Presented by the Ottoman government to Yosef Navon (Jerusalem 1858–Paris 1934), an entrepreneur and the man principally responsible for the construction of the Jaffa–Jerusalem railway (inaugurated in 1892). For his effort, Navon was awarded the Légion d’honneur from the French government, and the Order of the Medjidie from the Turkish government (1893).
