In preparation for Assistant Secretary Contreras’ meetings, I provide her with a list of possible questions to ask. She may
choose to ask these or different questions, but I thought it might be helpful for you to look at them in advance of today’s
meeting. I’m sure most of them are already covered in your presentations.

1. What do gender affirming services beyond healthcare do you include in your programs? How
costly are these supports and products (such as binders) and what processes do you use to assure
that transgender and nonbinary children in care have access to the gender affirming products and
services they need? What funds do you use to pay for these services?
2. What gender affirming healthcare services do transgender and nonbinary children in care receive
and what processes do you have to identify needed healthcare services and ensure access?
3. How do you evaluate whether transgender and nonbinary children in care are receiving the
gender affirming services (both healthcare and nonhealthcare) they need?
4. How do you identify LGBTQI+-affirming healthcare providers (mental health, behavioral health,
physical health) for children in care?
5. How do you measure whether placements are LGBTQI+-affirming, and make programmatic
changes if necessary? In other words, what are your ongoing program quality improvement
mechanisms?
6. How have you institutionalized these affirming services within Cuyahoga County’s child welfare
programs to ensure they endure over time?
7. How are you extending some of your affirming services statewide?
8. What lessons have you learned from providing LGBTQI+ affirming services that will be helpful
to ACF as we expand safe and appropriate placements and affirming supportive services
requirements nationwide for IVE agencies?
9. What opposition have you faced in developing these services and how did you overcome it?
10. What plans do you have for future program improvement?

Attached is the revised outline agenda for tomorrow’s call with the Asst. Secretary and her team.
Karen and I talked briefly this morning, and unless you disagree (please respond to the team), we’d like to take
questions in the moment.
Please keep to your allotted timeframe for an explanation/description of your agenda topic, but feel free to
expand when answering questions.
We think this will keep the conversation more cohesive and flowing
If someone asks a question you know another team member will be answering later on, ask them to hang on
and if their question is not answered by a colleague let us know
The time for our discussion adds up to 61 minutes, allowing 29 or so for Q&A.
