Beaumont Independent School District
January 19, 2012

Dear Trustees of the Beaumont Independent School District Board: As the superintendent of the Beaumont Independent District for the last 16 years, I have had the privilege and good fortune to witness the development and successes of thousands of children. In fact, many of the children who will graduate from our high schools this coming June were just preschoolers when I arrived here in 1996 to fulfill the wishes of the BISD Board of Trustees. For me, as the new superintendent, the Board’s directions were very clear about what they expected the new chief executive officer of the school district to do--improved academic achievements, fiscal operations, physical facilities and board relations. Over the years, with the support of a progressive Board, I have been fortunate to work with a knowledgeable and highly professional administrative team, a dedicated group of teachers and an outstanding staff who maintain the interest of students at the top of their agendas. I believe our team has fulfilled and continue to maintain implementation of the directives given to me 16 years ago. BISD is fiscally sound, academically stronger and our facilities are now some of the best in the nation. During this tenure, the district has garnered many honors. The Board of Trustees earned themselves the coveted title of Board of the Year and even helped to expand my own professional recognition as a Texas and national Superintendent of the Year. Recently, the District received several other great recognitions, including a listing of #23 on the Houston Chronicle’s Top 100 Workplaces, a commendation as a national model school district by the National League of Cities’ National Black Caucus of Local Elected Officials, and a ranking in the nation’s Top 10 School Districts by Business Review USA Magazine. The District has garnered “recognized” status by TEA a number of times, several of our schools have earned titles as National Blue Ribbon Schools and more than half of our schools have accomplished the honor of being among the state’s higher performance schools as noted by the National Center for Academic Excellence. There are many more honors and achievements too numerous to list, but the most important one of all is that our students are competing successfully on a global level.

As I reflect on BISD’s achievements over the years, I am reminded of a career filled with exceptional blessings—especially developing relationships with such a dynamic team of trustees, employees, parents, students and the grassroots people of this wonderful city. These reasons make this letter very difficult to pen. However, a great deal of thoughtful consideration has gone into my decision to announce my plans to retire as the superintendent of schools for the Beaumont Independent School District, effective at the end of the first semester of the 20122013 school year. This retirement is pending confirmation by the Board of Trustees to include all the standard benefits afforded to BISD retiring employees. Working at the helm of BISD is a long way from my first days as a teacher, a principal and even my first position as a superintendent. Nonetheless, everyday as an educator has reassured me of the importance of a good education. My hope is all whom I have touched will also see my work here as representative of a stronger, more effective, more efficient and better school district. There is no doubt in my mind that long after I leave, this district will continue to attain many, many more achievements on every front. The guidance, support, challenges and opportunities given to me during my tenure here in BISD are sincerely appreciated. As a Board of Trustees, your service to the students and this community is very admirable—an admiration that I take with me as I move on to future endeavors. Know that BISD will always hold a special place in my life. It remains my honor and pleasure to have served as your superintendent. Yours truly,

Carrol A. Thomas, Ed.D. Superintendent of Schools
