2002 – 2006 (4 years) Concord Township, Ohio Elected as Trustee of Concord Township. Created an emergency relief fund where 5% of revenue was diverted to a special account to be used for unexpected emergencies. This was used in later years when a road project went bad. Helped to obtain a $1,000,000 grant to extend sewer service to Town Hall and local businesses threatened with relocation because of septic problems. Voted to improve Viewmount Drive that has a high vertical incline with class 3 curbs and eliminate deep culverts on each side of the road, a safety hazard. Helped initiate conservation zoning for new developments to preserve wooded areas.

Should you be elected, what are three specific areas you’d like to change, address, improve or further research, and how specifically would you go about it?

1. Using my experience as a proven money manager (owner of Patterson Financial Services where millions of dollars are managed and not one penny was lost even in the 2008-2009 recession and no commissions or fees were paid), analyze the $150,000,000 portfolio the county presently has and see if there is a way to increase the interest earned from November’s 0.77% 2. Work with the treasury department employees to see if there is a way of increasing productivity and efficiency with the Auditor’s Office as Commissioner Troy requested. Utilize group empowerment methods and training from my Senior Manager days at Ernst & Young (one of the world’s largest accounting and consulting firms) to get employees involved. This is a proven methodology used successfully over the last 20 years. I always say the American worker can be the most productive worker in the world if he is given the proper support and tools to do his job. 3. Research ‘best practices’ by contacting other county Treasurers and investigating how their offices are run. Is there a better way? Also, work with the State Legislature to update the Ohio Revised Code 135.35 County Inactive Moneys. __________________________________________________________________________________________ Whether for past accomplishments or future goals, why should voters elect you?

Please explain your general position on fiscal responsibility as it applies to the federal government, how it applies to the office of county treasurer, and how you have personally demonstrated fiscal responsibility (preferably in public office, but otherwise if necessary). Our country is broke! Right now we borrow an extra 40% to pay for every dollar we spend. Yet, we send hundreds of billions to countries that hate us. This makes no sense at all. We are over $15 trillion in debt and what does our president do? He asks for and gets another $1.2 trillion added to the debt ceiling that was just raised last month. We must live within our means for if we continue down this path we will go broke and become another Argentina. When the default was declared in 2002, foreign investment fled the country, and capital flow towards Argentina ceased almost completely. The Argentine government met severe challenges trying to refinance the debt. Our Congress can’t even cut Saturday postal delivery to save money! The federal government is completely dysfunctional and on the wrong path. Think of how great our infrastructure would be if we bought the billions we are spending overseas home and repaired our roads and bridges; how many jobs that would create? The duties of the Treasurer are clearly defined by Ohio Revised Code. How he performs these duties is up to the experience and ability of the individual. I have 20 years of extensive experience managing money and can claim what few advisors can: during the economic meltdown of 2008-2009 not one of my clients lost a penny nor did they ever pay any commissions or fees! Remember, the world was on the verge of total economic collapse. We only have ourselves to blame for this mess because we keep electing ‘career’ politicians over and over again into office. I am a businessman and not a ‘career’ politician. I will do my best to bring a business perspective to the office of Treasurer Lake County. Personally, on the local level, I ran for Trustee in Concord Township (2002-2006) because of what I considered fiscally imprudent spending. $79,500 for a gazebo was over the top! I wanted to stop the purchase of an old school house for $350,000 but it was purchased at the last meeting of the previous board in December 2001. I did convince my fellow Trustees to create an emergency fund with no tax increase. We diverted 5% from all accounts to this relief fund. It grew into the millions and after I left office the Trustees needed it for a road project gone bad which is what it was precisely set up to be used for.
