2007 REGULAR EDUCATION SCHOOL BUS ROADEO FAIRFAX COUNTY PUBLIC SCHOOLS GENERAL INFORMATION AND REGULATIONS PLEASE READ THIS PAMPHLET CAREFULLY 1. Roadeo registration is between 7:00 7:45 AM ONLY. Walk-through of the obstacle course is scheduled for 7:50 AM. Contestants who would like to have a walk-through explanation of the obstacle course before the competition begins should report to the basketball court by 7:50 AM on Saturday, April 28, 2007. The special education Roadeo will use the same course, with smaller dimensions. 2. The Roadeo will consist of three events: a) A written test. b) A pre-trip inspection exercise. c) An obstacle/driving course. 3. Roadeo contestants will be using 2006 Am Tran transit style buses for the pre-trip inspection and the driving course. You may not use your own bus. Contestants should inform the judge or timekeeper when they are ready to begin each event. 4. Each contestant is placed on his/her honor not to assist another contestant in any way, or to receive assistance from any other parties. Avoid discussing details of any Roadeo events with others until all contestants have completed the Roadeo. Contestants will be assigned number cards and a score sheet envelope at registration. The numbers should be displayed on the right side and rear of the bus during the obstacle course and will be collected by the Timekeeper at the end of the course. The score sheet envelope will have instructions indicating the order of events for each contestant. You will be judged by number, not by name.

6. Winners will be announced at the end of the Roadeo competition. The first place winner will be given the opportunity to participate in the Virginia State Roadeo to be held in Richmond in June. Fairfax County winners will be awarded the following prizes: 1st Place trophy, $300.00, and a trip to the State Roadeo 2nd Place trophy and $200.00 3rd Place trophy and $100.00 7. A Barbecue lunch or cheese pizza will be provided free of charge for all Roadeo participants and judges. Food will be available for purchase by guests and visitors. 8. 9. Door prize drawings will be held throughout the duration of the roadeo. All participants and volunteers will be eligible. The contestant with the highest cumulative score of all events wins. Tie scores will be decided by the shortest official time.

10. Individual test questions or event scores may be reviewed within the two weeks immediately following the roadeo by making an appointment at the training center.

Purpose: To determine the drivers understanding of the Federal and State laws and regulations for school bus drivers. Instructions: The test will consist of fifty (50) questions. Each question counts as two points toward your score. The questions will be based on the Virginia School Bus Driver Training Curriculum Guide (available on the FCPS intranet, Global Network, Drive (P:), Driver Training, 2004 Driver Training Curriculum), Virginia Drivers Manual, the Virginia Commercial Drivers Manual, the Fairfax County Public Schools Pupil Transportation Manual and the general driving knowledge required to safely operate a school bus. PRE-TRIP INSPECTION Purpose: To determine a drivers ability to perform an orderly and thorough pre-trip inspection of a school bus within a reasonable amount of time. Instructions: To achieve a perfect score, the driver must perform an orderly pre-trip inspection and find each of the five (5) pre-determined defects on the assigned bus. The pre-trip form will not be used for this exercise. Contestants will be given two (2) minutes to look-over the bus before beginning the pre-trip. Touching or examining for defects is not permissible. This is to acquaint the contestant with the style of bus that may be different than what they regularly drive. Judge will tell contestant when to begin and when time has elapsed. Earning Points: Requirement Follows orderly process Finds each predetermined defect (+10/each) Points + 10 + 50

STUDENT PICK-UP

This exercise helps drivers develop skills for remaining alert and performing several important functions during the stopping and passenger loading process.

Instructions:
To achieve a perfect score, the driver must check mirrors before stop, activate warning devices appropriately, stop smoothly and open door after stop, stop no closer than 6 - 10 feet from student (between student and side of bus), place foot on brake, remain stopped until door is closed, cancel warning devices, and check mirrors before moving.

Scoring:
Points will be added for safely and smoothly stopping and maneuvering the bus throughout the event as follows: Earning Points: Requirement Check mirrors before stop Activate amber or red warning light at prescribed distance Activate stop arm and crossing control arm and open door after stopped (no motion of wheels) Stop smoothly (no jerky or sudden stop) Stop no closer than 6-10 feet from student/sign (Distance between student and side of bus) Place foot on brake pedal during stop Close door, check mirrors, and cancel warning devices before moving Points +5 +5 +10 +5 +5 +10 +10

Event Title:

RIGHT TURN EVENT

Purpose: This exercise helps drivers to develop techniques for properly executing a squared right turn. Instructions: To achieve a perfect score, the driver must activate the turn signal at the appropriate distance (usually at least 100 feet) prior to turn, safely maneuver the bus through the right turn without stopping (wheels maintain forward motion) or touching any cones or curbing, outside right rear tire enters and exits the arc of the turn within 6 inches of the curb (crosses all 3 yellow sections of both templates), and then deactivate the turn signal upon completion of the turn and before exiting the event. Event Title:

STOP LINE

Purpose: This exercise helps drivers recognize and determine the leading edge of their vehicle in relationship with a predetermined stop line. It assesses depth perception, ability to stop smoothly, and ability to use cross-view mirrors. Instructions: To achieve a perfect score, the driver must be able to navigate the lane and bring the bus to a complete stop within 2 or less inches of the stop line. The driver is only allowed one stop for this purpose. To stop forward motion of the wheels and then inch forward a second time would be grounds for disqualification and no points would be awarded for the event. Once stopped the driver must set the parking brake to prevent the bus from moving and then sound the horn to advise the judge to approach and measure the distance. Point credit for respective distances is shown below. Once the judge has completed the measurement, the driver will be given a hand signal from the judge to proceed. Failure to complete the event or any failure by the driver to follow the judges instructions, sound the horn, allow the judge to measure, or stopping beyond the stop line would be grounds for disqualification. Any disqualification would result in no points awarded for the event. Distance from the front of the bus to the stop line will be measured with a Triangular Square. Increments in inches will be displayed across the bottom of the triangle for ease of scoring.

This exercise helps drivers develop skills to maneuver the bus in a straight line of a given width.

Instructions:
To achieve a perfect score, the driver must maneuver the bus at a steady pace through the narrow lane of tennis balls without stopping (wheels maintain forward motion), touching or knocking any balls over, or crossing out of the designated lane in the process.

Scoring:
Points will be added for safely maneuvering the bus through the series of tennis balls without slowing or stopping. DIMINISHING CLEARANCE

This exercise is designed to determine a drivers ability to steer a bus through an alley of diminishing width, identified by cones. Instructions: In order to receive a perfect score the contestant must maneuver the bus safely through the alley in a straight line without touching any cones and without stopping in the alley. Continuous forward motion of wheels must be maintained. Scoring: Points will be added for safely maneuvering the bus through the alley in a straight line without stopping in the alley. Points will be deducted for touching cones or violating the rules as follows: Earning Points: Requirement Maintained steady forward motion no jerking or weaving in lane Maintained continuous forward motion no wheels stopped turning Points + 20 + 30

RAILROAD CROSSING EVENT

Purpose: The railroad crossing represents one of the greatest hazards facing school bus drivers. This exercise evaluates the drivers degree of care and knowledge of laws, rules, and regulations when required to operate a school bus when encountering a railroad track. Instructions: To achieve a perfect score, the contestant will be required to safely negotiate the lane approaching and crossing a railroad track. Specifically, the driver will be expected to activate 4-way hazard lights when approaching the tracks, check bus mirrors, stop within proper distance of track (15-50 feet of closest rail), open the drivers window and service door without activating the traffic warning light system, turn-off any noisy equipment (fans, heaters, radios, etc.), check tracks in both directions before crossing, and cancel lights before crossing tracks. Scoring: Points will be added for crossing the tracks and deducted for violation of the rules as follows. Earning Points: Requirement Uses 4-way hazard lights when approaching the track Checks the bus mirrors Stops 15 to 50 feet before the tracks Opens the service door No activation of the traffic warning light system Opens the drivers window Turns-off any noisy equipment Checks tracks in both directions Closes service door before crossing tracks Cancels 4-way hazard lights before crossing Points +5 +5 +10 +10 +10 +5 +5 +15 +5 +5

Note: Judges should position themselves to see whether driver window and service door are opened and to hear if fans or other noisy devices have been turned off or not. No points are to be awarded for the traffic warning light system if it is activated at any time during the railroad crossing procedures.

BACK-IN ALLEY

This exercise is designed to test a drivers ability to safely back a bus into a confined area with limited maneuvering room. Instructions: In order to get a perfect score the contestant will need to pull the bus past the designated alley marked by cones, then back into the alley until front of the bus is even with the cones at the front of the designated space. Contestants must activate 4-way hazard lights prior to backing. The contestant must deactivate 4-way hazard lights upon completion of the backing maneuver and then activate the right-turn signal before exiting the space. Scoring: Points will be added for proper use of lights and signals and safely maneuvering the bus without touching cones marking the boundaries of the event. Points will be deducted for touching cones or violating the rules as follows: Earning Points: Requirement Uses 4-way hazard lights prior to backing into alley Backs fully into the alley until front of the bus is even with or behind the cones at the front of the designated space Backing maneuver is made as a single motion (wheels do not stop turning until all backing is completed) Cancels 4-way hazard lights and activated right-turn signal prior to exiting the alley Points +10 +20 +10 +10 - 5/each - 10/each

Event Title:

PARALLEL PARKING

Purpose: This exercise helps drivers demonstrate skills for safely parking a bus parallel to a curb and between two parked cars or other obstructions defining a confined space with minimal backing. Instructions: To achieve a perfect score, the contestant must safely navigate the bus into and out of the space and complete the following: Pull past the entrance to the designated parking space and activate 4-way hazard lights in preparation to back and park. Place bus in reverse and with only one backing motion (bus is put into reverse gear or wheels change direction from forward to rearward motion only once), back into the space without striking any cones marking the front, rear, or curb of the space. Pull forward and park parallel to curb and within 3 inches of curb. Once stopped, the driver must set the parking brake to prevent the bus from moving and then sound the horn to advise the judge to approach and measure the distance. Measurement is taken between the curb and the wheel furthest from curb. Point credit for respective distances as defined. Once the judge has completed the measurement, the driver will be given a hand signal from the judge to proceed. Any failure by the driver to follow the judges instructions, set the brake, sound the horn, or allow the judge to measure would be grounds for disqualification or failure to complete the event. Any disqualification would result in no points awarded for the event. Upon signal to proceed, the driver will place bus in reverse and with only one backing motion (bus is put into reverse gear or wheels change direction from forward to rearward motion only once), back and then pull forward to exit the space without striking any cones marking the front, rear, or curb of the space. Deactivate 4-way hazard lights upon exiting space. Scoring: Points will be added for safely maneuvering the bus into and out of the space without striking cones, parking within specified distances to the curb and based on the number of backing movements. Whether or not the bus is placed into reverse gear is not the only indication of backing. Any coasting backward or any change in wheel direction from forward to rearward will be counted as a backing motion.

Event Title: Purpose:

OFF-SET ALLEY

This exercise helps drivers recognize the outer perimeter of their vehicle as they guide the bus through a series of turns and lane changes.

Instructions:
To achieve a perfect score, the driver must guide the bus through the first alley or series of cones, then make turns to approach and guide the bus through the second alley. All of this must be made with continuous forward motion of the wheels and without touching any cones.

Scoring:
Points will be added for safely maneuvering the bus through the series of alleys without slowing or stopping. Points will be deducted for touching cones or violating the rules as follows:
