Tells enthusiastic HRC crowd that job
bias, DOMA repeal are next priorities
By CHRIS JOHNSON
cjohnson@washblade.com
President Obama, who delivered the keynote speech
at last weeks HRC National Dinner, said this week that
hes still working on his evolution on marriage equality,
a view that was repeated by his chief spokesperson.
Under questioning from the Washington Blade, White
House Press Secretary Jay Carney said Obama remains in
a state of evolution on the issue.
I dont have an update for you on his position, Carney
said. The remarks he made last year stand.
Asked when this evolution might conclude, Carney
said he doesnt have anything new.
Obama rst suggested his views on the issue could
evolve in October 2010 during an interview with
AMERICAblogs Joe Sudbay. Some advocates have been
pushing him to complete this evolution and publicly
endorse same-sex marriage before the 2012 election.
In 1996, Obama, during his bid to become an Illinois
state senator, said in a questionnaire response to the
Windy City Times, I favor legalizing same-sex marriages,
and would ght efforts to prohibit such marriages.
More twists in GOP race
Cain says homosexuality a choice;
Palin, Christie bow out
By CHRIS JOHNSON
cjohnson@washblade.com
Republican presidential candidate Herman
Cain made headlines this week, after saying that
homosexuality is a choice, just as a new poll showed
him moving into a tie for second place for the GOP
nomination.
Cain, former CEO of Godfathers Pizza, came
under re from LGBT advocates for indicating on
Tuesday he believes people can choose their sexual
orientation.
During an appearance on ABCs The View, when
asked by host Joy Behar whether he believes being
gay is a choice, Cain replied, Yes.
Well, you show me the science that its not and Ill
be persuaded, Cain said. Right now its my opinion
against the opinions of others who feel differently.
Thats just a difference of opinions.
Cains remarks ignited a restorm among many
LGBT groups who called on the presidential hopeful
as well as other GOP candidates to repudiate
his remarks.
Joe Solmonese, president of the Human Rights
Campaign, said in a statement that Cains remarks
are frankly, jaw-dropping and certainly unbecoming
of a presidential hopeful.

OMalley launches video campaign for marriage equality
Maryland Gov. Martin OMalley this week delivered the rst in what marriage
equality advocates say will be a series of video messages calling for the approval
of a same-sex marriage bill next year by the Maryland Legislature.
The video campaign, organized by the newly formed Marylanders for Marriage
Equality Coalition, is modeled after a similar campaign in New York State, which
passed a same-sex marriage bill earlier this year under the leadership of New York
Gov. Andrew Cuomo.
Im Gov. Martin OMalley and Im a Marylander for marriage equality,
OMalley said in the video message recorded from his ofce at the State House
in Annapolis.
As a free and diverse people of many different faiths, we choose to be
governed under the law by certain fundamental principles among them equal
protection of the law for every individual and the free exercise of religion without
government intervention, he said.
The legislation we plan to introduce in the 2012 legislative session will protect
religious freedom and equality of marital rights under the law, he said. I ask you
to join us as we work to pass marriage equality in the State of Maryland.
Raquel Guillory, OMalleys communications director, said the governors ofce
provided the video equipment used to record his message. She said the Human
Rights Campaign, which coordinated a similar video campaign in New York,
arranged for OMalley to make the video on behalf of the coalition.
HRC ofcials say they are working on additional videos expected to be recorded
over the next few months by civil leaders, sports gures and regular Maryland
citizens.
In addition to HRC, the coalition members include the state LGBT advocacy
group Equality Maryland, the NAAP Baltimore Chapter, the ACLU of Maryland,
the Service Employees International Union (SEIU) Local 1199, Parents and Friends
of Lesbians and Gays of Maryland, Progressive Maryland, National Black Justice
Coalition, Catholics for Equality, Maryland Faith for Equality, the National Gay and
Lesbian Task Force, and the National Organization of Women of Maryland.

Man dies in Southwest nightclub
D.C. police issued a statement Wednesday saying they were investigating the
death of a patron of the Southwest D.C. gay nightclub Ziegfelds/Secrets, who was
found unconscious at the club in the early morning hours of Oct. 2.
Police late Wednesday identied the patron as 43-year-old Patrick Coats of
Richmond, Va.
Capt. Edward Delgado, director of the police Special Liaison Division, which
oversees the departments Gay and Lesbian Liaison Unit, said Coats was taken to
a hospital where he died a short time later.
The death is being investigated by the MPDs Homicide Branch and the cause
of death is undetermined, the police statement says.
Police ofcials have said the Homicide Branch investigates all deaths in cases
where the cause has not been determined. In many cases, those deaths are later
found to be due to natural causes or accidental injuries, police have said.
A statement released by Ziegfelds/Secrets general manager Jon Parks says an
employee found the patron later identied as Coats outside the clubs rst oor
bathroom and the club immediately called 911 for help. The statement, which was
provided to the Blade by another club employee, says the staff and management
are cooperating with the police investigation.

Woman says she was not
consulted about lowering
charge in case
By LOU CHIBBARO JR.
lchibbaro@washblade.com
A transgender woman says she
disagrees with a decision by the United
States Attorneys ofce to lower the charge
against a man arrested for shooting her in
the neck on Sept. 12 while she sat in her
car parked in Southeast Washington.
District resident Darryl Willard, 20,
pleaded guilty last week in D.C. Superior
Court to a charge of aggravated assault
while armed in connection with the
shooting. His plea came after prosecutors
agreed to drop a more serious charge of
assault with intent to kill while armed.
D.C. Superior Court Judge Ann
OReagan Keary scheduled a sentencing
hearing for Willard on Dec. 6.
The assault with intent to kill charge
carries a mandatory minimum sentence of
ve years in jail and a possible maximum
jail term of 20 years. The aggravated
assault charge, to which Willard pleaded
guilty, carries a mandatory minimum
sentence of ve years in prison and a
possible maximum sentence of 10 years
in jail.
I told them I was willing to go to a trial
and testify if prosecutors went with the
more serious charge, said the victim, who
spoke on condition that her name was
withheld.
She said prosecutors informed her
of their decision to lower the charge in
exchange for Willards guilty plea last
week shortly after she was released from
the hospital and after the decision was
reached.
They said that going to trial with a jury
could be a problem because they [the
defense] would bring up my lifestyle, the
woman said.
Local transgender activists Earline Budd
and Jeri Hughes said they, too, disagree
with the lowering of the charge. Both said
they were troubled that the U.S. Attorneys
ofce apparently didnt consult the victim
in advance of its plea bargain decision and
appears to have presented her with a fait
accompli on the matter.
How about if a U.S. Attorney gets shot
in the neck? said Hughes. Lets see
if someone gets just ve years for that.
Thats crazy. Its an outrage.
Budd, an ofcial with the local group
Transgender Health Empowerment,
arranged for the woman to speak with the
Blade.
A spokesperson for the U.S. Attorneys
ofce has said the ofce never comments
on why it chooses to offer plea bargain
agreements that lower charges in specic
cases.
In discussing its general policy on plea
bargain decisions, the U.S. Attorneys
ofce in the past has said it considers
factors such as whether a jury would be
likely to convict someone on a more
serious charge.
A police arrest afdavit says the victim
and Willard had known each other for
more than a year and that Willard allegedly
had paid the woman for sex in the past.
It says the woman picked up Willard in
her car at 22nd and Savannah streets, S.E.,
and the two drove around the area. It says
Willard asked the woman to perform oral
sex on him and she refused. When she
pulled over to let Willard out of the car, he
pulled out a gun and demanded she turn
over her money, the afdavit says.
According to the afdavit, the woman
refused to hand over her money,
prompting Willard to shoot her at close
range in the neck.
The shot hit her in the right side of
her neck, punctured both of her lungs,
and lodged near her heart, where it
remains, says a statement released by
the U.S. Attorneys ofce on Tuesday. The
defendant turned himself in to police the
following day and has been in custody
ever since, the statement says.

Equality Maryland names 16 new board members
The statewide LGBT advocacy group Equality Maryland has announced the
appointment of 16 new members to its board and the board of its tax-exempt educational
arm Equality Maryland Foundation.
Ofcials with the two organizations said the new board members were selected with the
help of a nominations committee that included gay Maryland State Sen. Rich Madaleno
(D-Montgomery County) and lesbian State Del. Mary Washington (D-Baltimore) with the
aim of recruiting seasoned professionals with skills in managing a non-prot organization.
We are thrilled with the addition of these 16 individuals to the board, said Patrick
Wojahn, president of the Equality Maryland Foundation board. The combined depth
of knowledge and skill they have around legislative, administrative and non-prot
management activities will be a true benet to the work of the organization.
The announcement of the new board members comes less than a year after Equality
Maryland struggled with nancial problems and disagreements among board members
that led to the ring of its executive director and the layoff of most of its staff due to a
lack of funds to pay salaries.
Wojahn and Lisa Polyak, Equality Marylands acting president, said the selection of
the new board members is another step in a rebuilding process that they say will lead
to a restructured and reinvigorated organization. The two said the group plans to be a
leading force in the state capital in Annapolis early next year in efforts to advocate for
LGBT supportive legislation, including bills to legalize same-sex marriage and to ban
discrimination against the transgender community.
The names and biographies of the new board members can be found at

Catania introduces AIDS bill for medical professionals
Gay D.C. Council member David Catania (I-At-Large) introduced a bill on Tuesday that
would require specic courses dealing with HIV/AIDS as part of the continuing education
standards for the citys medical professionals.
This legislation is an important step forward in our continuing efforts to remain at the
forefront of HIV/AIDS education, prevention, and treatment, Catania said in a statement.
The bill will ensure that our healthcare workforce has the tools it needs to respond to the
ever-changing epidemic in the District of Columbia.
Catanias statement says the bill, the HIV/AIDS Continuing Medical Education
Amendment Act of 2011, would provide D.C. physicians, physician assistants and nurses
with an understanding of the impact of HIV and AIDS on populations of different ages,
as well as different racial and ethnic backgrounds by incorporating HIV/AIDS education
into existing continuing education requirements.
The bill was expected to be sent to the Councils Committee on Health, which Catania
chairs. Eight of the Councils 13 members signed on as co-sponsors of the bill, including
Council Chair Kwame Brown (D-At-Large), and gay Council member Jim Graham (D-Ward 1).

Capital Pride names new director, board members
Capital Pride, the non-prot group that organizes D.C.s annual LGBT Pride parade and
festival, announced on Tuesday that its board has appointed gay sports advocate Ryan
Bos as the organizations new executive director.
Bos has served as president of Team D.C., the LGBT sports league in the D.C. area,
since 2010, according to a statement released by the Capital Pride Board. The statement
says Bos has worked in various positions at the University of Marylands Baltimore County
campus since 1998 and most recently has served as the campuss associate director of
residential life.
Bernie Delia, whom the board elected as its president, said Bos will work on a part-time
basis until Jan. 1, when the position will become full-time through Aug. 31, 2012, when
the contract for the post expires. Capital Pride ofcials have said the organization usually
hires paid staff for part of the year to enable the groups large contingents of volunteers
to put together the festival, parade and a series of other Pride events in June.
In addition to electing Delia as president, the board elected Mary Paradise as board
vice president, Scott Mallan as treasurer, and Ray Panas as secretary, the statement says.

Move assailed as
boondoggle for
lawyers in case
By CHRIS JOHNSON
cjohson@washblade.com
The U.S. House has tripled the cost
cap for the legal expenses of hiring a
private attorney to defend the Defense of
Marriage Act in court to reach a potential
total sum of $1.5 million.
According to a recently approved
contract modication dated Sept. 30,
House General Counsel Kerry Kircher has
agreed to pay Bancroft LLC private
attorney Paul Clement a sum not to
exceed $750,000 to defend DOMA, but
this cap may be raised to $1.5 million
under written notice.
It is further understood and agreed
that, effective October 1, 2011, the
aforementioned $750,000.00 cap may
be raised from time to time up to, but
not exceeding, $1.5 million, upon written
notice of the General Counsel to the
Contractor specifying that the General
Counsel is legally liable under this
Agreement for a specic amount, the
contract modication states.
The contract modication is signed by
Committee of House Administration Chair
Dan Lungren (R-Calif.) as well as Kircher
and Clement.
The Obama administration in February
announced that it would no longer defend
DOMA, which prohibits federal recognition
of same-sex marriage, in court.
After the Houses Bipartisan Legal
Advisory Group voted 3-2 in March along
party lines to take up defense of DOMA,
U.S. House Speaker John Boehner
(R-Ohio) directed Kircher to defend the law
and hired Clement, a U.S. solicitor general
for former President George W. Bush, for
assistance in defending the statute. The
initial contract hired Clement to defend
the law at a blended rate of $520 an hour
and initial total cost cap of $500,000.
In addition to raising the cost cap to
$1.5 million, the contract modication also
opens the door for further increases upon
agreement of the parties involved.
In no event shall the cap exceed
$1.5 million without a written agreement
between the parties with the approval of
the Chair of the Committee, the contract
modication states.
The contract modication states that
the Houses new nancial obligation
is contingent upon three factors: the
availability of appropriated funds from
which payments under the agreement
can be made; the understanding that the
general counsel isnt legally liable for costs
until appropriated funds are available; and
the allowing of payments to be made on
a partial basis in amounts approved by the
general counsel.
Michael Steel, a Boehner spokesperson,
reiterated the speakers position that
funds should be redirected from the
Justice Department to the House to cover
the cost of defending DOMA in court.
The cost of this litigation should
and will be borne by the Department of
Justice, which is shirking its responsibility
to defend the law, Steel said.
House Democrats and LGBT advocates
railed against Boehner for allowing the
cost cap of defending DOMA in court to
be tripled under his watch.
In a joint statement, Democrats on the
Committee of Administration Reps.
Robert Brady (D-Pa.), Charles Gonzales
(D-Texas), and Zoe Lofgren (D-Calif.)
called the cost increase simply
unconscionable and said the contracting
process lacked any semblance of
transparency.
Our letters of warning and our questions
about how any of the numbers were reached
and where the money would come from
have gone unanswered, the Democrats
said. Now, we nd that Speaker Boehners
hand-picked lawyers have exhausted the
half-million dollars we were told would be
the total cost and they need an additional
$1 million or 300 percent of the original
contract, to continue the work.
Drew Hammill, a spokesperson for House
Minority Leader Nancy Pelosi (D-Calif.), also
had harsh words for Boehner.
It is absolutely unconscionable that
Speaker Boehner is tripling the cost for
his legal boondoggle to defend the
indefensible Defense of Marriage Act,
Hammill said. At a time when Americans
are hurting and job creation should be the
top priority, it just shows how out of touch
House Republicans have become.
Joe Solmonese, president of Human
Rights Campaign, also took aim at House
Republican leadership.
At a time when budgeting is the
watchword in Washington, Americans will
be rightly aghast at this boondoggle for
right-wing lawyers, Solmonese said.

Ann Coulter to appear on Logos A-List
WEST HOLLYWOOD, Calif. Ann Coulter has conrmed that she joined
GOProud Executive Director Jimmy LaSalvia in lming an episode of Logos A
List: Dallas in West Hollywood.
The two were visiting A List: Dallas cast member and GOProud fundraiser,
Taylor Garrett. Coulter is the honorary board chair of GOProud.
We look forward to gay people everywhere getting a chance to hear about our
organizations and hear from Ann Coulter simply the smartest, funniest and most
stylish woman in politics today, LaSalvia remarked in a statement. We thank
Ann for agreeing to do this and for continuing her outspoken support for gay
conservatives.
Logo, an LGBT television network, released a statement saying, while there are
of course thousands of reasons to disagree with Coulter and her uber conservative
politics, it is incredibly refreshing to see someone in her position, and of such
noted stature for her far right opinions, willing to reafrm her GLB (T might be

Deadline nears for opponents of Calif. history law
SACRAMENTO StopSB48, the group challenging a California law mandating
inclusion of LGBT history in the classroom, has collected 82 percent of the
signatures needed to qualify their measure for the ballot.
The deadline for submitting the signatures to the state is Oct. 12, and most
signature drives for ballot measures need to collect more than the minimum number
of signatures needed to qualify, as many signatures are often unable to be veried.
The campaign estimates it needs 750,000 signatures. So far the group has collected
415,000 of the 504,760 needed, according to gay journalist Rex Wockner.
In response to what it calls illegal signature gathering tactics, California LGBT
advocates Courage Campaign have formally requested an investigation by the
California attorney generals ofce in Santa Ana and Oceanside City. According to
the organization, signature gatherers are asking passersby if they would like to sign a
petition to protect children from child abduction. California is one of only a few states
that makes falsifying information while collecting petition signatures a misdemeanor.
Country star Toby Keith endorses marriage equality
OKLAHOMA CITY Country singer Toby Keith, who has at times spoken out
in favor of both Republican and Democratic causes, revealed that he supports
marriage equality and last years repeal of Dont Ask, Dont Tell.
In the CMT Insider interview, Keith expressed opposition to denying marriage
licenses to couples that want to marry, and said ballot measures waste time and
money.
The star wrapped up his feelings about openly gay service members saying
Somebodys sexual preference is, like, who cares?
Chicagos oldest LGBT publication folds
CHICAGO Gay Chicago, which became Gay Chicago Magazine earlier this
year after restructuring, ceased publication this week.
The publication has been in print since 1976, and was one of the oldest LGBT
titles still in print in the country. The publication had been struggling for many
years since the death of the long time publisher, Ralph Paul Gernhardt in 2006.
Gernhardts children Craig and Christy had published the book since their fathers
passing, according to the Windy City Times, the last remaining LGBT news
publication in Chicago, after another LGBT publication, the Chicago Free Press,
ceased publication last year.
Gay San Fran candidate features daughter in ad
SAN FRANCISCO Gay city supervisor and candidate for San Francisco
mayor, Bevan Dufty, cast his daughter Sidney in an ad touting the importance of
the San Francisco public transit system.
The ad features the candidate and his daughter riding crowded trains, and
dancing in the aisles of an empty MUNI car.
Sidney thinks MUNI is magic, Dufty narrates. We go underground and come
out someplace new. Just us. I want all of us to see it that way.
Dufty is believed to be the rst openly gay candidate in the country to feature
his or her own children in a campaign ad, according to the Victory Fund.

N.C., Minnesota voters to
decide on marriage bans
By CHRIS JOHNSON
cjohnson@washblade.com
The chair of the Democratic National
Committee said Tuesday she would
certainly consider spending money
to combat anti-gay constitutional
amendments next year in Minnesota and
North Carolina.
DNC Chair Debbie Wasserman Schultz
made the remarks about spending DNC
funds to defeat marriage amendments
in response to a question from the
Washington Blade. She took questions
from reporters following an Immigration
Equality event she attended in D.C.
Wasserman Schultz, also U.S. House
member representing a district in Florida,
said state party groups are now focusing
on defeating amendments banning same-
sex marriage and the national Democratic
Party would consider sending resources if
asked to do so.
I know that the party in each of
those states will be combatting them,
Wasserman Schultz said. And if they ask
for our assistance, like any other state
party request, well certainly consider it.
Wasserman Schultz added the
Democratic Party has a lot to accomplish
in the 2012 election and said the best way
to defeat anti-gay initiatives at the polls
will be by turning out our Democratic
voters who generally overwhelmingly
oppose initiatives like that.
Both Minnesota and North Carolina will
vote on amending their constitutions to
ban same-sex marriage in 2012. The North
Carolina amendment will come before
voters in May and the Minnesota measure
will come before voters in November.
Activists have criticized the DNC for its
lack of attention to anti-gay state measures
in the past. In 2006, gay Democratic activist
Paul Yandura stirred up controversy by
distributing an open letter criticizing the
party for not doing enough to defeat anti-
gay measures in the states.
In 2009, John Aravosis, the gay editor of
AMERICAblog, took aim at the DNC for
asking Maine Democrats to assist with the
New Jersey governors race while saying
nothing about the marriage initiative on
the ballot in the state at the time.
Whether Democrats will come to
the polls to vote on the North Carolina
amendment remains in question because
it will be the only ballot question on which
they can vote.
The issue will come before state voters
in May at the same time as the Republican
presidential primary, which is a modied
closed primary. All North Carolinians
can vote on the marriage amendment,
but only registered Republicans and
unafliated voters can vote in the primary.
In response to another question from
the Blade, Wasserman Schultz wouldnt
venture to say whether the Democratic
Party platform in 2012 would endorse
same-sex marriage.
I really dont know, Wasserman
Schultz said. We dont dictate whats
included in our platform. The members of
our platform committee will come up with
that.
Asked whether there would be any pro-
LGBT changes in the platform, Wasserman
Schultz said she couldnt give specics
because the platform committee will make
that decision, but she added, Im very
condent and I believe strongly that we
should have as inclusive as possible LGBT
agenda as part of our platform.

Measure would end
needle exchange,
restore abstinence only
programs
By LOU CHIBBARO JR.
lchibbaro@washblade.com
The Republican-controlled House
Appropriations Committee released a
draft scal year 2012 budget bill on Sept.
19 that calls for cutting nearly $33 million
in funds from the U.S. Centers for Disease
Control and Preventions ofce that pays
for HIV prevention programs throughout
the country, including in D.C.
The draft bill, introduced by Rep.
Denny Rehberg (R-Mont.), also includes a
provision that would ban federal funding
for needle exchange programs aimed
at curtailing the spread of HIV among
intravenous drug users. Rehberg is chair of
the House Appropriations Subcommittee
on Labor, Health and Human Services,
Education, and Related Agencies, which
oversees funding for AIDS programs.
In a development likely to rile gay rights
and AIDS activists, the bill would restore
federal funds for controversial abstinence
only until marriage HIV prevention
programs that gained support under
the administration of President George
W. Bush. The Obama administration
eliminated the abstinence-only funding.
An appropriations subcommittee in the
Democratic-controlled Senate approved a
separate budget bill that doesnt include
needle exchange and abstinence-only
provisions included in the GOP House bill.
The bill approved by the Senate
subcommittee calls for no funding
increases in most AIDS-related programs.
The Obama administrations proposed
budget calls for slightly higher funding
levels for most HIV/AIDS programs.
House and Senate leaders are expected
to clash over a compromise funding bill
dealing with HIV/AIDS programs along
with other health, labor and education
programs that are folded into the scal
year 2012 appropriations measure.
Rep. Rosa Delauro (D-Conn.), the
ranking Democratic member of the House
Appropriations Subcommittee on Labor,
HHS, Education and Related Agencies,
issued a statement criticizing her GOP
counterparts for backing Rehbergs
bill without bringing the bill to a vote
in either the subcommittee or the full
appropriations committee.
I am very concerned by reports that
the chairman has no plans to convene a
meeting of our subcommittee to consider
and mark up this legislation, Delauro said.
She said the Rehberg bill calls for
cuts in a wide range of health, labor and
education programs that go beyond the
spending cap that the House and Senate
agreed to as part of the highly contentious
debate over the bill earlier this year raising
the nations debt ceiling.
The Obama administration and the
Democratic-controlled Congress eliminated
federal funding for abstinence only HIV
prevention programs, saying evidence-
based studies showed that they were
ineffective in curtailing the spread of HIV.
Obama and the Democratic Congress
also lifted a longstanding congressional
ban on federal funds for needle exchange
programs. Administration ofcials pointed
to studies showing that providing clean
syringes to intravenous drug abusers
reduced their HIV infection rate. Ofcials
said the studies also showed that clean
needle exchanges did not result in more
people becoming IV drug users.
With Republicans winning control of
the House in the 2010 election, advocates
of abstinence only HIV prevention
programs vowed to push for restoring
federal funding for the programs. Some
of the same advocates also pushed for
restoring the congressional ban on needle
exchange programs.
The House GOP appropriations measure
also calls for no increase in funding for any
of the programs under the Ryan White AIDS
CARE Act, including the nancially struggling
AIDS Drug Assistance Program, or ADAP.
With more than 8,500 people in nine states
on waiting lists for life-saving AIDS drugs
funded under ADAP, AIDS advocacy groups
have declared the program in crisis, saying
people with HIV could die if more federal
funds arent allocated to the program.

Ovations, applause as Obama speaks to HRC
Last week, questions emerged over
whether Obama had come to support
marriage equality when he gave the
keynote speech at the 15th annual HRC
National Dinner. The president made
references to the enactment of same-sex
marriage rights in New York as well as to
the spouses of gay Americans without
making an explicit endorsement of
marriage equality.
At one point, when talking about
progress, Obama said, It happens when
a father realizes he doesnt just love her
daughter, but also her wife.
Carney dismissed any interpretation of
those remarks as a hint that Obama now
supports same-sex marriage.
I would say that youre over-interpreting
remarks, Carney said. The presidents
position on gay marriage is well known.
The comments he made late last year
about his views on it are well known, and
I have no updates for you. I wouldnt read
into language there any change.
Asked whether Obamas comments
referring to married gay couples at the
dinner were disingenuous, Carney replied,
I think this presidents record on LGBT
issues, his commitment to the rights of all
Americans was evident on Saturday night
both in his remarks and the response he
got from the audience there, so Ill leave
it at that.
Obama addressed the marriage issue
himself during a Monday interview with
ABC News George Stephanopoulos, and
said hes still working on his views on
marriage.
Obama said gay couples should at a
minimum have strong civil unions, but
he stopped short of backing marriage
equality. Obama was quoted as saying
friends, family and children of same-sex
couples whom he knows who are thriving
are inuencing his evolving views.
In one notable portion of his HRC
speech, Obama took aim at Republican
presidential hopefuls for not speaking
out during a Sept. 22 debate against
the booing of a gay soldier who asked a
question about Dont Ask, Dont Tell via
video from Iraq.
We dont believe in the kind of
smallness that says its OK for a stage full
of political leaders one of whom could
end up being the president of the United
States being silent when an American
soldier is booed, Obama said. You want
to be commander-in-chief? You can start by
standing up for the men and women who
wear the uniform of the United States
even when its not politically convenient.
Christian Berle, deputy executive
director of the Log Cabin Republicans,
took exception after the speech to
Obamas criticism of Republican
presidential candidates.
President Obamas focus on the booing
at the latest GOP debate underscored
his focus on politics over policy in his
speech, Berle said. Such actions were
quickly rebuked by Governors Huntsman
and Johnson, after the debate, which was
appropriate. His speech last night, much
like his tenure as president, was more cheap
shots and politics than substance on policy.
The speech before HRC supporters
could arguably be seen as a stump speech
before the LGBT community as the
Obama campaign gears up for the 2012
re-election bid.
Obama enumerated ve
accomplishments he achieved for LGBT
people in the rst two-and-a-half years
of his administration: passage of hate
crimes protections legislation; issuing an
order assuring hospital visitation rights
for gay couples; lifting the HIV travel ban;
repealing Dont Ask, Dont Tell; and
declaring that the Defense of Marriage
Act is unconstitutional.
Obama gave particular emphasis
during his address to the end of Dont
Ask, Dont Tell, which was lifted from the
books on Sept. 20 as the result of repeal
legislation he signed in December.
Many questioned whether wed
succeed in repealing Dont Ask, Dont
Tell, and, yes, it took two years to get the
repeal through Congress, Obama said.
We had to hold a coalition together. We
had to keep up the pressure. We took
some ak along the way. But with the help
of HRC, we got it done. And Dont Ask,
Dont Tell is history.
Obama continued, All around the
world, youve got gays and lesbians who are
serving, and the only difference is now they
can put up a family photo. No one has to live
a lie to serve the country they love.
The audience warmly greeted Obama
with cheers and applause. Attendees gave
the president a standing ovation at least
three times, including during his mention of
bringing Dont Ask, Dont Tell to an end.
At one point, an audience member
shouted to Obama, Fired up! The
president immediately replied, Im red
up, too, and continued his address.
HRC President Joe Solmonese
praised Obama while introducing the
president and said his organization has
accomplished more in the last two years
than the previous seven.
We must stand with those who have
a history of standing with us and that
includes Barack Obama, Solmonese
said. No president has done more to
improve the lives of LGBT people than
Barack Obama.
Solmonese later told the Blade that
Obama is moving in the right direction on
marriage.
Were disappointed that the
president doesnt support marriage, he
said. But you know if were in this for
ourselves in terms of the ght for marriage
equality then nothing could be clearer to
me than the need to re-elect him.
Still, some advocates were hoping that
Obama would take the opportunity of
speaking before an LGBT audience to
endorse marriage equality.
John Aravosis, the gay editor of
AMERICAblog, said Obama gave the
speech we expected, not the speech
we deserved.
It was a safe speech, an election speech
really, Aravosis said. He rightfully listed
a number of excellent accomplishments,
with the Dont Ask, Dont Tell repeal at
the lead. But his term isnt over, so whats
next? Marriage? An executive order on
ENDA? The president gave a good
speech, but it could have been great.
Steve Elmendorf, a well-known gay
lobbyist and aide to former Majority
Leader Richard Gephardt, praised
Obamas speech.
You know, he has come a long way and
hes done an awful lot for the community,
Elmendorf said. We need progress, not
perfection and hes done particularly
compared to the alternatives its like 90
percent to 10 percent. So the people should
have no complaint about Barack Obama.
D.C. activist Nick McCoy echoed
Elmendorfs praise.
He made a commitment to us three
years ago and even before that campaign
that he would work to ensure equal rights
or increase the rights of LGBT people, and
he has done that, McCoy said.
Obama also faced calls to publicly come
out against anti-gay marriage initiatives
that will be on the ballot next year in
Minnesota and North Carolina. During
his speech, the president didnt explicitly
mention those measures, but spoke out
against efforts to enshrine discrimination
in state laws and constitutions.
There are those who dont want to just
stand in our way but want to turn the clock
back; who want to return to the days when
gay people couldnt serve their country
openly; who reject the progress that weve
made; who, as we speak, are looking to
enshrine discrimination into state laws and
constitutions efforts that weve got to work
hard to oppose, because thats not what
America should be about, Obama said.
Among the explicit plans of action
that Obama stated during his speech
were outstanding promises from his
2008 campaign that he pledged to
accomplish, including legislative repeal of
DOMA and passage of the Employment
Non-Discrimination Act.
I need your help to ght for equality,
to pass a repeal of DOMA, to pass an
inclusive employment non-discrimination
bill so that being gay is never again a
reable offense in America, Obama said.
Many attendees at the HRC dinner
hailed Obama and said the lack of
announced support for marriage equality
during his address isnt as signicant
as other aspects of his speech or his
accomplishments for LGBT people.
Gay D.C. Council member David
Catania (I-At-Large) said Obama described
LGBT issues during his address with an
authenticity that really is breathtaking.
He is singularly the most important
president weve ever had when it comes
to the advancement of rights for the LGBT
community, Catania said. And his remarks
here are so authentic. I believe who we saw
is the real Barack Obama someone who
knows the importance of equality.
No protesters were seen outside
the Washington Convention Center
prior to the HRC dinner. Demonstrators
often protest Obama at the LGBT events
in which he participates for his lack of
support of marriage equality and HRC for
allegedly being an elitist organization.
Heather Cronk, managing director
of GetEQUAL, said protesting the HRC
dinner wasnt a priority and didnt seem
strategic.
HRCs 15th annual National Dinner drew
approximately 3,000 attendees. Tickets
were $275, but HRC offered an active duty
military discount at $175. In addition to the
National Dinner, HRC said it hosts about
150 free or low-dollar community events
year-round and participated in more than
180 Pride festival events in 46 states.

Association, all speak with a loud and clear
voice implying that someones sexual
orientation can be chosen or changed is
dangerous, Solmonese said.
Solmonese said HRC is eager to
connect Cain with medical professionals
at these association to guide him through
the basic science he said he seeks.
Jack Drescher, a distinguished fellow of
the American Psychiatric Association and
a member of the DSM-5 Workgroup on
sexual and gender identity disorders, said
hes willing to meet with Cain to talk about
the medical aspects of the issue.
Herman Cains opinion that being
gay is a choice has no basis in current
scientic thinking, Drescher said. Not
only is homosexuality not a choice, as
most efforts to try and change a persons
sexual orientation fail, but some attempts
to change can cause harm and damage to
an individuals well-being.
LGBT groups representing conservative
and Republican interests had different
takes on Cains remarks.
R. Clarke Cooper, executive director
of Log Cabin Republicans, also criticized
Cain and said the organization would be
happy to show him the science proving
sexual orientation isnt a choice.
An individuals orientation is no more
a choice than the color of his skin or
whether he is left-handed, and too many
people have been hurt because of failed
attempts to change the way they were
born, Cooper said.
But Chris Barron, chair of GOProud,
defended Cain and said his remarks dont
reect the candidates true position on
LGBT issues.
The attacks levied by the gay left
and their allies at Log Cabin against
Mr. Cain are despicable, Cain said.
My partner and I have sat down with
Herman Cain and talked with him about
issues that are important to gay people,
and I can tell you rst hand that anyone
or any organization that claims that
Herman Cain is anti-gay is simply lying or
doesnt know the man at all.
The attacks on Cain come as a new
Washington Post/ABC News poll
published Tuesday nds him gaining
ground among the GOP candidates, with
former Massachusetts Gov. Mitt Romney
once again at the head of the pack.
Among responders who leaned
Republican, Romney led the pack with 21
points and Cain was tied with Texas Gov.
Rick Perry at 14 points. Among all registered
voters, Romney led with 20 points while
Cain and Perry both had 15 points.
Once the front-runner upon his entry
into the race, Perry is now tied for second-
place with Cain. The Washington Post
reported Perrys slide comes after several
uneven performances in presidential
debates and in response to renewed
media emphasis on immigration policies
in his state. In Texas, colleges allow the
children of illegal immigrants to pay in-
state tuition rates.
Sean Theriault, a gay political scientist at
the University of Texas, Austin, dismissed
a reading of the poll as showing new
strength for Romney.
Theriault noted Romneys numbers
hadnt changed since earlier polling and
the Massachusetts governor is only ahead
now because of falling numbers for Perry.
Perry is not doomed, Theriault said.
Quite the contrary. A strong debate
performance, a couple of good weeks of
positive news and hed be back on top.
Romneys numbers have been at 25 since
the day he dropped out of the Republican
primary in 2008. Thats a pretty strong
ceiling effect.
In related news, two high-prole
Republicans who were thought to be
possible entries in the presidential race
ofcially announced they wouldnt seek
the nomination in 2012.
Former Alaska Gov. Sarah Palin, the
GOP vice-presidential nominee in 2008,
announced in a letter to supporters on
Wednesday that she wouldnt seek the
nomination for the White House in 2012.
I believe that at this time I can be more
effective in a decisive role to help elect
other true public servants to ofce from
the nations governors to congressional
seats and the presidency, Palin said.
New Jersey Gov. Chris Christie also
announced this week that he wouldnt
join the pack of Republican candidates
seeking to oust President Obama from the
White House.
Now is not my time, said Christie at a
news conference in Trenton, N.J., adding,
New Jersey, whether you like it or not,
youre stuck with me.
Christie is reviled by many LGBT rights
supporters for having pledged to veto any
legislation that would legalize same-sex
marriage in New Jersey.
But in January, Christie signed into
law one of the nations strongest anti-
bullying bills. The law was inspired by the
death of Rutgers University student Tyler
Clementi, who committed suicide after
his roommate secretly recorded a sexual
encounter he had with another man.

White House names new LGBT liaison
The White House ofcially announced on Wednesday the administrations new
LGBT liaison will be a gay former Defense Department ofcial involved in the
effort to repeal Dont Ask, Dont Tell.
Shin Inouye, a White House spokesperson, said Gautam Raghavan, formerly
a deputy liaison to the White House at the Pentagon, has become an associate
director of public engagement in the Ofce of Public Engagement and
Intergovernmental Affairs. Inouye said Raghavan would serve as the point of
contact for the LGBT community in his new role.
According to the White House, Raghavan previously worked for the Obama
for America campaign, the Democratic National Committee and Progressive
Majority. Hes a graduate of Stanford University and is pursuing a masters degree
at George Washington University.
The Washington Blade reported on Sept. 23 that Raghavan had been
designated for the role. The announcement on Wednesday is the rst on-the-
record comment conrming the appointment.
As LGBT point person, Raghavan will take over duties previously assigned
to Brian Bond, who was deputy director of the Ofce of Public Engagement
and LGBT liaison before he left in July for a position at the DNC. Upon Bonds
departure, Stephanie Valencia took over as deputy director at the White House
Ofce of Public Engagement, while Raul Alvillar, an aide to Vice President Joseph
Biden, took over as LGBT liaison on a temporary basis.
LGBT advocates say Raghavan was involved in the process that led to Dont
Ask, Dont Tell repeal in his capacity as a deputy liaison to the White House at
the Pentagon.
Aubrey Sarvis, executive director of Servicemembers Legal Defense Network,
said his organization is pleased to welcome Raghavan to his new post at the
White House.
He is well-respected in the LGBT community, but perhaps no more than here at
SLDN where we worked closely with him in his role at the Pentagon helping to build
the support needed to manage the repeal process of Dont Ask, Dont Tell, Sarvis
said. We look forward to working with him as we move toward addressing the post-
repeal inequities that remain for our nations service members, including family support
and benet parity for married couples and the need for a nondiscrimination policy.

Anyone who has ever adopted
a puppy or a kitten knows that
pets suffer the detrimental effects
of stress just like their human
counterparts.
The new pet may whine and
whimper the whole night and make
us wonder if we did the right thing
after all by bringing him or her into
our lives. But adoption is far from
being the only stressful event in the
lives of our pets. For the most part I
am sure they are content to keep us
company and hold down the couch
or sunbathe in a favorite spot, but
if you look for more subtle signs
you may notice that all is not well.
The reason its important to
recognize stress in our pets is
because of the possible physical or
psychological suffering it can cause.
Some of the more obvious signs of
stress may include inappropriate
chewing, self-mutilation, increased
activity (hyperactivity), aggression,
unexplained house soiling,
fearfulness, barking/whining,
hiding, destructive behaviors,
shaking, excessive shedding/
dandruff, loss of appetite, diarrhea
and/or unexplained weight loss.
In general terms, events that cause
stress to pets can be any factor that
causes a disruption to the routine.
Dont misconstrue this statement
by making the generalization that
boring is good. On the contrary,
an animal that is bored may suffer
anxiety because of boredom. Just
recognize that sudden changes to
those things your pet holds dear
can affect him adversely. Think, for
instance, what are the things your
pet holds dear, what resources?

Reducing stress in
our companion animals
WASHI NGTONBLADE. COM OCTOBER 07, 2011 43
you had to work through lunch,
from now on? Would that cause
you stress? I thought so.
In combatting stress, recognizing
what resources are important to
your pet is key. The food bowl is
very important its placement,
cleanliness, what and how much
you put in it. Your cats litter
box is also very important. Is it
clean? What type of litter are you
using? When was the last time
you completely emptied, cleaned
and lled it again? Find the litter
that your cat or cats like and try
to stick that brand. Your pets toys
are important resources. Does your
pet have exclusive use of them or is
he forced to share? Do you interact
with your pet using toys?Your
pets routine activities, such as
daily walks or kitty play time,
should also be considered. Are you
consistent with these activities and
is it something your pet can rely
on?
There are occasions when, despite
our best efforts, we cannot avoid
stress in our pets lives. These can
be events such as thunderstorms
or reworks, travel, visits to the
groomer or the vet, illness or injury,
separation from a caregiver or the
addition or loss of a fellow pet in
the household. No one answer will
resolve such a diverse variety of
stressors, but there are ways we can
lessen their impact.
For storm and noise phobias,
I have found that Thundershirts,
often described as a wearable hug,
work quite well if used before and
during the storm. For travel, Feliway
spray is a feline pheromone that
helps calm cats. It comes in various
forms, diffuser, collar or spray. The
dog variant of this is called DAP
Dog Appeasing Pheromone,
and it has been thoroughly tested
to be safe and effective in treating
anxiety in shelter animals. For both
dogs and cats you can try Rescue
Remedy, an herbal extract, as a way
to provide some comfort. Travel
to the vet or to the groomer may
not be necessary. Why not have
them come to your pet? At Home
Veterinary Clinic of Northern
Virginia, we have been traveling to
pets homes in the D.C. metro area
for 11 years and the reduction in
the pets stress level is remarkable.
The added benet is that we can
evaluate the environment to look
for other possible hidden stressors.
Providing for your pet means
not just giving what they need
physically, but also nding out
and offering them what they need
emotionally to keep them healthy,
happy and active for a long time to
come.
Call Dr. Juan Villar, Home
Veterinary Clinic of Northern
Virginia, at 703-451-9504 to
schedule an appointment, or visit
online at www.home_vet_care.com.

Toilet market features
staggering array of options
for those willing to search
By Valerie M. Blake
Prudential Carruthers realtors
When was the last time you Googled
contemporary toilets? If the answer is
never, then take a moment and do it now;
you will fnd about 5 million hits. I swear I
have looked at them all.
I began my guest bathroom remodel
last year with a quest for the perfect toilet
to go with the perfect contemporary van-
ity cabinet (another 7 million hits) naively
thinking, So what will a toilet cost
maybe $500? Well, think again.
Sure, you can go to the orange box
store or the blue box store and get one
for about $100, but will it look high end?
Will a guest or a potential buyer gaze
upon it and say, Wow! Where did she
fnd that? Does anyone care?
I think they do. Ask someone who has
ever installed a comfort height toilet,
where the seat height is closer to that of
a chair, to go back to using a standard
height model and note their reaction.
Heck, Im a Boomer any seat thats
easier on the knees is fne in my book!
In addition to comfort, I had in mind
something that was ecologically sound
such as a dual fush model. For the un-
initiated, that does not mean two people
can fush at the same time. Save that for
the popular two-person showers with
showerheads at each end, rain pouring
down on you from above and jets that
shoot water all over the bathroom.
I also wanted something that was styl-
ish, ergonomically designed and easy to
clean. And forget stainless steel. I spent
too many years working in law enforce-
ment to be able to think of a stainless
steel toilet as chic.
I cast aside the models with little painted
fowers and ersatz Victorian pulley systems.
I sped right through the photos of stan-
dard, two-piece toilets and went straight
for the streamlined one-piece models.
I looked at round ones, elongated
ones, pillbox ones and even square ones.
There were toilets with sinks attached (an
interesting concept given our affnity for
the under-staircase powder room in our
small rowhouses) and even toilets with
aquariums integrated into their tanks for
the fsh-loving contortionists among us.
I studied toilets both foreign and do-
mestic: Japanese, Italian, English, Czecho-
slovakian and the good old American
brands we all know and love. But when
the prices shot up over $4,000, I sat down
on my old Kohler Rialto and put my head
between my knees. A toilet for the price of
a granite countertop? Oh puleeese!
But there is a history lesson here. Al-
though plumber Thomas Crapper has
long been credited with the invention of
the toilet, the frst was actually designed
by a member of the British nobility, Sir
John Harrington, in 1596. Lets all give
John a seats up salute.
His was a simple device, the frst of
which was installed in Richmond Palace for
Harringtons godmother, Queen Elizabeth
I. It fushed by pulling a knob to empty
a water cistern that sat above the toilet
bowl. A valve then released the water and
the waste from the bowl into a collection
pot beneath the foor. Better than ye olde
chamber pot, but not by much.
Even with the advent of more sophis-
ticated plumbing and city sewer systems
throughout the years that followed, Im
certain no inventor of Johns day could
have envisioned the collection of com-
modes we have to choose from today,
not to mention the choice of colors.
So, as they say on HGTVs House
Hunters, which one did she choose?
The one I chose was designed by
Philippe Starck for Duravit. Its a one-piece,
foor-mounted, comfort height model in
white, with a square tank to match the
lines of my vanity top, a U-shaped front to
ft in my small space, a self-contained trap
for easy cleaning and a soft-closing seat
that wont slam when you put it down.
And I got it online for less than $500.
Now Im off to choose a contemporary
bathroom faucet for the vanity sink. Only
1.7 million hits to review.
Heres Johnny!
