INTRODUCTION OF DIPP Sr. No. 1

The Department of Industrial Policy & Promotion was established in 1995 and has been reconstituted in the year 2000 with the merger of the Department of Industrial Development. Earlier separate Ministries for Small Scale Industries & Agro and Rural Industries (SSI&A&RI) and Heavy Industries and Public Enterprises (HI&PE) were created in October, 1999. With progressive liberalisation of the Indian economy, initiated in July 1991, there has been a consistent shift in the role and functions of this Department. From regulation and administration of the industrial sector, the role of the Department has been transformed into facilitating investment and technology flows and monitoring industrial development in the liberalised environment. The role and functions of the Department of Industrial Policy and Promotion primarily include: Formulation and implementation of industrial policy and strategies for industrial development in conformity with the development needs and national objectives; Monitoring the industrial growth, in general, and performance of industries specifically assigned to it, in particular, including advice on all industrial and technical matters; Formulation of Foreign Direct Investment (FDI) Policy and promotion, approval and facilitation of FDI; Encouragement to foreign technology collaborations at enterprise level and formulating policy parameters for the same; Formulation of policies relating to Intellectual Property Rights in the fields of Patents, Trademarks, Industrial Designs and Geographical Indications of Goods and administration of regulations, rules made there under; Administration of Industries (Development & Regulation) Act, 1951 Promoting industrial development of industrially backward areas and the North Eastern Region including International Co-operation for industrial partnerships and Promotion of productivity, quality and technical cooperation. Department of Industrial Policy & Promotion is responsible for formulation and implementation of promotional and developmental measures for growth of the industrial sector, keeping in view the national priorities and socioeconomic objectives. While individual Administrative Ministries look after the production, distribution, development and planning aspects of specific industries allocated to them, Department of Industrial Policy & Promotion is responsible for the overall Industrial Policy. Department of Industrial Policy and Promotion monitors the industrial growth and production, in general, and selected industrial sectors, such as cement, paper and pulp, leather, tyre and rubber, light electrical industries, consumer goods, consumer durables, light machine tools, light industrial machinery, light engineering industries etc., in particular. Appropriate interventions are made on the basis of policy inputs generated by monitoring and periodic review of the industrial sector. The

Department studies, assesses and forecasts the need for technological development in specific industrial sectors. On this basis, it plans for modernization and technological upgradation of the Indian industry so that, it keeps pace with the international developments in industrial technology on a continuing basis. The Department is also responsible for facilitating and increasing the FDI inflow in the country. Foreign Investment Promotion Board (FIPB), now located in Department of Economic Affairs, Ministry of Finance, provides a time bound, transparent and pro-active FDI regime for approval of FDI investment proposals. The Department also plays a pro-active role in resolution of the problems faced by foreign investors in implementation of their projects through Foreign Investment Implementation Authority (FIIA), which interacts directly with the Ministry/State Government concerned. The Department is responsible for encouraging acquisition of technological capability in various sectors of the industry through liberal foreign technology collaboration regime. Foreign technology induction is facilitated both through FDI and through Foreign Technology Collaboration (FTC) agreement. FTC agreements are approved either through the automatic route under the delegated power exercised by the RBI or by the Government. In tune with its role as a facilitator of industrial development and investment, the Department plays an active role in investment promotion through dissemination of information on investment climate and opportunities in India and by advising prospective investors about licensing policy and procedures, foreign collaboration and import of capital goods etc. The information about policy and procedures is also available at internet website (http://dipp.nic.in) of the Department. Department of Industrial Policy and Promotion is also responsible for Intellectual Property Rights relating to Patents, Designs, Trade Marks and Geographical Indication of Goods and oversees the initiative relating to their promotion and protection. These include the outlining of policy and its implementation through the Office of the Controller General of Patents, Designs and Trade Marks. It promotes awareness regarding protection of the Intellectual Property Rights inherent in industrial property in conjunction with the World Intellectual Property Organisation (WIPO) and apex industry organisations apart from similar initiatives involving regional industry associations. It also provides inputs on various issues relating to the Agreement on Trade Related Aspects of Intellectual Properties (TRIPS) related to World Trade Organisation (WTO) in these fields. The Department undertakes technical cooperation programmes with the World Intellectual Property Organisation (WIPO),

Geneva for the modernisation and upgradation of intellectual property administration relating to patents, designs, trademarks

and geographical indications and the organization of Human Resource Development and awareness generation activities in the country. The Department is the nodal point for the promotion of productivity in the industrial sector. It undertakes programmes of technical cooperation with the Asian Productivity Organisation (APO), Tokyo by sourcing experts to advise on productivity related projects and by deputing officials from the private and public sector to programmes conducted by the APO in the industry, agriculture and service related sectors. It also promotes the adoption of quality standards relating to the ISO 9000/ 14000 series through the accreditation services provided by National Boards for Certifying Bodies and Auditors and Trainers under the Quality Council of India, which has been certified by international accreditation bodies. International cooperation for industrial partnerships is achieved through both bilateral and multilateral arrangements. At bilateral level, in addition to being nodal Department for Indo-Swedish, Indo-Libyan, Indo-Hungarian and Indo-Belarus Joint Commissions, the Department is represented on joint commissions and joint working groups for promoting industrial, technical and scientific cooperation with select countries serviced by other Ministries/Departments. Similar initiative is also in place with the European Union. This Department is the nodal agency in the Government of India for various instruments of the Asia-Invest Programme of the European Commission. This Department also coordinates with apex Industry Associations such as FICCI, CII, ASSOCHAM in their activities relating to promotion of industrial cooperation and to stimulate foreign direct investment into India besides participating in the Joint Business Councils and other interactive sessions organised by FICCI, CII and ASSOCHAM etc. Department of Industrial Policy and Promotion is the nodal Department in Government of India for coordinating and implementing programmes with United Nations Industrial Development Organization (UNIDO) in India. UNIDO is a specialised agency of United Nations with a mandate to act as the central coordinating body for industrial activities within the United Nations system. India has been an active Member of the Organization since its inception. Under the country service framework, UNIDO’s activities in India are primarily focussed in the fields of strengthening competiveness of the industry through technology upgradation, promoting investment and promoting cleaner and environmentally substainable technologies. With liberalisation of the industrial licensing regime, only 6 categories of industries require industrial licensing under the Industries (Development and Regulation) Act, 1951. These sectors have been kept under compulsory licensing considering their significance from environment, public safety and strategic considerations. All industries, which do not

require an industrial license, are required to only submit an Industrial Entrepreneurs’ Memorandum (IEM). The Department monitors the industrial sector through information on Industrial Entrepreneurs’ Memorandum (IEM), Letter of Intent (LOI) , Foreign Collaboration (FC) approval and inflows and industrial production returns. The Department also coordinates the progress of ‘infrastructure sectors’ approved for investment/technology transfer, promotion of private investment including foreign investment in the infrastructure sector. The Department also compiles sectoral policies, strategies and guidelines on infrastructure sector. The Department administers the following Central Legislations through its attached/subordinate offices and statutory organizations: a. The Explosives Act, 1884, and the Inflammable Substances Act, 1952, is administered through the Office of the Chief Controller of Explosives. b. The Salt Cess Act, 1953 is administered through the Office of the Salt Commissioner. c. Central legislations relating to Intellectual Property Rights (IPR’s), namely, the Patents Act, 1970, the Trade and Merchandise Marks Act, 1958 and the Designs Act, 2000 and their associated rules are administered through the Office of the Controller General of Patents, Design and Trademarks (CGPDTM). A new legislation on Geographical Indication of Goods has been enacted and will be brought into force. d. The Indian Boilers Act, 1923 is administered through the Central Boilers Board, which is a statutory authority. Enforcement of this Act is the responsibility of both the State and Union Governments since the subject “Boiler” is listed in the concurrent List of the Constitution of India. Balanced regional development through locational dispersal of industries has been one of the principal objectives of the successive Five Year Plans and Government’s Industrial Policy. The Industrial Policy of 1991 aims, interalia, to spread industrialization to backward areas of the country through institutions, appropriate initiatives and infrastructure investments that would facilitate private investment. The Department also promotes industrial development of industrially backward areas through its various schemes and incentives and the new Industrial Policy Package for the North Eastern region, Jammu & Kashmir, Himachal Pradesh and Uttaranchal is step in that direction. The Department of Industrial Policy & Promotion is the nodal agency for development of industries through research and development institutions. It is also taking initiative for enhancing competitiveness of indian industry through its upgradation of Industrial Clusters and Technology Modernisation Scheme, to be implemented in the 10th plan period.

However, the Preliminary examination will include questions related to General Knowledge, General Science including questions on quantitative aptitude besides scientific OR engineering questions.

(6) EXAMINATION CENTRES The both, preliminary & main exam will be held on the same day on Sunday, the 2nd January, 2011 at 17 Centres spread all over India, as specified below: Bangalore, Bhavnagar, Bhopal, Bhubaneshwar, Chandigarh, Chennai, Delhi, Hyderabad, Jammu, Jamshedpur, Jorhat, Kolkata, Lucknow, Nagpur, Pilani, Pune and Thiruvananthapuram. A candidate may opt for any one of the above centres. No request for change of centre would ordinarily be entertained. The candidates may note that every efforts will be made to assign the centre of their choice, but, office reserves the right to assign different centre to a candidate whenever circumstances so warrants. The centre & date of Examination as mentioned above are liable to change at sole discretion of the authority. If sufficient number of candidates do not opt for any of the above centre, that particular centre may stand deleted from the above list Or otherwise also, the concerned candidate may be allotted another centre nearest to the their place of residence, at the discretion of the authority..

(7) ELIGIBILITY CRITRION: (a) Essential Qualification: (i) Minimum Educational Qualification: Masters Degree in Physics/Chemistry/Bio-Chemistry/Microbiology/Molecular Biology/Bio-Technology/BioPhysics, OR Bachelor Degree in Engineering/Technology of a recognised University or equivalent. However, the examination will be conducted in the disciplines as mentioned in paragraph 4 above. (b) Desirable Qualification: During finalization of the result, the candidates possessing following desirable qualification will be given due weightage by the DIPP as per the scheme as mentioned below: (i) Research experience. (ii) Degree in Law from a recognized University or equivalent (iii) Certificate/Diploma from a recognized University/Institute in a foreign language like German, French, Russian, Spanish etc. Weightage for desirable qualifications The weightage for desirable qualification as mentioned above will be given to the candidates as per the scheme given below. (8) AGE LIMIT & RELAXATION: (i) A candidate must have attained minimum age of 21 years and must not have attained the age of 35 years

on the last day of receipt of the application (relaxable for Government Servants upto 5 years in accordance with the instructions or orders issued by the Central Government).. The upper age limit is relaxable up to 5 years for candidates belonging to SC/ST categories, 3 years in the case of OBC (NCL) categories and 10 years for candidates belonging to physically challenged categories in accordance with the instructions or orders issued by Central Government from time to time. Note: Date for determining the age limit shall be Tuesday, the 19th October, 2010. (ii) Before applying for fee concession/age relaxation and applying against reserved category, please ensure that your caste is listed in the central list of Govt. of India. The SC/ST/OBC (NCL) must ensure from the competent authority issuing the caste/class certificate that their communities are enlisted in the common central list of Govt. Of India and not in the state Govt. List. Candidate must ensure that caste/class certificate has been issued by the competent authority of Govt. Of India in the form given in Bulletin/website at Appendix-III ( for SC/ST candidate) , Appendix –IV ( OBC(NCL) candidate or Appendix–V ( PC(OH) candidate). (iii) A Physically Challenged (only orthopedically handicapped with one/both leg affected) candidate, should submit an attested copy of certificate about being Physically challenged, from Government Hospital/Medical Board(duly attested by the Gazetted Officer) alongwith his/her application form and will also bring the same at the time of the test. Note. 1. There will be 33% (i.e. 1/3rd) negative marking for every wrong answer in the preliminary (screening) examination. 2. Both the question papers (Sl. No.1 & 2 above) will be printed in English and the candidate will require to answer both the papers in English only. 3. All the candidates are required to appear in both, preliminary and main test. The Preliminary Test will serve as screening test only. In order to apply Online the candidates are required to download Bank challan Proforma from the above website and then deposit the requisite examination fee in any of the CBS branch of INDIAN BANK through out the country within the closing date and time. The examination fee for both Offline & Online application is mentioned in para 10(a & b) above. Sr. No. (7) SELECTION PROCESS / SCHEME OF TEST: The Examination shall comprise 2 papers. Paper I shall be a MCQ type screening test only. Paper II shall be descriptive type where a candidate shall be required to attempt short answer type questions. Paper II shall be evaluated in case of only those candidates who obtain a minimum cut-off as fixed by the Authority. Generally, in each category, Paper-II shall be evaluated for about

10 times the number of vacancies in each category; subject to the condition that these candidates meet the minimum standard fixed. Final Merit shall be prepared on the basis of Marks obtained in Paper II and scored added for desirable qualifications as notified in the advertisement. PAPER I Time: 2 Hrs. Timing 10 AM to 12 O’ Clock This paper shall be of 2 hours duration and shall have a maximum of 100 marks. All the questions are compulsory. No Sectional Cut-offs. Part ‘A’ of paper I shall contain 25 General Knowledge, General Science and Quantitative Aptitude questions. These questions shall be common to all subject areas of the Examination. Each question shall be of one mark. Part ‘B’ of Paper I shall have 50 questions. Each question shall be of one and a half mark. INSTRUCTIONS TO BE FOLLOWED BY THE CANDIDATE WHILE APPEARING IN THE TEST

sheet/cover page of Question Booklet before writing on the answers in your own interest. 2. The Answer Sheets of Preliminary Exam will be supplied separately with the Test Booklets. The Answer Sheet together with Test Booklet of Preliminary Exam and the Question Booklet of Main Exam must be returned to the invigilator before leaving the examination hall. 3. The answers to questions of Main Exam are to be written in blank sheets provided at the end of the questions in the question booklet. This blank space should not be used to write any extraneous material or your Roll No. Or name etc. If you disregard these instructions, you are liable to be disqualified for this examination. 4, In Main Exam, please read the instructions carefully on title page and attempt only the required number of questions. In case, the candidates attempt more than the required number of questions, than only the first required number of questions will be evaluated. 5. USE OF ANSWER SHEET PROVIDED FOR PAPER I 1. Answer sheet will be provided separately with the test booklet of Preliminary Exam for marking correct responses. It is printed on both sides. The answer sheets have been devised to convert the answer given by the candidate directly into computer data. The candidate must follow the under mentioned instructions for filling up the answer sheets. Please check that the answer sheet is clearly printed and does not have smudge mark. Also, that it is not torn or mutilated. In case, it is found the same may be replaced in the beginning a) Side-I of the answer Sheet consist of space for filling up the particulars of the candidate, such as, name, address, signature and date, by the candidate. He/she is also required to indicate the Serial number of the Test Booklet supplied to them along with the answer sheet. Candidate is advised to fill in side -I using BALL POINT pen only. It also contains the detailed instructions as to how the answers are to be marked on the side - II of the answer sheet.

b) Side-II of Answer Sheet consists of two portions. In the top portion, the candidate is required to fill in their roll number; centre, subject and set code. In the bottom portion, the questions progress from top to bottom. Candidate is advised to mark the correct response to the questions in the boxes containing answer number from 1-4 and provided alongside each question. Candidate is advised to fill in side -II using dark HB pencil only and attempt only the required number of questions. 2. Fill in each intended answer carefully and completely to cover the appropriate circle with a dark mark as shown in the sample illustration. Light or partial marks may not be read properly by the scoring machine. Do not make any rough calculation/scribbling on any side of the answer sheet. Completely erase any error or unintended marks. You may use blank page provided in the booklet itself for your rough work for calculations, 3. Mark one answer to each question only, i.e., no question should have more than one mark in its answer column. If you put in more than one mark in any column, or having erroneously done so, have not completely erased the second mark, the computer will reject your answer to the question and no score will be awarded to it. 4. In order to avoid mistakes, which may make scoring by computer difficult, the candidate is advised to follow the instructions, which will be given on the Test Booklet, and also on the answer sheet. The candidate is advised to familiarize himself/ herself with the sample answer sheet given in this Information Bulletin.In case does not follow instructions properly then that particular answer scripts shall not be evaluated at all.. 5.
