Deputation to Toronto Police Services Board in regards G8/G20 Summits Final Payment

February 16 2012

Dear Members of the Toronto Police Service Board:

My name is Miguel Avila, A Taxpayer, a proud Latino Canadian a visible minority and a disabled person with both Physical and Mental illness- I am not strange to City Hall and the Toronto Police Services Board meetings I have spoken several times on different issues that concern me as a Torontonian. I read with great interest the item of information in front of you, It appears Public Safety Canada has disallowed $387,000 in overtime pay and benefits and further payments in relation to the last infamous G8/G20 summits. With all the violations of citizen's civil liberties and the horrendous aftermath that follow It is clear some seniors officers have this perceived entitlement they performed an excellent job , and worked additional hours, as agreed in their Memo of Understanding ( M.O.U) with the Board in 2010 conditional on the assumption Public Safety Canada will be responsible in making such payments. As an Peaceful Activist I would agree with the right you deserve to be compensated for all your overtime work, The public out there may also champion for you ,The may agree that labor laws were broken and who knows the P.M under public pressure, may order Public Safety Canada to change their attitude and pay your deserved overdue payments . Well Mr. Alok that is a Rosie picture I am painting for you, As you know well and for obvious reason you will disagree , anyhow, regardless of your opinion, G20 was a total fiasco to Canadian Taxpayers. An undeniable fact , The Public had demanded this board to conduct a Public Inquire into the events of the G20, but you dear Board Members insisted and chose instead for a Independent Civilian Review A.K.A Our own internal investigation, opted to inquire the conduct of your officers during the G20 , the evidence tells a very different tale, via Social Media, and courageous Citizens Reporters, has probed things went very wrong during the G20 Summit in Toronto and furthermore Mr Alok, I fully disagree with your statements made to the media, quote & unquoting , You believe the federal minister of public safety could review the matter and take into account the rationale behind the memorandum . Good Luck with that Mr Alok.

As always, I bring some suggestions and ideas to this board for consideration: Don t know how this may sound to you but I would dare to strike a deal as a Toronto Taxpayer , in the remote possibility , listen carefully, the Ontario government promises to pay what the Feds won't, (conditionally upon), once the Ombudsman and Office of the Independent Police Review Director, Legal Complaints against the Board, or a Public Inquire down the road, if all of them, certify that the Toronto Police have cooperated fully with all investigations related to the G20? Sounds Fair? Would you agree?

Obviously some Seniors Officers under your command may be studying the possibility of suing Public Safety Canada for non compliance under the terms of the Memory of Understanding. However if you r Senior Officers have waited this long , wait a little more and see what results comes out of the above Government bodies (and the public in the courts of law) presently conducting investigations and who knows IF the result favors on you advantage well then , Congratulations to you all.

Sincerely Yours,

Miguel Avila Ward 28
