The Nat ional Comput er Cent er s Jumpstarting Electronic Governance in Local Government Units (eLGU) Project has laid t he groundwork for local government s in informat ion and communicat ions t echnology by, among ot hers, assist ing t hem in est ablishing an online presence and in upgrading their respective websites to an enhanced or interactive stage.
Recognizing t he need t o bring local government web presence t o an even higher level, t he NCC, t hru t he eLGU Proj ect , once again int roduces an init iat ive t hat seeks t o revolut ionize t he way local goverments interact with citizens.
Citizen-centric is t he new rule of t he Int ernet . It put s cit izens in cont rol over t he informat ion t hey access. It responds effectively to their particular needs or life events without bothering them about what part icular local government depart ment or sect ion is responsible for providing a cert ain service. In ot her words, int eract ion t akes place on t he cit izens own t erms, how and when t hey want it.
By way of t his Citizen-Centric Website Development Guide, t he NCC hopes t o facilit at e t he t ransformat ion of an LGU s websit e t o a cit izen-cent ric Int ernet presence. By laying down t he guidelines for a cit izen-cent ric local government websit e, it seeks t o make t he LGUs t ransit ion a little less complicated.
Wit h an improved cit izen-cent ric online presence, LGUs will be able t o bet t er cat er t o t he information and service needs of the citizens. After all, they are the lifeblood of every LGU.
+ Executive Summary
This document basically consist s of a Citizen-Centric Site Map Prototype which illust rat es t he st ruct ure of t he LGU websit e and t he main pages comprising it . It comes wit h an accompanying guide and descript ion of t he different dat a element s t o facilit at e t he development of t he act ual website. The data elements are presented herein in the same order as in the site map prototype. As the title implies, however, this document is just a guide, and LGUs can go beyond and freely add to the information and services mentioned herein as they may deem necessary. Furt hermore, t he cont ent s of t his document and all element s cont ained herein adhere t o t he provisions of all web-relat ed NCC Memorandum Circulars such as NCC-MC 2002-01 (Annex A) and NCC-MC 2003-01 (Annex B).

This Site Map Prototype saves you a great deal of t ime t hat may have ot herwise been spent in planning t he st ruct ure of your sit e. Planning t he websit e st ruct ure is pract ically t he most crit ical phase in web development for it is where you lay t he groundwork of your sit e. As in every concret e structure, it pays to have a strong and solid foundation. Anything less will spell disaster.

The most crucial element of having an online presence is good cont ent . This means t hat your website must be rich in relevant, up-to-date content that caters to the needs of different users, be they residents, visitors or investors.
Next t o cont ent comes present at ion. In a cit izen-cent ric websit e, cont ent must be effect ively present ed in a way t hat reflect s t he needs of t he cit izens rat her t han t he organizat ional st ruct ure of the LGU.
Wit h t hese in mind, make an init ial assessment of your exist ing websit e prior t o const ruct ing your new sit e. Sit down and sort out it s exist ing cont ent s and re-classify t hem according t o t he sit e map prot ot ype provided in t his document . Then, based on t he result s of your assessment , gat her all other pertinent data to complete the given site map.
The general rule of t humb for government websit es is t hat t hey must provide t he public wit h accurate, timely and comprehensive informat ion and services. Side by side wit h having an online presence is the responsibility to ensure that this rule is adhered to at all times. Last ly, your websit e will be your home in cyberspace. From a global point of view, it will serve as t he doorway t o your LGU. As such, you must t ake pains t o highlight t he best asset s of your place. Informat ion must not only be properly sort ed out but every art icle t o be post ed in t he sit e must also be well written and concise.

Because users are always j ust a click away from leaving a sit e, t he focal point in designing a citizen-cent ric websit e is how t he cit izens will want t o use t he sit e rat her t han what t he sit e want s to convey.
At t he local government level, a cit izen-cent ric websit e must provide a personalized user experience for a variety of users - residents, non-residents and business owners. BANNER The banner should at least cont ain t he following element s: LGU logo, Philippine flag image, and t he name of the LGU preceded by the text Official Website of (e.g. Of f icial Websit e of the City Government of Zamboanga ). Official LGU Logo The LGU s official logo must be sit uat ed on t he upper left corner of t he page.
Philippine Flag Image An image of the Philippine flag must be included on the upper right corner of the page.
Name of LGU and Official Website Caption The name of t he LGU must be prominent ly displayed on every page part icularly t he home page. To signify t hat t he sit e is act ually t he officially recognized websit e of t he LGU, t he LGU name must be preceded by t he t ext Official Websit e of . Examples: Official Website of the Provincial Government of Davao del Sur Official Website of the City Government of Zamboanga Official Website of the Municipality of Gerona, Tarlac FOOTER The Footer should include among others the following options or links: Provincial Government Logo and Website Link For cit ies and municipalit ies: On t he lower left port ion of t he page, place a logo and t he corresponding link t o t he official websit e of t he province under which t he cit y or municipality belongs. OTHERS Ot her element s or feat ures t hat may appear on eit her t he left or right pane or at t he foot of the page include: Search Search is one of t he more import ant element s of a sit e. It helps users find t he informat ion or service they need easily and effortlessly. Contact Information Aside from t he Contact Us link in t he foot er, t he local government s complet e mailing and email addresses, t elephone and fax numbers must also be displayed conspicuously on t he sit e s main page eit her on t he banner, foot er or t he left or right pane. Visitor Counter There must appear somewhere on t he page a count er t hat monit ors t he number of visit ors of the site since it was made accessible to the public. Links Include links t o ot her related sit es such as municipalit ies, barangays, ot her government agencies, et c. Make sure t hat all links are act ive or are working properly. In addit ion, since ease of navigat ion is of paramount concern in every websit e, not only must t he sit e st ruct ure be clear; t he pages must also be properly sign-posted, meaning t hat users are informed exact ly where t hey are wit hin t he sit e (e.g. >> Home->Services->Civil Regist ry->Birth Certification).
A. HOME This is t he main page or maj or ent ry point t o your websit e. It shall cont ain a short writ e-up about your LGU accompanied by a photo, usually that of the Provincial Capitol or City/Municipal Hall. The cat egories under Home are: Services, Map & Location, About the LGU, Directory, Announcements/Events, Downloadable Forms, Newsletters/Publications and Forum. a. Services This sect ion shall out line t he maj or services being provided by t he local government . They are grouped according t o t he following: Civil Registry, Health & Welfare and Business & Investment. a.1. Civil Registry There are basically four t ypes of civil regist ry relat ed services t hat are being provided by t he local government , and t hese are Birth Certification, Residence Certification, Marriage Licensing and Death Certification. a.1.1. Birth Certification Include here a brief descript ion of t he birt h cert ificat ion service being provided by t he LGU, t he st ep-by-step procedure in regist ering birt h or securing a birt h cert ificat e, and the requirements needed plus the corresponding fees. Add also a link for downloading the appropriate form. a.1.2. Residence Certification Include here a brief descript ion of t he residence cert ificat ion service being provided by t he LGU, t he st ep-by-st ep procedure in applying for a residence or communit y t ax certificate, the application requirements, if any, plus the corresponding fees. Add also a link for downloading the appropriate form. a.1.3. Marriage Licensing
a.2. Health and Welfare This section covers the different citizen welfare-related services made available by the local government. They are grouped as follows: Health Care, Social Welfare and Police Assistance. a.2.1. Health Care Describe t he various healt h care services being provided by t he local government (e.g. vaccinat ion, blood pressure monit oring, int ernal medicine, family planning, dent al service, counseling, pre- and post-natal care, minor surgery, birth delivery, etc.). Describe also t he different healt h programs in place as well as provide direct ory information on health centers, local hospitals, dental clinics, veterinarians and the like. a.2.2. Social Welfare Provide relevant informat ion regarding t he LGU s Social Welfare Office and t he different services and programs pertaining thereto. a.2.3. Police Assistance Out line t he basic securit y measures being implement ed in t he localit y. Be sure t o include also vit al informat ion such as complet e address of local police st at ion, hot line and contact numbers as well as other pertinent information. a.2.4. Local Fire Brigade Provide informat ion on how cit izens can avail of t he services of t he local fire st at ions and how t o find one in t heir vicinit y by including a list ing of t heir locat ions and cont act numbers.
a.3. Business and Investment As far as Business and Invest ment is concerned, t here are basically t hree t ypes of local government services involved: Real Property Tax Administration, Business Registration and Licensing and Other Permits & Licenses. a.3.1. Real Property Tax Administration In t his sect ion, describe t he real propert y t ax administ rat ion process in your LGU. You must include a det ailed st ep-by-st ep procedure on how t o go about it plus a link to download the necessary form.
b. Map & Location Include here an image of your local map along with pertinent geographical information.
c. About the LGU This section includes all pertinent facts about the LGU. c.1. Profile This section provides the basic information regarding the LGU. c.1.1. Heritage This shall consist of a brief but concise writ e-up about t he LGU s hist orical background, its culture and traditions and its populace (their language, dialect, way of life, etc.). c.1.2. Statistics Include at least the following fast facts (as applicable) about your LGU: Country Region (number and name e.g. IX-Western Mindanao) Province Congressional District Land Area (in hectares) Population Number of Cities (for provinces only) Number of Municipalities (for cities and provinces only) Number of Barangays Number of Households Average Household Size Average Population Density Income Classification Distance from Capital (in kilometers) Travel Time from Capital (in hours) c.1.3. Mandate and Main Functions Describe your LGU s mandat e as well as maj or funct ions. c.1.4. Organizational Aims and Objectives Discuss here t he local government s vision, mission and obj ect ives.
c.2. Products Describe t he various local produce of your LGU. It would be bet t er if you can furt her classify them according to categories such as marine, agriculture, industry, etc.
c.3. Tourism Tourism is a maj or propelling force of local economy. As such, care must be t aken t o ensure t hat informat ion in t his sect ion is present ed in a way t hat makes it a real comeon for visit ors. Add reasonably-sized pict ures (meaning not t oo big and should be in .gif or .j pg format so as not t o eat t oo much web space and bandwidt h) for t he user s viewing pleasure. c.3.1. Local Attractions Describe t he various local at t ract ions (e.g. parks, beaches, museums, caves, falls, et c.) of your province, cit y or municipalit y. Accompany each wit h a phot o and corresponding information e.g. location, cotact details, etc. c.3.2. Festivals Enumerat e and describe t he different local fest ivals being observed in your localit y. Include regular-sized photos if available. c.3.3. Leisure/Recreation/Shopping List down and describe t he different recreat ion cent ers available in t he localit y (e.g. theaters, arcades, gyms, bowling lanes, malls, etc.) c.3.4. Accommodation Describe t he different hot els, inns, dormit ories and even t raining cent ers in t he area. Be sure t o include t he cont act numbers, complet e mailing and email addresses and URL (if any) of each. c.3.5. How To Get Here
Provide sufficient informat ion on how one can reach your LGU when coming from Manila and other major cities in your vicinity: By Plane By Boat By Land (if applicable) Include estimated travel time and average fare rates. c.3.6. Moving Around Describe how one can move around t he localit y by providing informat ion on t he different modes of t ransport at ion available as well as t he average fare rat es of such t o and from key points in the area.
c.4. Plans, Programs and Projects Give a brief but concise descript ion of t he maj or plans, programs and proj ect s of your LGU.
c.5. Gallery This is t he show off sect ion of t he sit e. It shall feat ure t he different awards and recognit ions received by t he LGU as well as some import ant phot os of people, places and events. c.5.1. Awards & Citations List here t he awards and cit at ions received by t he local government , if any. Include also some photos if available. c.5.2. Photos This sect ion is reserved for ot her phot os pert aining t o your LGU t hat you would wish t o make available online. All pict ures must be reasonably-sized and must come in eit her .gif or .jpg format.
