1. Narrative
On October 24,2023 1 was on duty, in uniform, driving University of Was
dispatched to handle a Harassment intimidation type call at
On October 24,2023, 13 and her mother a came to the UWPD station. 13 is a UW student that
resides in 5 with) 93 Jand 45 13. stated that_ #8 is new to the shared apartment, |=)
Stated that when 13. first moved in that 49 stated to her that she and her family did not like black people or Muslims and that they
are suicide bombers. 13 stated to me that she identifies asa black Muslim. 43) advised me that on October 9, 2023 she was
in the common area of her apartment with/¥3/and|1§ | 13. stated that the three were engaging in conversations about their
day. | 43. stated that 43 shared that she would attend the “IDF” event at UW. 13 stated that during that conversation 13
asked her ifshe was pro-Israel and 13) responded by saying no Lam not a fan of their government, | 13 "stated to| 13. that she
did not want to tak about polities anymore and that they should talk about polities at a later datel" 19. stated that)33 said that
she hears voices in the mornings inside the appartment. | 13. responded to 13 explaining that it was probably her getting ready to
pray. 18. stated that) 43 then said to her that she would pull a knife on her while praying, 13. stated that| 13. then grabbed
1 knife from the kitchen drawer and showed it to her and 95") | /43)_|stated that she heard 15" laughing in the back

concerned and expressed her concerns to HES. 13 requested that) 43 be moved to another room and that request was denied by
HFS. | 19° stated that she was offered the opportunity to move and she stated that she strongly feels that she should not have to
move. I advised 13) to call 911 ifthere were any similar incidents like this.
On October 11,2023 UWPD dispatch received a call from Rene Singleton making the department aware ofan incident between
roommates in|) 15. Singelton stated that she had received the report anonymously and that HES counselors and Safe Campus,
were working on the ease. Singelton stated that UW Safe Campus was involved and would investigate this incident. Singelton stated
that Police were not being requested at the time that UWPD received the call.

‘At the start of the Fall 2023 comeator, | wae a resident of UW undergraduate etudent housing, a
4-bedroom apartment shared between myself and three other UW students at [ill

(On October 7, 2023, | did not leave my room for most of the day after reading and constantly
following the news about the terrorist attacks in Israel. | am of Jewish ethnicity and of Israeli
rational origin, so the events of October 7, during which Hamas-led terrorists invaded Israel,
killed over 1200 individuals, and kidnapped over 200, were quite traumatic for me. | worried for
‘my family n Israel and for the safety and security of the State of Israel, the Jewish ancestral
homeland,
During that day, while | was in my room, | heard a knock on my bedroom door and someone
saying, "Did you see?" | could not identify the voice and ignored it. That evening (October 7), |
left my room to go to the shared kitchen, where | saw [/93)/She asked me "Where have you
been? What have you been doing?" | responded, "A lot has been going on in Israel.” She
responded, “You mean Palestine? Israel is not a real country” | said, "No, | mean Israel. Should
we pull out a map?" She tured around and went to her room, | did the same. We had no further

Throughout the week following October 7 (which was a Saturday), | avoided all interactions with
43)] We did not speak since that above-mentioned conversation on the evening of October 7.
‘When I would have friends come over, we would immediately go into my bedroom. Concurrently,
| saw that] 13) was posting propaganda on her Instagram account, demonizing Israel, and
‘spreading vile antisemitism,
Between October 7th and 42th, | had ltt to no contact with [i3)] On Qetaber 11th, Iwas
‘making myself dinner whileli3)]was eating in the kitchen, Our other two roommates were also
there and we made small talk. 13) and | were not taking directly to each other and made sure
‘to head back into our separate rooms as quickly as we could to avoid the awkwardness.
(On Thursday, October 12, at 4:39 PM, | exited the shower and looked at my phone. | saw two
rnissed calls trom the following phone number: 206-549-0236. Approximately 10 minutes late, |
received an email from Vicki Vanderwer, Director of Residential Lite, from the email address
judicial@uwedu. She stated that | had threatened my roommate. | had no idea what she was
referring to, Vicki stated in that email that | must leave my apartment and could not spend the
right there. | went downstairs tothe RA office with afew friends who were with me atthe ime.
The RA sent out an email to a residential officer in a supervisory capacity. They eventually
Concluded that | was allowed to spend the night in my room but stil had to be out by the nextday. | ended up staying at a fiend's house since | felt it was safer and came back the next day
‘within the allowed hours to collect more things. The University moved me to a temporary
HFS-aesigned apartmont in Cedar West, away from Marcar Court. Following the 13th I was not
allowed to enter the building | was originally assigned unti the issue was sorted out. | was
thrown out of my campus housing with no due process based entirely on a false accusation,
‘Ms, Vanderwert did not interview me or to my best knowledge any of the other roommates
before October 12th,
‘After | moved to Cedar West, | received an email from Amanda Roy, wino works at the
Residential Life Conduct Office, asking me to come in for a meeting on October 19, 2023, at
2:30pm. The meeting was to be in relation to “information indicating that you may have been
involved in a violation of your Housing Agreement. This information concems an incident that
‘occurred on October 11 2023 in Mercer Court.” Despite the University stating that the meeting
\was scheduled around my academic schedule, they scheduled it during a class, theretore we
‘were forced to reschedule to an earlier time that day. During this meeting, | was Interviewed by
‘Amanda Roy and accompanied by a lawyer | had to retain to help me with the malicious and
defamatory charges against me.
During this interview, Amanda Roy shared with me the claims that| #8 has made, which
included, ‘my family hates black people” and the claim that | threatened to kill her with a knife
She asked me if any of them were true, to which | answered strenuously, "No." To the best of my
knowledge, she also interviewed all three other roommates whom I used to live with.
On October 24th | received an email from Amanda Roy stating, “Based on a review of the
information gathered, | have not determined that you committed a violation.” This was followed
by several meetings which were meant to be regarding my next steps. Following those
‘meetings, | eventually moved into a new permanent apartment, instead of the temporary one
they assigned me to. Regardless ofthe intention ofthe meetings, Amanda Roy made it clear
that folowing the interviews with all of us she concluded that | had not done anything wrong, nor
violated the code of conduct. That conclusion originally led her to offer me to move back into
$5) with 9S) ht 1 utimately tired it own gin the ncemfortable and unsafe
nature ofthe situation for me. On Friday, December 17th, 2023 at 1 pm, | was accompanied by
‘Amanda Roy to come into the| [| apartment to pack the rest of my room and finalize
‘my move into Cedar West./ 18 was notified that ! was going to be there and was given the
choice to make sure she was not around so as to not make the situation uncomfortable for
either of us,
‘To my knowledge, there were no repercussions forlli3for making false and defamatory claims
against me which resulted in my temporary loss of housing and permanent need to relocate,
and which caused considerable stress and strain on my academic schedule and emotional
wellbeing,ve been living in my Cedar West apartment ever since and have had no issues with my new
roommate or anyone else. | went on with my normal lfe, attending classes and other student life
events.
Then, on the night of February 25th, 2024, my friend texted me[li3lP's Instagram post, asking if

After having read it| couldn't help but netice all the lige and the made up eterioe in hor post
{rom the made-up “threat” that was investigated and disproved by HFS, to a Facebook group |
have never made. | do not even have nor have | ever opened a Facebook account. | was
‘shocked that she said there was tension from the beginning, knowing how proud | was to have
‘once been able to call her a friend. In her statement she boldly stated "Despite multiple
conversations with department staff members, | was repeatedly told that HFS could not force
individuals to vacate their living quarters, even if they have threatened others.” she not only
implies that | had threatened her, but also that | was not immediately removed from the
apartment after she falsely reported her lies. Like others, both of these statements can be
confirmed by HFS to be ridiculous made up stories. Her lack of mentioning that in fact | was,
immediately removed from the apartment makes no sense to me, especially when she goes on
to say that another one of my former roommates threatened to “bring me back" and tell other
lies that simply do not align with her story.‘The morning following)f¥3NS post, | attended a lecture during which I could not focus. | decided
to reach out to my lawyer immediately, knowing that] publicly made false and dangerous
accusations referring to me, While not identifying me directly, the simple fear of my name being
eventually attached to the story was building rapidly. Having seen how much traction it got only
within the first day, | knew we were looking at a situation that would become much more serious
and dangerous with time,
Since that day, I've had to avoid going on campus as much as | possibly can, for my own safety.
I've been staying at a friends’ houses and not attending most of my lectures out of fear of being
doxxed and exposed to possible violence advocated by some of fii3I/s social media

Washington president, Ana Mari Cauce, Vice President for Student Life, Denzil J. Suite, as well
as the University of Washington Assistant Attorney General, Roslyn Sterling, and Sergeant
Chris Bently of the UWPD, My lawyer, parents, and outside organizations are all very worried for
my safety because of the rhetoric) 43 |is posting online in reference to me.Following ils Instagram post, which as of now (March 7th) has 42,093 likes and 1,473
comments, she is building up the false accusations she made on other socal platforms about
mo_[li8] encouraged @palectinianprincese on TIKTok to posta “report” about the post.
@palestinianprncess has 88,000 followers and received 352,100 views, 109,800 likes, and
2,621 comments (as of March 7th). In addition, @ahhhamdan who has 14,600 followers made a
post similar tothe onelli8| encouraged which he pinned and received 328,900 views, 96,800
likes, and 2,046 comments (as of March 7th). Posts were also encouraged on X (formerly
known as Twitter) and Facebook (which | do not have an account or). And there may be other
posts which Im net aware of In many ofthe comments, users are asking/pushing to get my
‘name and photo revealed. These comments range from calling out UWs "wrongdoings" which
only align with) 1a) false narrative, all the way to clear antisemitism and calling for my death.
These statements not only make me extremely uncomfortable but also put me in legitimate
danger. In some cases, there are hints or even clear statements of attempting a violent
response or people stating that they will ake care of it forlfif@l| Here are some examples out of
