ICTs for Diaspora: Enhancing Deliberativeness through Online Radio

AbstractThis research paper discusses on how two Indonesian online radios (Radio PPI Dunia
(http://www.radioppidunia.org) and Kaskus Radio (http://www.kaskusradio.com) develop
interactivity among listeners oI Indonesian student community diasporas through their interactive
Iora. In terms oI mass media management, the high-interactivity occurring both vertically
(between audiences and broadcasters) and horizontally (intra audiences) in those Iora can be
Iunctioned as strategic devices to Iacilitate listener Ieedback, interaction as well content
generation. Furthermore, in terms oI community diasporas, interactive Iora obviously play role
as meeting points oI Indonesian students that enable them to update, share and discuss
Indonesia`s current aIIairs. Regarding the strategic role, based on the idealization oI deliberative
model oI public sphere as suggested by Jurgen Habermas, this study evaluates the quality oI
deliberation reIlected in those interactive Iora. In this sense, the deliberation quality is measured
by qualitatively analyzing the extent to which messages posted to those Iora reIlect dimensions
oI deliberativeness. Deliberativeness itselI reIers to the extent oI which people are careIully
considering or discussing problem that is important to them. Normatively, the process is
governed by principles oI equal and symmetry participation in public discourse. In order to
qualitatively analyze the deliberativeness or deliberation quality oI the discussion process
occurring in the online discussion Iorums, the concept oI deliberation is operationalized into Iour
dimensions, namely equality, reciprocity, rationality, and constructiveness.
