CASIÑO and NERI JAVIER COLMENARES ________________________________________________________________ RESOLUTION STRONGLY ENCOURAGING SECRETARIAT EMPLOYEES TO WORK FOR THE FULL-FLEDGED REVIVAL OF THE HOUSE OF REPRESENTATIVES ORGANIZATION FOR THE UNITY AND STRENGTH OF EMPLOYEES (HOUSE) IN PURSUIT OF BETTER WORKING CONDITIONS AND BENEFITS IN GOVERNMENT SERVICE WHEREAS, the 1987 Constitution guarantees the various rights of government employees as stated in the following: Article II. Section 18. The State affirms labor as a primary social economic force. It shall protect the rights of workers and promote their welfare; Article III. Section 8. The right of the people, including those employed in the public and private sectors, to form unions, associations, or societies for purposes not contrary to law shall not be abridged; Article IX. B. Section 2 (5). Right to self-organization shall not be denied to government employees; Article IX. Section 5. The Congress shall provide for the standardization of compensation of government officials and employees, including those in government-owned or controlled corporations with original charters, taking into account the nature of the responsibilities pertaining to, and the qualifications required for, their positions; Article XIII. Section 3. The State shall afford full protection to labor, local and overseas, organized and unorganized, and promote full employment and equality of employment opportunities for all. It shall guarantee the rights of all workers to self-organization, collective bargaining and negotiations, and peaceful concerted activities, including the right to strike in accordance with law. They shall be entitled to security of tenure, humane conditions of work, and a living wage. They shall also participate in policy and decision-making processes affecting their rights and benefits as may be provided by law;

WHEREAS, the Philippines is also a signatory or party to the following International Labor Organization (ILO) Conventions: Convention Number 87 on the Freedom of Association and Protection of the Right to Organize; Convention Number 98 on the Right to Organize and Collective Bargaining; Convention Number 151 on Protection of the Right to Organize and Procedures for Determining Conditions of Employment in the Public Service; WHEREAS, government employees rights and welfare are also enumerated in various laws, policies and issuances that include the Civil Service Code, Executive Order No.180 (June 1, 1987), various Civil Service Commission (CSC) Resolutions and Circulars, Public Sector Labor Management Council Resolutions and Supreme Court Decisions; WHEREAS, the House of Representatives secretariat employees have already been able to initially comply with all of the abovementioned laws and statutes by having their House of Representatives Organization for the Unity and Strength of Employees (HOUSE) registered at the Department of Labor and Employment and the CSC on March 20, 2002; WHEREAS, it is high time that the HOUSE is fully revitalized by the employees of this institution so as to make the legislature not only a law-making body, but a completely law-abiding entity of government; NOW THEREFORE BE IT RESOLVED, that the House of Representatives strongly encourage the secretariat employees to work for the full-fledged revival of the House of Representatives Organization for the Unity and Strength of Employees (HOUSE) in pursuit of better working conditions and benefits in government service.
