SHIP
(i) All vessels shall have on board wooden scupper plugs equivalent to the number of scupper lips and various sizes of wooden plugs for use on possible holes that may develop in the hull.

FPSO/FSU/FSO
(1) Prevention (i) All ships converted as FPSU/FSO/FSU shall have on board standard scupper plugs equivalent to the number of scupper lips and various sizes of plugs for use on possible holes that may develop in the hull.

FIXED PLATFORM

(i) Vessels of 400 gross tons and above but less than 10,000 GT above shall be fitted with an oilwater separating equipment or filtering system duly approved PCG to ensure that any oil mixture discharged into the open sea after passing through the separator or filtering system shall have an oil content of not more than 100 parts per million. Effluent discharges in ports and harbors to include other navigable lakes and rivers shall not exceed the water quality standards. (i) Vessels of 10,000 gross tons and above shall be fitted, in addition to oily-water separating equipment, with an oil discharge monitoring and control system.

(ii) All bunkering/transferring operations shall be in compliance with safety and environmental standards set by PCG and the International Safety Guide for Oil Tankers and Terminals (ISGOTT).

(iii) All ships converted as FPSU/FSO/FSU shall obtain a permit from the PCG (Annex D) prior the conduct of bunkering/transferring operations and shall comply and submit the required documents (Annex E). (iv) All ships intended to serve as floating production and storage facility for oil or oily mixture shall obtain a permit from the PCG for such purpose (See Annex G).

(i) Every vessel of 400 gross tons and above shall be provided with tank or tanks of adequate capacity, having regard to the type of machinery and length of voyage to receive the oil residues.

(i) Every new crude oil tanker of 20,000 GT and above shall be provided with segregated ballast tanks.

(vi) All FPSO/FSO/FSU shall carry on board a Shipboard Oil Pollution Emergency Plan (SOPEP) approved by the PCG (see PCG memo Circular on SOPEP). Said SOPEP shall be subjected to an actual yearly drill exercise to be monitored and evaluated by PCG. (vii) All FPSO/FSO/FSU shall be provided on board with an Oil Record Book in the form specified under MARPOL Annex I. The aforementioned oil record books shall be maintained, updated, and reflect properly and correctly the items required to be recorded therein in accordance with appropriate rules and regulations.

(iv). All Fixed or Floating Platforms shall carry on board a Shipboard Oil Pollution Emergency Plan (SOPEP) approved by the PCG (see PCG memo Circular on SOPEP). Said SOPEP shall be subjected to an actual yearly drill exercise to be monitored and evaluated by PCG. (v). Fixed or Floating Platforms shall be provided on board with an oil record book in the form specified under MARPOL Annex I. The aforementioned oil record books shall be maintained, updated and reflect properly and correctly the items required to be recorded therein in accordance with appropriate rules and regulations. (vii) All hoses on board ships for use in transfer operation shall be subjected to inspection by the MEPGRU Inspector any time. The date of hydro test, expiry date and name of ships shall be marked on the same.

(i) Oil tankers of 150 GT and above shall be provided with slop tank arrangements or combination of slop tank that have a capacity necessary to retain the slop generated by tank washings, oil residues and dirty ballast residues.

(i) All ships or facilities shall obtain a permit from the PCG (Annex D) prior the conduct of bunkering/transferring operations and shall comply and submit the required documents (Annex E).

(ii) All ships converted as FPSU/FSO/FSU shall have onboard at all times a minimum of fifty (50) kilos of rags and/or other appropriate sorbent materials and appropriate number of empty open ended drums with cover for the clean-up of oil spills on decks and/or pump rooms. Provided that ships converted as FPSU/FSO/FSU of 400 gross tons and above shall have on board a minimum of four (4) such empty open ended drums with cover. The said drums must be painted international orange and marked, FOR OIL SPILL USE ONLY. (iii) All FPSO/FSO/FSU engaged in the exploration, production, refining, storage, and distribution of black products and persistent oil shall be equipped with oil containment, protective, and recovery equipment, and other MARPOL combating equipment and accessories duly accredited by the PCG sufficient for oil pollution response operation of a Tier II discharge (See Annex F).

(i) All Fixed or Floating Platforms shall have onboard at all times a minimum of fifty (50) kilos of rags and/or other appropriate sorbent materials and appropriate number of empty open ended drums with cover for the clean-up of oil spills on decks and/or pump rooms.

(ix) All Fixed or Floating Platforms engaged in the exploration, production, refining, storage and distribution of black products and persistent oil shall be equipped with oil containment, protective and recovery equipment and other MARPOL combating equipment and accessories duly accredited by the PCG sufficient for oil pollution response operation of a Tier 1 discharge.

(i) A Plan for Collection and Disposal of Waste shall likewise be submitted by these shipping companies to the PCG for approval. Cooperative efforts among shipping companies in connection with the acquisition and utilization of such system of collection and disposal is highly encouraged. (i) Vessels shall affect transfer of liquid cargo only when the shore facilities shall have complied with the requirements in para xiii.

(iv) All offshore exploration projects shall have a land-based stockpile center to house the required MARPOL equipment that cannot be accommodated aboard its platform and support vessels.

(v) All FPSO/FSO/FSU shall be required to organize and maintain an Oil Spill Response Team capable of responding to oil spill incidents. In addition, the same shall conduct regular team training/exercise every six (6) months on managing oil spill operations, handling, and operating of MARPOL combating equipment.

(i) All barging operations involving transport of oil or hazardous substances along Pasig River and Laguna Lake shall be suspended during bad weather wherein the possibility of accident is increased beyond safe operational conditions. The operator shall secure clearance from the PCG to operate during stormy weather. In this connection, the PCG shall advise all concerned as necessary. (i) All shipments of hazardous substances through barging from ship to shore or vice versa shall be reported beforehand to the PCG by shipping agents to include movements, destination and estimated time of transfer operations. (i) All hoses on board vessels/barges for use in transfer operation shall be subject to inspection and testing by the PCG any time. (i) In the case of a ship of less than 400 gross tonnage, oil and all oily mixtures shall either be retained on board for subsequent discharge to reception facilities or discharged into the sea in accordance with the following provisions:

(vi) Produced water effluents from FPSO/FSO/FSU shall not have an oil content concentration of more than 5 ppm. Produced water quality should pass the prescribed parameters stipulated in existing laws. These parameters includes but not limited to suspended solid, heavy metal content, dissolved gases, temperature, pH and toxicity.

(xi) Produce water effluent from Fixed or Floating Platforms shall not have an oil content concentration of more than 5 ppm.

(vii) All FPSO/FSO/FSU shall dispose oily waste at the port reception facilities be approved by the PCG.

(viii) All FPSO/FSO/FSU shall develop waste management plans and submit them to the PCG for approval. Once approved, the plan shall be incorporated into the crew and facility operating manuals.

(i) All self-propelled/non-selfpropelled barges/tankers, vessels towing dumb barges, vessels of 400GT and above, and to 150 GT and above for tankers, containing oil must have on board a minimum of two (2) 210-liter drum of dispersants and appropriate number of sprayers duly approved or authorized by the PCG; and an appropriate length or segment oil spill/containment boom as specified in Annex F (List of Required MARPOL Equipment). (i) Oil tankers engaged in black products and persistent oil shall have on-board at all times with at least one complete set of oil containment and recovery equipment, sorbent, appropriate volume of dispersants and other MARPOL combating accessories specified in Annex F duly accredited by the PCG sufficient to prevent, control and mitigate a medium discharge.

DEPOT/TERMINALS /REFINERIES

(iii) All bunkering/transferring operations shall be in compliance with safety and environmental standards set by PCG and the International Safety Guide for Oil Tankers and Terminals (ISGOTT).

(ii) Transfer operations by facilities involving oil from ships to shore or vice versa shall be conducted in accordance with International Safety Guides for Oil Tankers and Terminals (ISGOTT).

(iv) Ships of 400 gross tons and above but less than 10,000 gross tons shall be fitted with an oil filtering equipment or oily-water separator duly approved by the PCG to ensure that any oil mixture discharged into the open sea after passing through the separator or filtering system shall have an oil content of not more than fifteen (15) parts per million.

(vi) All ships shall carry on board a Shipboard Oil Pollution Emergency Plan (SOPEP) approved by the PCG (see PCG memo Circular on SOPEP). Said SOPEP shall be subjected to an actual yearly drill exercise to be monitored and evaluated by PCG.

(ix) In cases of Oil Spill, the OSRO contracted by the spiller shall respond in coordination and cooperation with the PCG.

Control (i) All ships engaged in the exploration, production, refining, storage, and distribution of black products and persistent oil shall be equipped with oil containment, protective, and recovery equipment, and other MARPOL combating equipment and accessories duly accredited by the PCG sufficient for oil pollution response operation of a Tier II discharge (See Annex F).

(i) All Facilities engaged in the exploration, production, refining, storage, and distribution of petroleum products shall be equipped with oil containment, protective, and recovery equipment, dispersants and other MARPOL combating equipment and accessories duly accredited by the PCG sufficient for oil pollution response operation of a Tier I discharge. (See Annex F)

(ii) All ships shall be required to organize and maintain an Oil Spill Response Team capable of responding to oil spill incidents. In addition, the same shall conduct regular team training every six (6) month on managing oil spill operations, handling, and operating of MARPOL combating equipment.

(xi) All appliances, devices, and equipment that shall be used for petroleum exploration and production including but not limited to risers, drill bits, drill strings and blowout preventers must be certified by an organization duly recognized by the PCG and in compliance with industry standards on safety and reliability.

OFFSHORE PETROLEUM COMPANY


(1) All corporations, companies or entities engaged in offshore petroleum exploration and production must have a PCG Certificate of Compliance signed by the Commandant, PCG

(2) All corporations, companies or entities engaged in offshore petroleum exploration and production applying for a PCG Certificate of Compliance shall submit to Commander, MEPCOM for evaluation the following documents : a) Service contract details/documents from the DOE b) training certificates of all personnel involved with offshore petroleum exploration and production/ and certificates of competency of personnel/crew, c) company oil spill contingency plan d) Garbage Management Plan e) Sewage Management Plan f) a copy of their ECC from DENR g) a copy of the (3) Offshore petroleum exploration and production companies shall be required to have an arrangement with an OSRO for immediate response service in the event of oil spill provided that both domestic and foreign OSRO shall be duly accredited by the PCG
