit ors. Add reasonably-sized pict ures (meaning not t oo big and should be in .gif or .j pg format so as not t o eat t oo much web space and bandwidt h) for t he user s viewing pleasure. c.3.1. Local Attractions Describe t he various local at t ract ions (e.g. parks, beaches, museums, caves, falls, et c.) of your province, cit y or municipalit y.
