There was absolutely no doubtregarding the readiness of NORAD, NRO, FAA, Military, CIA and FBI on that day. Butthe line staff did not know that the activity on their screens was real instead of the mockexercise. War Games were used to trick the line staff into inaction.But how would Osama bin Laden obtain access to the Pentagon to ascertain the datesand missions of the Field Training Exercises and to issue orders to hide a terroristattack within an ongoing FTX? And how would the precision of the attack be managedwith the resources of the Mujahideen? It was alsothe end of the fiscal year and important budget information was in the damaged area ofthe Pentagon. He is an Adjunct Senior Fellow for Asian Studies of the Council on ForeignRelations, Adjunct Scholar of the Heritage Foundation, and a Senior Advisor at theCenter for International and Strategic Studies.Thereafter Zakheim took a lucrative position as a vice president of the consultancy BoozAllen Hamilton.
