Draft Work Scope and work load estimates Sweet Water Trust DRAFT May 13, 2009 Operation

of the Sweet Water Trust. Anticipated Activities and special work efforts: Operation of the Executive Steering Council. (ESC) Currently the ESC has 6 meetings per year. It is anticipated that the ESC will establish two working groups in the next 12 months. The possible work groups are fundraising and business planning. The Chairperson of the ESC will hold 6 meetings per year of the chairs of all the Trusts committees. This would be 12 meetings for the ESC and Committee Chairs and 12 meetings for the two work groups for a total of 24 meetings. In addition to the listed meetings, there will also be a series of follow-up and coordination/communication meetings required. These will usually involve breakfast or lunch meetings. This will be 2 meetings per month or 24 meetings per year. Specific Work efforts anticipated are: Development of a business plan. (Potential Sections) 1. Background 2. Goals & Objectives 3. SWOT analysis 4. Target stakeholders & members 5. Develop three-year work plan for implementing and initiating Watershed Restoration Plans throughout the Greater Milwaukee Watersheds. 6. Financial needs 7. Develop funding plan Development of a communications plan. (Potential Sections) 1. Develop branding strategy and plan 2. Develop central message 3. Develop membership communication plan 4. Develop recruitment communication plan 5. Develop general public communication plan 6. Estimate staffing and financial requirements Implementing a fund raising plan. Development of a membership recruitment and retention plan

Planning, organizing and holding an Annual Clean Water Summit Website development and maintenance Provide staff support for ESC meetings and Committee Chairs meetings. Maintaining a transparent organization, administrative documentation and implementing business plan and communications plan, including newsletters, internet videos, special promotions, etc. Staff support includes finding and confirming meeting location, preparing and organizing date of meetings and confirming membership attendance, preparing agenda and any needed supplemental information, summarizing actions taken, posting information to the website and completing any follow up. Undertaking additional WRP planning (unless MMSD continues to fund) Undertaking WRP recommended activities (projects, programs, outreach) Baselining, tracking and reporting out progress toward goals Preparing a change management plan and implementing it. This is part of the transparency piece that helps us legitimize our evolution.

Operation of the Science Committee. Currently the Science Committee meets approximately every three months or 4 meetings per year. The Committee has established one working group, a modeling subcommittee. It is anticipated that the Science Committee will establish a habitat working group in the next 6 months. This will be a total of 6 meetings per year. Specific work efforts anticipated are: Working closely with the ESC and its Committees to identify specific scientific issues and potential investigations Support the Committee in establishing and operating work groups Document the findings and recommendations of Science Committee Support Science Committee in obtaining outside resources. Assist in the preparation of scientific briefing documents. Assist in the defining and analyzing special projects at the direction of the ESC or Science Committee. Apply lessons-learned to change and evolve how SWWT moves forward

Provide staff support for Science Committee and maintaining transparent functioning and administrative documentation of the Committee. Staff support includes finding and confirming meeting location, preparing and organizing date of meetings, confirming membership attendance, preparing an agenda and any needed supplemental information, summarizing actions taken, posting information to the website and completing any follow up.

Operation of the Policy Committee. Currently the Policy Committee has 6 meetings per year and has established two working groups, the Watershed Permitting Group and the Water Quality Trading Group. Both of these work groups will meet at least 6 times in the next 12 months. This will be a total of 18 meetings per year. Specific work efforts anticipated are: Working closely with the ESC and its Committees to identify specific policy issues and potential policy evaluations Support the Committee in the establishment and operation of work groups Support the Policy Committee in obtaining outside resources. Assisting in the preparation of legal and policy briefing documents Apply lessons-learned to change and evolve how SWWT moves forward Provide staff support for Policy Committee and its work groups in maintaining a transparent function and administrative documentation. Staff support includes finding and confirming meeting location, preparing and organizing date of meetings, confirming membership attendance, preparing an agenda and any needed supplemental information, summarizing actions taken, posting information to the website and completing any follow up. . Operation of Watershed Action Teams. Currently there are two Watershed Action Teams, one for the Kinnickinnic River Watershed and one for the Menomonee River Watershed. Each of these WATs has two co-chairs. It is difficult to estimate the number of meetings and the number of work groups until the Watershed

Restoration Plans are drafted. These committees will determine their own level of activity. For the purpose of estimating work effort, 6 meetings per year for each WAT is reasonable. This is a total of 12 meetings per year. Specific work efforts anticipated are: Membership recruitment and support Identify specific issues and priorities for watershed Work with and support technical team members Support WAT Co-Chairs to facilitate communication with the Trust and its Committees Prepare briefings for the ESC, Science and Policy Committees Apply lessons-learned to change and evolve how SWWT moves forward Provide staff support for Watershed Action Teams and its work groups in maintaining transparent functioning and administrative documentation. . Staff support includes finding and confirming meeting location, preparing and organizing date of meetings, confirming membership attendance, preparing an agenda and any needed supplemental information, summarizing actions taken, posting information to website and completing any follow up.

ESC: 48 Science: 6 Policy 18 WATs 12 Total 84 meetings. The effort for meetings varies from 4 to 20 hours depending on type of meeting. Using an average of 12 hours per meeting: 84 x 12 = 1008 hours or half an FTE. The special works efforts will, even if completed by consultants, will require 1000 hours or half an FTE.
