APPOINTMENTS 1. REAPPOINTMENT TO COMMUNITY SERVICES FOUNDATION – It is recommended the CITY COUNCIL reappoint Jeff Duhamel to the Community Services Foundation for a term expiring in May 2013.
PUBLIC HEARING 2. CITIZENS’ OPTION FOR PUBLIC SAFETY (COPS) FUNDS - It is recommended the CITY COUNCIL conduct a public hearing and adopt Resolution No. 11-43 approving the recommended expenditure plan for the Citizens’ Option for Public Safety (COPS) program and authorizing the appropriation of $100,000 for frontline law enforcement operations. REDEVELOPMENT AGENCY CONSENT CALENDAR

INFRASTRUCTURE NEEDS ASSESSMENT UPDATE AND AWARD OF CONTRACT – It is recommended the CITY COUNCIL award the contract for updating the Infrastructure Needs Assessment to APA Engineering in an amount not to exceed $38,685; instruct the City Attorney to prepare the contract; and authorize the City Manager to execute the contract on behalf of the City. REVIEW OF CIVIL ENGINEERING PROFESSIONAL SERVICE PROPOSAL FOR I-5 PRECONSTRUCTION MITIGATION PROJECTS FOR TROJAN WAY, ALONDRA
BOULEVARD AND STAGE ROAD – It is recommended the CITY COUNCIL accept the proposal from Willdan Engineering for I-5 Pre-Construction Mitigation Projects for the Rehabilitation of Trojan Way from Firestone Boulevard to Alondra Boulevard, Alondra Boulevard from Trojan Way to Stage Road, and Stage Road from Alondra Boulevard to Castellon Road in an amount not to exceed $53,935; direct the City Attorney to prepare a Professional Services Agreement with Willdan Engineering for a not to exceed amount of $53,935; and authorize the City Manager to execute the agreement on behalf of the City. 8. JOINT PARTICIPATION AGREEMENT WITH THE CITY OF BUENA PARK FOR THE REHABILITATION OF KNOTT AVENUE – It is recommended the CITY COUNCIL approve the Joint Participation Agreement with the City of Buena Park and authorize the City Manager to execute the agreement on behalf of the City. CONTRACT FOR THE INSTALLATION AND MAINTENANCE OF TELEPHONE AND DATA SERVICES, APPROVAL OF CHANGE ORDERS, APPROVAL OF REVISED CONTRACT AMOUNT, ACCEPTANCE OF WORK, AND REQUEST FOR FINAL PAYMENT – It is recommended the CITY COUNCIL approve Change Orders Nos. 2481, 2482, 2569, 2598, 2606, 2608, 2609, 2610, and 2612; approve the revised contract amount in the sum of $211,340.33; accept the work; and authorize final payment to IntelesysOne in the amount of $88,618.97. REVIEW OF CIVIL ENGINEERING PROFESSIONAL SERVICE PROPOSALS FOR THE REHABILITATION OF TELEGRAPH ROAD AND LEFFINGWELL ROAD – It is recommended the CITY COUNCIL accept the proposal from CNC Engineering for Civil Engineering Professional Services for the rehabilitation of Telegraph Road and Leffingwell Road in the amount of $32,800; direct the City Attorney to prepare a Professional Services Agreement with CNC Engineering for a not to exceed fee of $32,800; and authorize the City Manager to execute the agreement on behalf of the City. REJECTION OF PROPOSALS FOR PRINTING SERVICES FOR LA MIRADA LIVING AND APPROVAL OF REVISED REQUEST FOR PROPOSALS – It is recommended the CITY COUNCIL reject all proposals for printing services for La Mirada Living and approve a revised Request for Proposals requiring separate price quotes from each firm using sheet fed and web set printing presses.
NEW BUSINESS 12. PROFESSIONAL SERVICES AGREEMENT – RETAIL STUDY – It is recommended the CITY COUNCIL authorize the City Attorney to prepare, and the City Manager to execute, a professional services agreement with The Fransen Company at a cost not to exceed $35,170.
