The facility has a T-shaped foo otprint. The facility h houses cerem monial spaces Senate s, Chambers, House of Rep presentatives Chambers s and Suprem Court Chambers, Execu me utive Branch Offices, legi islative offices hearing and conference s, d rooms, legis slative cafeter and dining room, media ria g a control spac building su ce, upport spaces plus s electrical, te elecommunica ations and HV VAC equipment s spaces for ele ected officials of the s Minnesota S State Legislat ture. The building is set in a la g andscaped ca ampus. Various mon numents are to its sides an front. nd Behind, a br ridge spans University Ave U enue, and in front others were later ad dded over the sunken e roadway of Interstate 94, thus preserv , ving the sight lines. Set ne the crest of a hill, from the Capitol ear o steps a panoramic view of downtown St. Paul is o presented. The building primary oc g’s ccupancy per the 2009 IBC r C is classified as Group B, Business and its primary d construction type per the 2009 IBC is Type 1B n e Partially Spr rinklered. Th here are seco ondary occupancies per the 2009 IBC classifi as Group s ied A-3, Assembly - Senate, House and S Supreme Court Cham mbers, large hearing rooms and large h s conference rooms.

The exterior she stone requires major sta e ell abilization. Sev veral areas ar noted wher segments c re re could like separate fo the building and fall to the ely orm o ground. Many of the e ell exterior windows are well beyond rate lifeand ene ed ergy inef fficient. Nea all mecha arly anical systems are beyond their d rate useful life, causing higher operating a ed and repair costs and risking shut d down in the e event of tota system failu al ure. Mos plumbing s st systems are b beyond rated life and risk functional sh down if pip systems fa k hut pe ail. Emergency power and light systems are all beyond rate life and ma be inadequ ed ay uate in the ev vent of eme ergency.
