ANALYSIS Every community faces the potential of an evacuation.

These surprisingly common events pose significant challenges to public safety. Successful management will protect lives and property, minimize chaos, and reassure citizens that they can count on government to work for them when the stakes are high. Disasters and evacuations will continue to occur but the severity will always be measured by how well the chief elected officials, first responders and others in positions of responsibility prepared and responded. Information must be shared among all responding personnel across multiple agencies and jurisdictions: local, state, and non-governmental relief agencies. All

information/communication solutions should be fully interoperable to facilitate effective collaboration. Communication Gaps Gaps are frequently caused by misdirected, one-way, poorly time, or badly worded communications which quite exists in the camp. From time to time different facilitating people are coming in who are just pull outs from their respective offices as far as from Oroquieta City with no allowance and other necessities provided. In addition, some gaps result from misunderstanding, misinterpretations, and miscommunications since they just simply pass a piece of paper to the next camp manager the data are recorded we suppose is not sufficient without having a face-to-face with the previous camp manager. Communication is very critical in this kind of operation since this is how we share ideas, get information, request help and assign tasks to people who have been in a tragic experience and organize a small community. Everything must be well-coordinated. If not it will lead to confusion and conflict. Thats what makes communication critical in these times.

Centralization versus decentralization The general pattern of authority throughout the operation which was headed by the by DSWD in the region which is supposedly assisted by the Barangay council determines the extent to which that organization is centralized or decentralized. What we observed during couple of visits in Consolacion it is very obvious that these two entities instead of working together does not complement each other. A centralized organization systematically works to concentrate authority at the upper levels. In a decentralized organization, management consciously attempts to spread authority to the lower organization levels. Though this has been observed, still there are loopholes the way they got in the work. A concern that we discovered during our first visit is that there are no formal endorsements from authorities of the people facilitating in the evacuation area to the barangay (at the community level). The Barangay suppose to be the main partner of the city government (DSWD) which is highly emphasized in the decentralization process in facilitating such action particularly to the evacuees who sometimes get confused; to an extent gave the evacuees the impression of just having these facilitators in the location for representation. This scenario can create conflicts because of inconsistencies due to lack of coordination from authorities to the barangay level and to the people they are serving in which we are very much worried about. What has been left out is the essence of coordinating, harmonizing and communicating from the highest of authorities to the grassroots level (Barangay). Instead of providing peaceful and quality service the probability of having chaos into action and conflict are high more significantly that people are no longer uncontrollable with their emotions due to stress brought by the catastrophic devastation. There is no more room for evacuees to become more patient and to let understanding prevail because of too much tension and stress in acquiring such comfort where they expect the government to provide as long as they are staying in the area with nothing and no one to depend on.

Reflection To be part of an organizing team is not an easy task. I can affirm to the complexities and challenges a member can endure because of the many uncertainties and inevitable circumstances present. The experience of visiting an evacuation area which in my case not the first time where you get to see a lot of people who have been in an unfortunate situation is totally an eye opener. I have been receptive to the idea that whenever I get to have this as a career in the future I should embrace the fact that I have to deal with them. Social workers spend their days helping people with complicated psychological, health, social, or financial problems. They assist families in need and people who are the victims of the disaster. They provide counseling, advice, and direction for people who would otherwise have no way of bettering their situations. While seeing people who are confused, scared, and beset by problems all day long may sound disheartening. They were uplifted by their job and that they truly felt they were doing work of value. People need help eventually and they are here to give it to them. Working in the camp for weeks without receiving anything even an allowance is a sad truth for them. They came here as mere volunteers without expecting being paid for 8 hours of staying in the camp everyday which is not quite a safe place to stay. But what is fascinating about them despite their situation is that they put value to their work. For them, thats what matters most.
