SUICIDE BOMBER-VEHICLES & PEDESTRIANS TACTICS - TECHNIQUES - PROCEDURES

DETECTIVE RALPH MORTEN LAPD BOMB SQUAD

The following Tactics, Techniques, and Procedures may be utilized to identify, detain, apprehend or stop Suicide Bombers or suspected Suicide Bombers on foot, in vehicles, or inside a structure.

FOR OFFICIAL USE ONLY October 1, 2006 BIOGRAPHICAL DATA Race Middle Eastern descent Age-male/female bomber-13-50 RESPONSE GUIDELINES Establish a safe standoff distance to check VEHS & PEDS (90-120 ft.) Work from cover & use verbal commands or hand signals to direct. Do not close distance to negotiate. Do not allow bomber/s to move. Deploy personnel to high ground immediately for cover & over watch. Consider background & collateral injuries to Marines/Sailors/citizens. Have subject show hands-palms open. Have subject remove all upper body clothing & turn 360 degrees before allowed to approach. Bomb switch on torso area or in hands. Remote control body-bombers in Iraq Direct bomber to remove explosives & move to Arrest/Control Team. Request EOD response immediately. Lethal force avoid aiming center mass (explosives in center of torso). Head shots to neutralize bomber. Bomber may detonate when falling due to use of mercury switch fuzing. DO NOT APPROACH ONCE THE BOMBER IS NEUTRALIZEDi.e. secondary device, fusing mechanism, back-up timing, RC device, etc. EOD personnel ONLY clear or search neutralized attacker wearing live explosives.

CLOTHING DESCRIPTION Occasionally men dressed as women Pregnant looking women as decoy Clothing inappropriate (baggy/ill fitting/unusually long/heavy). Wearing police or military or other type security uniforms.

PHYSICAL DESCRIPTION/TACTICS Possibly clean shaven & short hair. Blank stare, unresponsive, grinning. Stiff torso/lack of lower mobility. Visible belts/vests/wires/switches. Use of ruse or decoy to approach or lure police, military, personnel into the suicide bomb kill zone! Use of bikes/motorcycles for access. Use of stolen police/military vehicles Will attack hard target, waves of shooters, suicide bombers, & more shooters. Multiple attackers. Single bomber may shoot way into target. Expect secondary attacks along evacuation routes or routes of soldiers responding to attack. Expect suicide attacks at hospitals. Expect bomber to charge your position on the run if cornered. Deploy cordon security immediately after attack has occurred.

Consider Jihadi terrorists/leaders may be wearing suicide bombs 24/7 in case of capture or raids.

NOTE: Personnel responding to a suicide bombing or explosion shall establish a large cordon around the scene until all clear given by EOD. If one device has exploded, expect a secondary device or secondary suicide bomber in a few minutes. Suicide bombers work in pairs with second bomber for rescuers.
