BELMOPAN, Cayo, Friday, 7 October 2011: After spending the last 28 months remanded in jail, three residents of Santa Elena Town today walked away free from a joint murder charge. The murder trial of Alfonso Reds Diaz, Edwin Eds Duran, 25 and Sheree Bateman, 23, came up for hearing on Thursday, 6 October, in the western session of the Supreme Court in Belmopan with the Honorable Justice Troadio John Gonzalez presiding. Diaz and Duran were defended by Attorney Arthur Saldivar while Bateman had Attorney Richard Dickie Bradley in her corner. After jury selection on Thursday, 6 October, the trial began with the prosecution first attempting to present the evidence supporting the elements of the crime. However, the prosecuting team began to face difficulties when they were unable to present the main witness, Wayne Bermudez. Notwithstanding, the trial continued for the remainder of the day during which several flaws in the investigation and the handling of the evidence

came to light. Subsequent to the summing up of the case by the prosecution, on Friday, 7 October, the trial judge informed that the prosecution failed to produce enough evidence to prove any of the accused persons guilty beyond a reasonable doubt, as is required by law, thereby resulting in the returning of a not guilty verdict against all three defendants. SAN IGNACIO TOWN, Cayo, Wednesday, 12 October 2011: A shoplifter was today caught in the act. He was detained by the store owner and handed over to the police. Belizean businessman, Hector Guerra, owner of Celinas Superstore located at #43 Burns Avenue in San Ignacio Town reported to police that at around 10 oclock on Wednesday morning, 12 October, a male person of dark complexion entered his store and proceeded to the hardware section. Guerra informed that due to prior suspicious actions of this individual, his movements inside the store were monitored. It did not take long for him to be seen pushing something into the front waist band of the pants he was wearing. As he was approaching the exit, Guerra requested to see the concealed

object he was carrying. When questioned he said that he was carrying nothing. Guerra detained and searched him resulting in the discovery of gold plated, Home brand, dead bolt lock priced at $29.95. The shoplifter was identified as Kenneth Tillett, 45, Belizean laborer residing at #2 Collins Boulevard in San Ignacio Town. He was transported to the police station where he was promptly

arrested and formally charged for theft. A few hours later he appeared in the courtroom of

Magistrate Dale Cayetano, where he pleaded guilty to the charge. He was fined $500 to be paid by Monday, 31 October, in default, one year in jail.

BELIZE CITY, Saturday, 1 October 2011: Two great forces! Oceana and 30 students from Oceana SJCJCs (St. Johns College Junior College) student club joined together as one group today, with a goal to clean along the coastline from BTL Park to the Baron Bliss Light House in Belize City. This was in conjunction with the Scout Association of Belizes Annual Beach and Riverways Clean-up. The students astonished themselves by filling thirty garbage bags that day with everything from liquor bottles

to disposable diapers and condoms.

Club president Marcelo Cowo commented: We students and

adults from all over have our enjoyment when were by the seawall, but what we all dont know is how filthy we all leave [it] to the end. He continued to say Oceana and Oceana SJC is not only about the oceans and the marine eco-system, we also care about our environment and being green is apart of a healthy life style. I hope by what my club members learnt day is to become better role models and not to encourage littering Belize City wasnt the only place where a clean up campaign was held that day. MOH launches suicide resource pamphlet


The Ministry of Health in partnership with the Mental Health Association of Belize conducted its third annual Mental Health Conference on September 1st and 2nd, 2011 at the Belize Institute of Management (BIM) offices in Belize City. During its opening ceremony on Thursday, the Mental Health congratulated over 170 nurse practitioners who completed a thirteen week training sponsored by the Royal Marsden Foundation Trust. The Ministry of Health also launched a suicide resource pamphlet entitled Suicide Risk Guidelines: A Resource for Teachers. The pamphlet has information that will serve as a resource tool to assist teachers confronted with this preventable disorder. The Mental Health Program of the Ministry of Health is assisting teachers in this instance because they are seen as one of the main partners, aside from parents, that have a major influence on adolescence. The Suicide Risk Guidelines was produced in association with the Mental Health Association of Belize and supported by the Ministry of Education.

Ministry of Health officially distributes materials from World Bank Grant


The Ministry of Health held a handing-over ceremony for a grant donation from the World Bank as well as distributed medical equipment and signed a contract for the construction of Phase 4 of the Surgical Wing at the Corozal Community Hospital on September 20th at El Rancho Restaurant on the Western Highway. Ministry of Health Headquarters. Chief Executive Officer, Dr. Peter Allen mentioned that the Ministry was very appreciative of the donation and that the items will be used wisely in order to improve the functions of the Ministry. The grant was funded under the Avian and Human Influenza (AHI) Facility. The items were distributed among the four regions across the country.

Caribbean Wellness Day in Belize


The Ministry of Health joined the rest of the Caribbean Community to observe Caribbean Wellness Day on October 1st, 2011. This year Belize celebrated with a week of activities from September 25th to October 1st, 2011. The focus was on eating healthy foods, regular exercise, checking and controlling blood pressure and quitting tobacco use which can all be achieved through regular practice activities to promote healthy living for the prevention and control of non-communicable diseases. The Ministry and the health regions across the country planned activities for their staff during this week such as staff clinics, sporting competitions and dance lessons among others. Karl Heusner Memorial Hospital had a bike ride which included first place prizes for both male and female competitors. Community activities in other regions across the country include health fairs and healthy snack distribution to visiting patients in the hospitals. The Ministry had also invited schools, private organizations, Government offices, and other NonGovernmental Organizations to participate in wellness activities during that week. The theme for Wellness Week was Love that Body, Love that Mind, Practice Healthy Living.

NICHOLAS RUIZ THE BEST MAYOR BENQUE VIEJO HAS EVER HAD
BY: E. Puc, Benque Viejo Town, Cayo District I have been reading, with much concern, the recent snide shots taken at our esteemed Mayor of Benque Viejo Town, Nicholas Ruiz. Snide shots, I say because it is evident that the mischief is orchestrated by that outsider who has lived all his immoral life, raking in the big bucks from his law practice, in Belize City, and now wants to come to represent the good people of Cayo West. We want this individual to know however that the seeds of discord he is attempting to plant in our community will never take root. Those of us who have chosen to make our livelihood in Benque Viejo Town, instead of running away, know better than to believe this latest round of political mischief. My only regret in the unfolding of this mischievous act is that this imported political animal is using an unsuspecting young talent, our lovely beauty Queen, as a tool of his selfish and mischievous act. My experience has consistently shown that after using our people, these political animals just throw them away like garbage while moving on to new victims to be Viejo Town, under Mayor Ruiz, is the BEST it has ever been beyond comparison. We have recently been declared the cleanest town in the entire country; this was certainly not accomplished by accident. This honor was achieved through the hard work and dedication of Mayor Ruiz and his team with full support from the good people of Benque Viejo Town. Under Mayor Ruiz, George Price Boulevard, with beautiful plants and garbage receptacles at strategic intervals, is now a wonderful sight to behold. Several streets, neglected for generations by previous Mayors, have been, for the very first time, paved with hot mix, something that our town has NEVER seen. The Marshalleck Cancha has been modernized. A refurbished Cancha now stands in that place where an eye sore once stood. Our town council, under that able leadership of Mayor Ruiz, has recently upgraded the Del Carmen Park and the Chiclero Park, neglected for many, many years by successive town councils. Our Coronation Park will very soon become the greatest pride in our community. It will provide a place where our children can recreate and where we can interact as a loving community in peace and harmony. Under Mayor Ruiz, Telemedia has returned to our municipality. Our own bank is currently under construction and will be opening soon. Furthermore, our Mayor is actively seeking for the opening of a Social Security Branch office and a Belize Water Services office in our town. In conjunction with our Area Representative, Benque Viejo now boasts a spanking new community hospital with adequate equipment and medical supplies as well as a new ambulance. Our council continues to lend its support for the construction of a new Helpage building which is soon to be inaugurated. The list of accomplishments can just simply go on and on. Like Minister of Works, Boots Martinez reminds us Pay no mind to the noise in the market, Mr. Mayor, just check your change. I express these thoughts in brotherhood for a Benque Viejo Town that is aggressively moving towards true development from the stagnation it once was under successive mayors and councilors.

All you need to do is ask this immoral character to show you the status of his personal household which, as everyone knows, is in turmoil because he stands accused, and perhaps even condemned, of immorality against his very own niece. Beware as unsuspecting young girls seem to be his preferred prey. Dont fall victim to this predator. As elections draw nearer you will see him coming around with building supplies. You will see him coming around with groceries. You will see him coming around with cash and, as the season approaches, you will no doubt see him coming around with Christmas toys for our children. Remember that your vote is secret. He will NEVER know how you vote so by all means take his construction supplies. Take his groceries. Take his cash. In fact, give him your light, water, telephone and other bills. Tell him to pay your bills with the cash he brings. Take the toys and Christmas goodies he brings and ask him for more because this is all you will ever get from him. After you have taken that which he brings, sit back and ask yourself, what has this individual ever given us, what has he ever done for us in the years prior to him seeking political office? Not surprisingly, the answer will be a resounding NOTHING. After you have done this evaluation you would have effectively caught another PUP in his cunning ways. To our Mayor and councilors I say, dont be distracted by this predator as they will come in many forms and shapes. Just keep up the good works that you have been doing in our community and on Election Day, in March 2012, your people will return the love you have given them over the years. All I ask however, is for you protect our beauty Queen, she is not the enemy but rather a potential victim of PUP deceit. Do not allow her to fall into the evil arms of the Belize City predator. The record clearly shows that Nicholas Ruiz is the BEST Mayor our town has ever known. Benque

Belize was represented by BTBs Marketing Director, Ms. Yanick Dalhouse and BTBs Travel Trade Manager, Ms. Michelle Bowers. The FCCA fosters a better understanding of the cruise industry and its operating practices and aids in building cooperative relationships with its partner destinations. It also develops productive bilateral partnerships with every sector. The FCCA works with governments, ports and all private/public sector representatives to maximize cruise passenger, cruise line and cruise line employee spending, and the amount of cruise passengers returning to our country as

ESPERANZA VILLAGE, Cayo, Saturday, 8 October 2011: There is yet another home invasion to report this week, this time however, on the outskirts of Santa Elena Town, in the village of Esperanza. Jose De La Cruz Jiron, Belizean businessman, reported to police that at around 8 oclock Saturday night, 8 October, he was inside his house in Esperanza Village in the company of his wife

and their two children (an 11 year old son and a 16 year old daughter) when three masked male persons in dark clothes rushed into the house. One of the masked men was armed with a black pistol which he reportedly used to hit Jiron in the head. One of the others reportedly pushed his hand into Jirons pants pocket and relieved him of his wallet containing about 1,600

dollars in cash. The attackers proceeded to search the house and in the process helped themselves to a black bag containing an additional 500 Belize dollars and 500 US dollars in cash, all for a total cash haul of 3,100 dollars. The assailants reportedly also made off with personal documents which they found inside a metal safe. They then fled the scene and disappeared into the

darkness of the night. Jiron emerged from the incident with two cut wounds, one to the forehead and the other to the back of the head. His daughter also complained of headaches from being pulled by the hair by one of the assailants. The investigation led to the initial detention of three male suspects from Esperanza Village. However, at the expiration of the stipulated 48 hours of detention, they were released without charge. There has been no subsequent arrest as the investigation continues.

The Government of Belize and Belize Water Services Limited (BWSL) have received financing from the Inter-American Development Bank (IDB) and the Global Environment Facility and have entered into agreements for a program to support economic development and improve the quality of life of the residents in the Placencia Peninsula through environmental improvements. Specifically, the Project seeks to increase access to wastewater treatment through the development of a new sewerage collection and treatment system in the Placencia Peninsula. As the Executing Agency, BWSL intends to apply part of the proceeds to payments under the project, Integrated Water and Sanitation Programme for the Placencia Peninsula, for the establishment of a Project Management Unit (PMU) within the BWSL. The positions to be filled are an engineer/procurement specialist, two technical specialists, and an administrative assistant as summarized below.

MINIMUM QUALIFICATIONS
Bachelor degree in civil engineering. Excellent computer skills. Fluency in English. Bachelor degree in civil engineering. Professional experience in managing consultants and contractors of large projects (i.e., more than US$2.5M). Experience in design or design supervision of wastewater management systems (or similar). BELMOPAN, Belize, 7 October 2011: Mexico and Belize celebrated 20 years of successful education and technical cooperation in an official ceremony held today in Belize City and attended by high ranking government officials from both countries. The General Director of the National School of Professional Technical Education of Mexico (CONALEP), Mr. Wilfrido Perea-Curiel and the Chief Executive Officer in the Ministry of Education and Youth, Mr. David Leacock along with the Ambassador of Mexico to Belize, H.E. Mario Velazquez attended the event. During the ceremony, Mr. Perea and Mr. Leacock underlined the relevance of 20 years of successful education and technical cooperation that has positively

contributed to the development of Belize and Mexico. The cooperation has also personally benefited those Belizeans and Mexicans who participated in the different programs and whose lives where

Ambassador Velazquez congratulated Mexicos CONALEP and Belizes Ministry of Education and Youth for their achievements. He stressed the relevance of the CONALEP scholarship program that promotes

the develo pment of technical capacities of Belizean students. He additionally informed that 114 Belizeans are now working in a better situation, with the knowledge and expertise learnt in Mexico, while dozens of Mexicans who att ended the Regional Language Centre (RLC) of the University of Belize, have improved their ability in English as a second language. During the event, held at the ITVET Belize City Complex, a co mmemorat ive plaque was unveiled. Sandberg noted that entry into his house was gained through a side window.

The investigation led to the recording of a witness statement from one Emil Pinelo and the recovery of Sandbergs 17 in HP brand laptop computer with serial number CNF8360FN.

Charged for the crimes of burglary and handling stolen goods, Trevor Lamb, 20, Belizean laborer of a 2nd Street, San Ignacio Town address,appeared before Magistrate Dale Cayetano on Tuesday, 11 October. He pleaded not guilty to the charge and was offered bail in the sum of 3,000 dollars. He was

ordered to return to court on January 24, 2012. The bail was not posted by the time the prison express left the station. He was consequently transported the central prison in Hattieville where he will remain until either bail is posted or he returns to court on January 24 next year.

The injured Garcia was rushed to the San Ignacio Community

Hospital where he passed away, about 30 minutes after arrival, whilst undergo ing emergency medical treatment. A fourth suspect in the trial, Richard Neal, 28, also from Santa Elena Town, was similarly arrested and charged along with Diaz, Duran and Bateman. On the advice of the Director of Public Prosecutions, the charge was later withdrawn against Neal during the process of the investigation.
