I. The preliminary testing by BSI started at 6PM. Using the operating data provided by IWMI
during the pre-test survey, US EPA Methods 1 to 3 were performed to determine and calculate
'I the nozzle size and the sampling time. The ca.lculated sampling time to attain an isokinetic-
sampling, assuming stable operating condition of the facility is maintained, is 1.5 hours.

:11 The first sampling run, ~which is supposed to be an isokinetic sampling, started at 7PM. On this
run, erratic temper~tureco~ditionof th.e~tackwas observed.The temperatureinitiallyrises from

700?C to 800°C and unexpectedly goes up to 900°C, however as the run proceeds, the

not attain isokineticconditionand took three hoursto completethe test.

As the BSI sampling team prepared for the second isokinetic sampling run, a more significant and
continuous decrease in the stack temperature and stack gas velocity was observed. Consequently,
the second run would take more time to attain the isokinetic condition which is about 5 hours.
Unfortunately, according to the operator of IWMI; the heating process of the facility could no
longer proceed for 5 hours. This is because the industrial waste being heated by the facility is
almost completely pyrolyzed and it is presumed that at the later part of the 5-hour sampling, no
more HCI emission shall be collected from the stack. Also, even if they conduct a 5-hour
sampling, it is not guaranteed that they will ~ an isokinetic condition. In this case, BSI
sampling team suggested to Jefcor and IWMI personnel that they will conduct a single-point
sampling instead of an isokinetic sampling. This method is also accepted for the testing of HCI
since the majority ofthe pollutant that would be collected is in gaseous form.
The second run for the collection ofHCl emission proceeded using a single-point sampling for 60
minutes. The two runs were completed at 2AM on February 7, 2007.

3. SUMMARY OF RESULTS
Table 1 present a summary of the test results for the pyrolyzer/thermal decomposer exhaust. A
detailed description of the test run information and example calculations used to calculate the
tabular summary are attached in Annex B.

Test runs were performed to collect HCI, PAH and BTEX. The raw field data used to prepare the
summary reports are also i~cluded in Annex B. Emissions have been corrected to the standard
conditions of 25°C and 760 mmHg on dry basis (unless otherwise indicated).

Invalid = Isokinetic requirements of USEPA Method 26A was not attained because the sample undergoing
pyrolysis ran out before completion of the test.

3.1 Conclusion

The test results indicated the absence. of polyaromatic hydrocarbon (PAH) and BTEX.
Considering the fact that the isokenitic requirements of USEPA Method 26A for the

determination of HCI was not attained during the test due to insufficientamount of samples
