e. Govt. Response o Government to feed flood-hit till water recedes; senior officials were directed to monitor free kitchens personally. (The Indian Express) o A four-member inter-ministerial team arrived to assess the flood situation. The team headed by Sunil Kumar Verma, Chief Engineer, Ministry of Transport and Highways, made an aerial survey of the flood-affected areas of Bhadrak, Kendrapara and Jajpur. g. Flood Politics o The BJP on Monday slammed the Government for not seeking assistance of the Army and the Navy for rescue and relief operations in the flood-affected districts. (The Indian Express) o BJP Kisan Morcha demands succour for flood hit ryots. It demanded that ther farmers be paid compensation of Rs. 10,000 per acre. (The Indian Express) o The congress has decided to submit a separate memorandum to the inter-ministerial team, which will visit the flood-affected areas of the State, listing instances of distribution of relief on party line. (The Indian Express) h. Flood Conflict o The flood victims in Balasore alleged that no relief, including drinking water pouches and baby food, has been distributed to them. While the district administration claimed that 4.41 lakh people in 813 villages of all the 12 blocks of the district have been affected in the recent floods, they have so far provided relief to only 1.46 lakh people. (The Indian Express) o Relief promises fall flat in Dhenkanal as the victims alleged that no relief of any kind has been provided them. JAJPUR: There is no respite for floodhit people of Jajpur with water level in Brahmani, Kharasrota and their tributaries rising. All major rivers in the district are flowing much above the danger marks. Water level in Brahmani was at 70.9 feet mark near Jenapur against the red mark of 67 by 4 pm on Sunday. Against the danger level of 19.5 metres at Binjharpur, the Kharasrota was flowing at 20.5 in the noon. Likewise, against the danger mark of 17.83 metres at Akhuapara, river Baitarani was flowing at 18.41. In Dasarathapur, the river was flowing about five feet above the red mark. It stood at 17.5 feet by 4 pm on Sunday against its danger mark of 12.5 feet. People of Bari which is the worst hit have been trapped in flood water for the last four days. Around 1,52,244 people have been affected in Bari block. Though the administration claimed to have started providing relief materials, the victims alleged that no help has reached them yet. The block remained cut off from the mainstream with flood water flowing above the BaruanKalamatia and BariRatnagiri roads. As many as 98 villages under 29 gram panchayats in Bari block have been submerged by flood water from Brahmani, Kharasrota and Tantighai rivers. On Sunday morning, people of Bari, Dharmasala, Jajpur and Korei blocks who are residing on the banks of Brahmani, Kharasrota, Kelua and Tantighai rivers repaired the weak embankment of these rivers at different places. District Collector Anil Kumar Samal said people of Bari have been asked to shift to safer places as water level of Brahmani and its tributaries is expected to rise in another 24 hours. "The attention is more on Bari block which is the worst affected. We are trying our best to reach out to all those who have been affected by flood," Samal said. Former Jajpur collector and senior IAS officer Arvind Kumar Padhee arrived at the district on Sunday to oversee rescue and relief operations in the marooned areas. b. BHUBANESWAR: With the flood situation in northern Orissa further worsening, the State Government on Sunday intensified airdropping of food packets as 3,003 villages remained marooned. The death toll has increased to 17. "As water level continues to rise in the Brahmani river, more and more villages are getting marooned," Revenue and Disaster Management Minister S N Patro told mediapersons. More than 3,000 villages are inundated and about 10 lakh people are encircled by flood water. Bari block in Jajpur district and Rajnagar, Aul and Rajkanika blocks in Kendrapara district have been severely hit with no communication links, he said. A senior IAS officer is camping in Bari block to supervise rescue and relief operation. A large number of people are taking shelters on rooftops and they need to be evacuated, the minister said, adding floods in the Brahmani river could further worsen. Though the Water Resources department had been regulating Brahmani floods from Rengali dam, it could not help reduce the flood fury downstream, the Minister said. As the flood water entered fresh areas, the Government continued airdropping of food packets with the help of four choppers. Two more choppers will soon be added in the operation, Special Relief Commissioner P K Mohapatra said. "More that 1.39 lakh people have already been evacuated. The Government has asked the district collectors of Kendrapara and Jajpur to shift people from lowlying areas," he said after a review meeting. Meanwhile, the Government has banned transportation of minerals on the National Highway5 in order to keep the road free for movement of relief materials. Balasore district was also hit by flood water of the Subarnarekha river while Angul and Dhenkanal districts were affected due to flood in the Brahmani river. Other districts, which had been hit by second spell of flood, are Keonjhar and Bhadrak. c. Homeless and hungry in the deluge

Times Of India, Naresh Chandra Pattanayak Sep 26, 2011, 11.29AM IST KEONJHAR: More than one lakh people of 128 villages of Anandpur, Ghasipura and Hatadihi blocks and eight wards in Anandapur municipality have been severely affected in the recent floods caused by river Baitarani's fury.After four days of flood, road communication to many villages is yet to be restored, while relief continues to elude most of the areas due to swelling waters.The Hatadihi block is by far the worst floodaffected area of Keonjhar district, with over 60,000 people rendered homeless. As heavy rain continues to lash the district, many more are being steadily rendered homeless as the villagers' mud houses are easily damaged in the rain. The villagers can safely be termed marooned as damaged roads and culverts are making communication with these people next to impossible.Due to lack of supply of polythene, the hapless flood victims are living in the open and in their fragile, damaged houses. Thousands of people of Ghatagaon block area blocked the NH-215 on Saturday afternoon demanding polythene. They also ransacked the revenue inspector's office. Emergency officer R C Kisku, however, said, "Adequate polythene and relief has been supplied to floodaffected areas. Cooked food has also been distributed to flood victims at different shelter camps.""The administration as well as local representatives have failed to provide relief and drinking water to all the flood-affected areas of the block. The villagers are facing acute shortage of food and drinking water. The relief material supplied after three days in some areas is not sufficient and thousands of villagers have not received any relief so far," said Subhransu Naik, a social activist of the block.Four Orissa Disaster Rapid Action Force (Odraf) teams deployed in Anandapur, Ghasipura and Hatadihi blocks are not sufficient to rescue the affected people either. Less than 10% of the flood victims have been provided cooked food so far with shelter in different camps, sources said. According to the official report, about 61,752 people of 82 villages of 13 GPs in Hatadihi block, about 15,600 people of 20 villages of eight GPs in Anandpur block, about 6,000 people of 26 villages of five GPs of Ghasipura block and about 6,420 people of eight wards in Anandpur municipality area have been affected in the Anandpur sub-division.Among these only about 8,000 people have been provided cooked food at 14 camps in Anandpur block, about 510 at four camps in Hatadihi block and some 6,000 people have been accommodated in eight camps in Ghasipura block area.PCC president Niranjan Pattnaik and former PCC president Jayadev Jena visited the flood-affected areas and condemned the district administration as well as the state government for poor distribution of relief. d. PNS | Bhubaneswar The second spell of floods in the Brahmani and Baitarani systems has become a matter of concern for the State Government as all efforts to provide relief to the affected people through aerial, water and land routes proved to be ineffective. So also the rescue operations have become futile due to high current of the flood waters with over 1,114 villages still remaining cut off from the rest of the world for the fourth day on Sunday. Though the State Government has now focused on rescue and relief operations, the administration is passing through a harrowing time in reaching out to the marooned due to the high velocity of the flood waters, said Revenue and Disaster Management Minister Surjya Narayan Patro. Evacuation of the marooned people is the prime task before us, he said, adding that so far as many as 97,000 people were evacuated to safer places in adverse conditions. Over 1 lakh people were being given cooked food through 260 relief camps, Patro informed the media. He admitted that though the water levels in all four major rivers were receding, the floods in the Brahmani and Baitarani systems turned the situation grim. It would continue for another 36 hours as the flood waters discharged from the Rengali reservoir would pass through the Jajpur and the Kenerapada districts by late Tuesday. Patro said ODRAF, NDRF and Fire Service teams were pressed into service for search, rescue and relief operations with 492 boats. Despite adverse situations and lack of safe surface, air-dropping of food packets were stepped up by utilising six helicopters of the Indian Air Force and the Navy on Sunday in the most affected areas of Jajpur, Bhadrakh and Kendrapada districts. Two more helicopters were expected to join the fleet for air-dropping by Monday, he said, adding that the Chief Minsiter had already talked to the Defence Minister in this regard. Giving details of the flood situation, Patro said 10 districts had been affected by the fresh spell of floods and an estimated 21.70 lakh population belonging to 3,128 villages under 65 Blocks in Angul, Balasore, Bhadrakh, Deogarah, Dhenkanal, Jajpur, Kendrapada, Keonjhar, Mayurbhanj and Sundergarh have been affected.He said the fresh floods have so far claimed 17 lives with highest six persons from jajpur followed by 4 in Sundargarh and two were reported missing. As per the report, 12,400 houses were damaged. Meanwhile, Chief Minister Naveen Patnaik who reviewd the flood situation in the afternoon on Sunday, has directed the Collectors to make all out efforts to reach out to the marooned villages to evacuate the affected families and provide ready-made food packets to the affected families in the waterlogged areas through air-dropping. As per the direction of the Chief Minister, it has been decided to provide cooked food to the people taking shelter in safer places till they returned to their villages. Water Resources Department Secretary SC Mohapatra said waters in the Subarnarekha, Baitarani, Brhamani and Budhabalanga were falling .Though the flood waters in Keonjhar and Bhadrakh had started receding and there was no further danger in the area, the area of Dharmasala, Dasarathpur and Bari in Jajpur district and Ali, Rajkanika in Kendrapada district would reel under the flood havoc till Tuesday as the 7,000 cusecs of water discharged from the Rengali reservoir would pass through these areas. However, since it was decided to open only two of the 24 gates of the Rengali reservoir, the flood situation would ease to some extent. He said there was no danger in the Subarnarekha system as the river is flowing below the danger mark. He said at least 27 breaches were reported in the Brahmani and Baitarani systems with the highest of 14 being in Jajpur distirict.

Advance team arrives today. Latest reports said a four-member advance Inter-Ministerial team would arrive in the State on Monday to assess the damages caused by floods. According to SRC Pradipta Kumar Mohapatra, the sub-group of the central team would consist of Sunil Kumar Verma, Chief Engineer, Ministry of Road Transport and Highways, Dr MC Diwakar, Director, Dept of Rural Development, Minsitry of Agriculture and Cooperation, Dr AK Satpathy, Regional Director, Regional Office Health and Family Welfare, Bhubaneswar and Ambarish Nayak, Superintending Engineer, Mahanadi and Eastern Rivers, CWC. He said after the arrival of the team at the airport, they would be taken to the present flood affected areas of Jajpur, Kenrapada and Bhadrakh for an aerial survey. The team is scheduled to get down at NC College, jajpur for on-the-spot visit to the affected areas in ten- km radius . Later the team would be flown to see the Bhadrakh and Kendrapada areas, he said. Mohapatra said the team would be taken to see the flood affected areas of western Odisha districts of Sambalpur, Subarnapur and Bargarh after being briefed by the officials of the Revenue Department. He said the second team was likely to reach Bhubaneswar on Wednesday, which would visit the areas affected during the first spell in the rest of the districts. Mohapatra said the State Government had already submitted a memorandum to the Centre through a special messenger seeking an assistance of Rs 2120 crore to repair the damages caused due to the floods in the Mahanadi river system. LUCKNOW, India - Monsoon rains destroyed mud huts and flooded wide swaths of northern and eastern India, killing at least 48 people in recent days and leaving hundreds of thousands marooned by raging waters, officials said yesterday. Those stranded took shelter atop trees, hills, and rooftops in the eastern states of Orissa and Bihar and the northern state of Uttar Pradesh. Rescue helicopters dropped food in hard-to-reach areas, while hundreds of boats ferried the stranded to safety. But the rains, expected to continue for two more days, were holding up rescue efforts, officials said. All 31 people killed over the weekend in Uttar Pradesh state died when the roofs of their mud houses collapsed, Relief Commissioner K.K. Sinha said. The state offered compensation of about $2,200 to victims families. Many of them died in their sleep, said P.K. Upadhaya, a district magistrate in Jaunpur, where 18 of the deaths occurred. Another 17 people were swept away over the weekend by flood waters in Orissa state, where more than 130,000 have been evacuated from low-lying areas near rivers that burst their banks, Revenue and Disaster Management Minister S.N. Patra said. Since the monsoons began in August more than 70 people have died in Orissa. The states chief minister widened the evacuation area this week, while the air force was ordered to send more aircraft to help. Hundreds of thousands of people scrambled into trees or on top of buildings to escape the rising waters. In Bihar state, soldiers rescued more than 200 people who were stranded when flood waters from the Sone River entered their village. The second spell of floods has resulted in the death of 19 people so far with six casualties reported from the Jajpur, one of the worst-affected districts. Even though water levels in most rivers except the Brahmani have started receding, over a thousand villages are still marooned. In fact, flood water of Brahmani had completely submerged Bari block and many places of Rajnagar, Pattamundai and Aul blocks in Kendrapara district. Six helicopters of the Indian Air Force and the Indian Navy have been deployed to air-drop food packets to the flood-affected area. But air-dropping of food items was being hindered due to the paucity of dry land, especially in the Jajpur district. "Air-dropping of food items was not possible in Bari block of Jajpur district as the entire area has been submerged in flood water," Revenue and Disaster Management Minister S N Patro told reporters after reviewing the flood situation. Hence, the government has also sent 460 boats with relief materials to the affected areas to aid in the operations. With the government unable to drop food packets from helicopters, reports of people starving has been received from Jajpur and Kendrapara districts. The authorities have set up 258 free kitchens in the flood-affected area. Meanwhile, a central team, comprising four members from ministries of Road Transport and Highways, Agriculture, Health and Water Resources arrived here to assess flood damage. "Though the team is to assess the damage due to the first spell of floods in the Mahanadi system, we will take them to Jajpur district for review of the situation," said Special Relief Commissioner (SRC) P K Mohapatra, adding the team will visit three western districts tomorrow.

The 142 helicopter unit of the IAF based at Bagdogra stepped up to the challenge. The pilots of the unit were actively involved in evacuating casualties and air drop relief in Sikkim when floods hit Orissa. Some of the helicopters were pulled out from the Sikkim operation and diverted to Bhubaneswar. But, the pilots were not heard complaining of the double task.
