Let s m m thank you, profusely for undertaking this exercise on such a issue e w here there is no unanim ity. 2. The G untur Branch com ents/view m s/suggestions to offer. has the follow ing

a)

The subject of all India seniority and all India transferability w ere discussed and dealt at length few years ago and w as shelved as im practicable by the Board itself. the regional disparities in-prom otions w ould invariably invite litigations and w ould lead to m ess-up the issue further than to solve.

b) The all India seniority subject is brought fore again just to solve

D ifferences in the m ber units of AICEIA w em ould surface on the controversial subject and w ould lead to a situation w here the existence of AICEIA w ould be at stake. up a controversial subject w here there are differences, w ould give opportunity to the Board to pit AICEIA against its m bers. em

d) The AICEIA represents only a third of the cadre, therefore taking

e) For a problem lim ited to certain regions an all India solution is not possible. Therefore a specific solution is to be found pertaining to the identified regions. f) The cadre cannot be com pared to other cadres w have the all ho India seniority. The post of an inspector is a sm one and his all lim have to be draw confining to the boundaries of a state, its n at the m ost.

g) As decided by the Board this is practicable only from 2004

onw ards. N othing should be done to disturb the existing structure as it w ould bring out tsunam of litigating issues w i hich w take aw ill ay our energies and im erse us in a sea of m litigations w hich is very m uch avoidable.

h) W have enough no. of issues pertaining to the cadre w e here there is unanim of opinion, w better concentrate on those ity e issues than on the issues w hich divide us. i) If this issue is allow to take centre stage the Board w have ed ill an excuse to further delay Cadre Restructuring w hich is already a delayed and truncated one. Let us not allow ourselves to play into the hands of the people w are bent upon striking at our beleaguered unity. Lets us be ho vigilant and rem ain aw ake against such attem pts.
