FINAL REPORT - THIS COMPLETES REPORTING ON THIS CASE.

** END OF REPORT **

Palm Beach County Medical Examiner's
3126 Gun aub Road West Palm Beach, Florida 33406 L. Uttle{ield, M.S., Forensic Investigator Investigative Report M.E. Case #201()"Ol64

Office

On February 12, 2010, at 03:59 hours, I received a page from the Palm Beach County Sheriff's Office Dispatch Center. Upon calling the Dispatch Center, I was instructed to contact Sgt. J. Churchill (ID# 3848) of the Palm Beach County Sheriff's Office (P.B.S.O.) Vehicle Homicide Investigation (V.H.I.) Unit. I then made contact with Sgt. Churchill, who informed me that he was currendy at the scene of a motor vehicle collision which was located at the intersection of Lake Worth Road and 120m Avenue South in Wellington and one person had been pronounced dead at the scene. I then informed Sgt. Churchill that I would be responding to the scene.

Based on the infonnation received from Inv. Snelgrove, at approximately 01:05 hours on February 12,2010, a passerby had called 911 for help after coming upon a motor vehicle accident that had occurred at the intersection of Lake Worth Road and 120m Avenue South in Wellington. Inv. Snelgrove further stated that a 2006 Hyundai Sonata had been traveling westbound on Lake Worth Road in WelIingcon. At about the same time, a 2007 Bendey GTe was traveling southbound on 120m Avenue South in Wellington. The Bendey failed to stop at a stop sign that was located at the intersection of 120th Avenue South and Lake Worth Road and the Bentley had impacted the passenger's side of the Hyundai (P.B.S.O. Crash Case#10"()37895). After the impact, the two vehicles went off the roadway and the Bentley came to a rest proximal to a canal, while the Hyundai went into the canal and became submerged. The Hvundai, which had overturned and was lying on its roof, became submerged up to its rear bumper and wheels under the water in the canal (At the time Iwas on scene, the depth of the water in the canal was unknown). Fire rescue and law enforcement personnel responded to the scene of the crash and a deceased individual was discovered inside the Hyundai (P.B.S.O. Fatal Case# 10-(37896). I was also infonned bV Inv, Snelgrove that criminal charges were pending in the case and alcohol may have been a factor.

r arrived on scene at 05:01 hours and was further briefed by V.H.I. Investigator T. Snelgrove (10# 5475) of the Palm Beach County Sheriffs Office, who was the lead investigator that had been assigned to the traffic fatality.

Scene Observationsi
The scene of the motor vehicle collision is located at the intersection of Lake Worth Road and 120th Avenue South in Wellington. Lake Worth Road travels east and west, while 120m Avenue South runs north and south. Stop signs are located on both sides of the intersection for traffic that is traveling along 120th Avenue South. The speed limit along Lake Worth Road in this area is 45 M.P.H. and the speed limit along 120th Avenue South in this area is 35 M.P.H. I also note that the intersection where the crash occurred is proximal to a school and a canal is located along the south side of Lake Worth Road. The area surrounding the scene has been secured by law enforcement personnel prior to my arrival and both vehicles are located on the southwest side of the intersection. Traveling westbound along Lake W orth Road just before the intersection, I note the roadway is paved and there are three lanes of travel. The inside lane serves as a turning lane for traffic turning left, while the center lane is for traffic traveling straight ahead, and the outer lane is a right hand turn lane for traffic turning right. The portion of 120m Avenue South that is north of the intersection is paved with two lanes of travel. The portion of 120th Avenue South that is south of the intersection consists of dirt and gravel. Upon viewing the roadway where Lake Worth Road and 120m Avenue intersect, Iobserve tire marks, as well as debris from the two vehicles, and what appears to be motor vehicle fluids. At the time Iarrive on scene, a tow truck is in the process of removing a gold four-door 2006 Hyundai Sonata with Florida license plate M70~8TP from the canal. After the vehicle is moved to the bank of the canal, Iobserve a Caucasian male in the driver's seat. He is secured in the seat by both a lap and shoulder belt and Inote that the driver's side airbag has deployed. There is extensive damage to the passenger's side of the vehicle, as well as other areas, including the frame. Ialso observe a layer of dirt along the bottom of the rear bumper. Page 1 of2

While the decedent's vehicle is suspended in the air by the boom of the tow truck, the decedent is removed from the vehicle by Elite Removal Services personnel and placed in a supine position on the ground so I may perform a cursory examination. Upon examining the decedent, I note that he is clothed in a grayish-blue and white striped polo-type shirt, khaki shorts, a brown belt, and black underwear. There is a brown sock on his right foot. The decedent's clothing and body is wet, as well as soiled with dirt and foliage from the canal. Upon searching the pockets of the decedent's shorts, I remove a wallet that is present inside the front right pocket of the shorts. The wallet contains a Florida driver's license which identifies the decedent as Scott Wilson, W 1M, D.O.B. 08/19/1986. An ink pen, wadded up piece of paper, and loose change, are also removed from the front right pocket of his shorts. A pack of gum is removed from the front left pocket. Upon examining the decedent further, I note there is dirt and foliage, as well as what appears to be blood, on his head and face. He is cold to the touch and rigor has formed. Abrasions and lacerations are noted on his face as well. What appears to be blood is also present on his right arm, right leg, and his shorts. Abrasions are observed on his lateral right chest and both upper arms, There is an avulsion type wound on his lower right leg. The decedent is also placed into a prone position and upon searching the back pockets ofhis shorts, 1remove four hundred eighty dollars in U.S. currency, which consists of one one hundred dollar bill and nineteen twenty dollar bills, from the left rear pocket of his shorts. Thirty eight dollars in U.S. currency, which consists of two ten dollar bills, two five dollar bills, one two dollar bill, and six one dollar bills, is removed from the right rear pocket of his shorts. All of the items removed from the decedent's pockets are turned over to Deputy R. Cruz (ID# 6953) of the Palm Beach County Sheriff's Office. Once the cursory examination is complete, the decedent is removed from the scene by Elite Removal Services personnel and transported to the Palm Beach County Medical Examiner's Office. 1 also viewed the other vehicle that was involved in the incident, which is a black two-door 2007 Bentley GTC convertible with Texas license plate 380~WBJ. 111is vehicle is located southwest of the intersection, on the north bank of the canal. The front of the vehicle points towards the southwest and the rear towards the northeast. The front of the vehicle has sustained damage and 1 also note that the driver's side airbag deployed. While on scene, I am also shown shoe impressions that are present in the dirt along 120m Avenue South, south of the intersection where the accident occurred. I digitally photographed the appearance of the scene, the vehicles that were involved in the incident, the appearance of the decedent, and the previously mentioned items of interest. The decedent's father also showed up at the scene of the crash and upon being notified of the decedent's death, he advised that the decedent would be transported to the Palm Beach County Medical Examiner's Office for an examination.
was

I departed the scene at 06:59 hours.

On February 12, 2010, the decedent's mother, Lili Wilson, came to the Palm Beach County Medical Examiner's Office and after requesting to view a photograph of the decedent, she was shown an autopsy photograph of the decedent's face and positively identified him as Scott Wilson, WIM, Based on the information received, the decedent's parents are his legal next of kin, as he is not currently married and does not have any adult children. No further information.
