He then described volunteerism as the purest form of service and bayanihan as an apt name for Filipino volunteerism. He expressed belief that the government has to unleash the unlimited potentials of volunteerism because it needs the contribution and help of millions of Filipinos to overcome the development challenges being faced by the country. OLIVAREZ Upon recognition by the Chair, Rep. Edwin L. Olivarez from the First Disctrict of Paraaque City, speaking in commemoration of the 10th anniversary of the International Year of Volunteers which was paralleled to the declaration of the United Nations (UN) Volunteers Programme, highlighted the contributions of the Philippines as a devout member of the UN Volunteers and as one of the largest suppliers of volunteers in the world. He maintained that volunteerism in the country is very much evident in the field of housing wherein volunteers provide their personal time, energy and financial support to improve the need for shelter of the marginalized sectors. He then explained that society benefits greatly from volunteerism and that this exemplary Filipino trait should be further encouraged and inculcated in the people as a contribution to human development and as a tool of national development. Paez claimed that the 10th Anniversary of the International Year of Volunteerism provided him and the Committee on Peoples Participation with a momentous opportunity to express their gratitude to the significant role of Filipino volunteers in nationbuilding and development and solidarity to the international volunteerism movement. He also delved into the history of voluntarism in the Philippines and extolled the efforts of the following Filipinos and Filipino organizations who had contributed and shared their unique talents, efforts and resources to the soci-

7 ety: Efren Peaflorida Jr., for his help in the education of underprivileged children; the Gawad Kalinga Foundation Inc., for its pioneering efforts in providing low-cost housing projects to the poor; and the cooperatives sector, particularly those involved in providing for the basic necessities of the people, rescue and relief programs to victims of calamities, peace-building initiatives and environmental protection. Rep. Paez also discussed the recent initiatives of the Committee on Peoples Participation in institutionalizing and extolling volunteerism efforts in the country, particularly the adoption of pertinent House measures. In closing, he emphasized the importance of volunteerism as one of the most effective mechanisms for peoples participation and for achieving the common good. REFERRAL OF REP. De Jesus speech which she delivered in Filipino focused on the forthcoming celebration of the International Human Rights Day and dwelt on several occasions, namely: the November 25th celebration of International Day for the Elimination of Violence against Women; the November 29th Women Human Rights Defenders Day and the anniversary of the First International Consultation of Women Human Rights Defenders; and the December 4th Manila Declaration of the 4th Regional Human Rights Defenders Forum. She claimed that these occasions underscore the importance of upholding and defending human rights in the country and the important contributions of women human rights defenders and their role in the elimination of human rights abuses. Thereafter, Rep. De Jesus enumerated the names of women human rights defenders who had become victims of human rights abuses and mentioned cases of extrajudicial killings during the past and the present administrations. In recognizing the role of women human rights defenders, she said that she had filed House Bills No. 5379 and 5580 which aimed to punish those who will violate the 1998 United Nations Declaration of Human Rights Defenders and to celebrate November 29 of every year as Women Human Rights Defenders Day, respectively.

He said that to date, nothing is being done with regard to cases of extrajudicial killings, harassment and illegal arrests particularly in remote areas of the country. He disclosed that the Committee on Human Rights has yet to act on the resolutions he had filed calling for congressional inquiries into several cases of human rights abuses involving the Filipino peasants. She added that it was a shortsighted solution that would exacerbate the problem, even as she acknowledged the fact that jeepney drivers and operators were reeling from frequent increases in fuel products. ROMUALDO After correcting the impression of a newspaper columnist that the interpellators were delaying the passage of the Reproductive Health (RH) Bill, Rep. Romualdo recalled that he and Rep. Marcoleta were discussing the target beneficiaries of the proposed measure when he last interpellated on the measure. He then continued with his interpellation and exchanged views with the Sponsor regarding certain provisions of the Bill, including among others, the access to family planning under Section 7, the concept of essential medicines under Sections 4 and 10, and the procurement and distribution of family planning supplies under Section 11 of the measure. To Rep. Marcoletas explanation that Republic Act No. 1729, regulating the sale and distribution of

TUESDAY, DECEMBER 6, 2011 contraceptive drugs and devices, had already been impliedly repealed by Presidential Decree No. 79 and that a copy thereof would be given to Rep. Romualdo, the latter asked that said statement be put on record because there is no such thing as implied, modified or repealed. Whereupon, Rep. Marcoleta noted that several issues were raised against the RH Bill but no issue was focused on the value of the life of every mother who dies everyday for lack of reproductive health care. He added that he could not answer speculative questions and that he thought that interpellation would be on the basis of enlightened questions. The Chair then requested Rep. Marcoleta to allow Rep. Romualdo to ask his question after having laid down his premises. He also requested both Members to speak one after the other. SUSPENSION OF SESSION On motion of Rep. Romulo, the Chair suspended the session at 5:47 p.m. RESUMPTION OF SESSION The session resumed at 5:50 p.m. INTERPELLATION OF REP. ROMUALDO (Continuation) Thereafter, Rep. Marcoleta disputed several of the contentions raised by Rep. Romualdo by arguing that the situation in the province of Camiguin cannot be a representative sample of what has been transpiring in the nations total population. Moreover, he pointed out that the arguments of Rep. Romualdo, in particular, that the Bill would entail costs while benefiting certain sectors at the same time, cannot be sufficient basis to defeat the intents and purposes of the measure. Reps. Romualdo and Marcoleta also discussed the intent of Section 12 of the Bill which sought to integrate responsible parenthood with policy implementation, with the former emphasizing that the Bill cannot address the problem of poverty in the country and that development programs should instead be refocused on the countryside to provide equal development. For his part, the Sponsor reiterated that the Bill answers the salient provisions of the Constitution with respect to the need of Filipino families to have the requisite knowledge and information on responsible parenthood, healthcare, family planning and the corresponding governmental support for the less privileged. Reps. Romualdo and Marcoleta further argued on

27 the merits and demerits of the RH Bill mainly with regard to population control and family planning. They also debated on the capacity of local government units (LGUs) to the RH Bill once it becomes a law, with Rep. Romualdo arguing that it was more important to provide fire trucks to the LGUs and Rep. Marcoleta explaining that an ambulance was a support service in the total reproductive health package and while the need for fire trucks was valid, the subject of the Bill was different and separate. MARCOLETA On the basis of previous interpellations of Rep. Romualdo, Rep. Marcoleta manifested his appeal and

Rep. Romualdo continued with his interpellation with a reiteration of his previous argument that House Bill No. 4244 contains several subject matters which are not relevant to the objectives of the measure. He re-emphasized that the issue of responsible parenthood embodied in the Bill is an issue that is continuously being addressed by Presidential Decree No. 603, otherwise known as the Child and Youth Welfare Code, and by the Constitution. Rep. Marcoleta however disagreed with this argument, explaining that the provisions of the Bill are interrelated to form an integrated concept of responsible parenthood and family planning. He however informed Rep. Romualdo that he is amenable to consider the latters proposed amendment on this particular issue during the period of amendments. Thereafter, Reps. Romualdo and Marcoleta continued to debate on the various ways to address the problem of poverty through the approval of the Reproductive Health (RH) Bill, with the former disagreeing with the latters insistent view that responsible parenthood actually implies population control. They also debated on 1) the use of government funds for the development of the rural areas and the entire marginalized sector rather than for the purchase of contraceptives and for the benefit merely of one sector such as the overseas Filipino workers (OFWs); 2) the link between population and economic growth; and 3) the meaning of the phrase legal aspects of reproductive health and the intent of a mandatory age-appropriate reproductive health and sexuality education as provided for under Section 16 of the instant Bill.

WEDNESDAY, DECEMBER 7, 2011 To subsequent concerns, Rep. Marcoleta stressed that the measure aims to address social issues like the burgeoning population and the putting of families in order, and is therefore consistent with other social and economic initiatives of the government. He opined that Rep. Romualdo was already trying to propose amendments when the latter suggested that instead of training teachers, unemployed registered nurses be used to conduct information drives, and that pursuant to Section 16 of the measure, the modules should first be screened by parents and teachers with the participation of religious persons, and subject to the approval of the Departments of Health, and Education. He also refuted the allegation that the measure is a complete turnaround from the provision of the Constitution because there is nothing wrong with providing a comprehensive and permanent health system that would encompass everybody under a limited budget, and that it aims not to destroy but to preserve the quality of life. In addition, Reps. Marcoleta and Romualdo debated on the subjects of natural and artificial methods of family planning and of the beginning of human life and further discussed, among others, the observations of certain newspaper columnists regarding the abortifacient properties of the contraceptives and the research findings made by the International Agency for Research on Cancer showing that contraceptives have carcinogenic properties. Thereupon, Rep. Marcoleta averred that inasmuch as the measure proposes the use of medically safe and legally acceptable contraceptives, then there is no reason to interpellate and argue on the use of contraceptives that can cause abortion. He maintained that since it is also the contention of the antagonists that contraceptives have abortifacient properties, then they would have all the reasons in filing civil and criminal cases against the pharmaceutical companies manufacturing contraceptives. As a rejoinder, Rep. Romualdo stated that the purpose of bringing to the attention of the people the use of these contraceptives is to warn them of their potential adverse effects.
