CHAPTER 5 SEAMANSHIP

USE OF ZODIAC Official use of zodiacs is authorized at any time. OICs/OOW/SWK shall insure that: all prevailing circumstances such as weather, visibility and urgency are taken into consideration before authorizing the use of the zodiac, a maximum of six personnel, including the Coxswain, is carried, the boats Coxswain is fully qualified and briefed, all necessary equipment is carried in accordance with SSOs, and communications are established and maintained. Recreational use of the zodiac is authorized and may be granted by OICs between sunrise and sunset. In addition to the considerations of the previous paragraph, the zodiac is to remain within sight of the ship at all times and carry a maximum of four personnel (including Coxswain). LAUNCH AND RECOVERY OF SEABOAT Rigid Hull Inflatable Boat Davit. The D2500S SOLAS boat-handling davit has been designed to launch and recover rigid hull inflatable boats in heavy seas. The davit is rated for a safe working load of 11,340 kilograms up to sea state 5. Mechanical swing stops are installed permitting a 270 swing of the davit assembly. A 90 arc at the stern of the vessel (45 either side of the vessels centerline) is not accessible to the davit. The maximum radius of the davit is 6.1 meters The davit has a swing rate of approximately 1 revolution per minute (rpm). Hydraulic Power Unit. Hydraulic pressure is supplied by a 15 HP hydraulic power unit (HPU), which is driven by a 440 V, 3-phase electric motor. The HPU features a pressure compensated, variable displacement axial piston pump which delivers 0.372 liters per second at 17,237 kilopascals. A pressure compensated relief valve maintains system pressure. The 144 liter hydraulic reservoir forms the davit pedestal and is fitted with a sight level gauge and thermometer. An oil heater is installed for use in cold weather conditions. Oil is returned to the reservoir through a 20-micron filter. Emergency System. The davit is equipped with an emergency operating system which facilitates the use of the hydraulically controlled functions in the event of loss of power. The system comprises an accumulator, hand pump, control valve and pressure gauge. the accumulator is pressurized when hydraulic power is applied to the davit and remains pressurized until accessed by the emergency ball valve the hand pump is used to recharge the accumulator during emergency operation.

Winch. The winch is equipped with an adapter, which allows for manual cranking of the winch drum during powerless recovery of the load. This is achieved using 38 mm wrench or socket ratchet. Swing Drive. The swing motion of the davit is provided by the slew drive which consists of a hydraulic drive motor, worm drive and swing bearing. The worm drive has been designed to ensure multiple gear teeth of the swing bearing contact the worm drive at all times. Hydraulic pressure from the control valve activates the drive motor which turns the worm drive rotating the swing bearing causing the davit to turn left or right. Dual counterbalance valves hydraulically lock the drive motor until it is activated. Controls. The primary controls required to operate the davit and an accumulator pressure gauge are located at the control station on the rotating portion of the pedestal. The control valve consists of three sections and distributes fluid pressure to the swing boom and winch systems. A remote electrical control console is supplied with 7.62 meters of cable, which when connected to the electrical junction box provides for remote control of the davit. LAUNCH OF SEA BOAT PERSONNEL:a. 1 I/C Boat Deck (minimum QL5/OL2 ORCA qualified Boatswain) b. 1boat coxswain c. 1 bowsman d. Minimum 1 line handler wearing hard hats. EQUIPMENT:a. Hardhats for all personnel evolved in the launch/recovery. b. Belly pack for crane c. Hazardous Duty Life Jackets and Mustang floater jackets or approved PFDs for boats crew. d. PRC for Boat deck I/C and boat coxswain. e. Whip control line f. 2 Lifelines g. 2 steadfast h. kayak helmets for boats crew BOATS CREW: Upon hearing the pipe for rescue stations for boats crews and lowers close up for launching of the sea boat, CBM will proceed to bridge and pick 2 PRCs and proceed to boat deck and commence getting the sea boat ready for launching. The Buffer will direct three students to don hard hats and start clearing away the boat. Boat Coxn will proceed to flag deck and ensure that the lifelines and whip control line are in place and toss them over the brow so they are hanging from crane over the boat.

NOTE: Upon hearing the pipe Radhaz safe, this is the order for the boat deck I/C to bring the boat to deck level. The boat coxn will direct the crane operator unhook the crane from the sea position and direct the crane until it is over the centerline of the ship. One of the three extra students will take control of the whip control line to stop the headache ball from swinging around. The I/C of the boat deck will bring up the boom so its at a 60-degree angle. This is done to ensure that the boom safely wings clear of the port funnel. Once the boom is at a 60-degree angle the crane operator will whip down the ball until its over the lifting strop of the boat. At this time the boat coxn will connect up the hook to the lifting strop. The I/C of the boat deck will ensure that all personnel are wearing hard hats. The boats crew and two students will man the steadfasts. The I/C of the boat deck will report, WHIP UP . The boat will be whipped up until the bottom of the skeg on the outboard is 6 feet off the deck. The boat deck I/C will report AVAST SLEW LEFT As the crane operator slews the boat out to the port side the boats crew and students are steadying the boat for and aft. Once the boat is slewed out and is sitting fore and aft hanging from the hook the boat deck I/C will report AVAST BOOM DOWN While the boom is coming down the boat crew and line handler will help guide the boat over the guardrails. Once the boat is over the guard rails and at deck level the boat deck I/C will swing the boom right until the boat is tight against the ship side at the broken guard rails., and is at deck level. On hearing the pipe from the bridge launch the sea boat, launch the sea boat, the boat deck I/C will report, man the sea boat The boat crew mans the sea boat, At this time the Buffer becomes the boat coxn with one student acting as the Bowsman. Once the Buffer is in the boat the engineer becomes the I/C of the boat deck. The boat coxn will report, ready in the boat whip down. On hearing this the crane engineer/crane operator will report, whip down As soon as the boat hits the water and the weight comes off the hook the boat coxn reports SLIP. The bows man will slip the hook by pulling on the lanyard. The student on whip control line will heave in on the line and the engineer/crane operator will whip up ensure that the hook and ball are clear of the boat crew. The boat coxn will drive up on the boat rope and have the bowsman release the boat rope and carry on with the boat operation. RECOVERY OF THE SEA BOAT Once the man is recovered the boat coxn will await the signal for the engineer to signal him in. He will come in on the port side drive up onto the boat rope and have the bowsman hook up and then fall back on the boat rope until the boat is under the crane. When he is in position he will report, Ready in the Boat. On hearing this the crane operator will have the student on the whip control line ease it our where the boat coxn will report hooked on ready in the boat.

On hearing this the crane operator will report Man your lifelines, whip up. He will whip up the boat until it is at deck level and report Clear the boat The boat exits the boat removes the casualty. At this time the Buffer becomes the boat deck I/C. He will report Boom out the crane operator swings the boom out until the boat is fore and aft hanging from the hook. The boat deck I/C reports Avast boom up. Once the boom is at 60 degrees he will report Avast boom in The crane operator booms in and the students and boat crew help to steady the boat while it being slewed on deck. Once the crane is fore and aft over the center line he the I/C will report Avast The I/C/ will report Whip down. The crane whips down and the boat is lowered into its cradle and secured for sea. Once the boat is on deck the I/C will report to the bridge that the sea boat is on deck and the ship is free to manoeuvre Boat is secured for sea and the I/C reports to the bridge and OOW that the sea boat is secured for sea and ready for rescue. ANCHORING PERSONNEL:a. 1 I/C Cable Party (minimum QL5/QL2 ORCA qualified BOATSWAIN) b. 1 cable worker EQUIPMENT:a. Two hard hats b. 2 sets of safety glasses c. PRC d. Clutch handle e. Windless controller f. Small sledge hammer g. Pry bar h. Hose for anchor built-in wash down system 1. Flash light Fitted Equipment A Pool TW type 270 kg high holding anchor is mounted in the anchor pocket on the starboard side between frames 28 and 29. The anchor is connected to 165 meters of 17.5mm U2 stud link chain (541 feet or 6 shackles) and is raised and lowered using the VRC 11000 vertical anchor windlass. A chain stopper is installed at the mouth of the hawse pipe on the raised main deck. The hawse pipe is equipped with a built-in wash down system for washing the anchor and chain upon recovery. The deck locker is located on the starboard waist at frame 9 and is equipped with stowage racks for storing hawsers, mooring and towing lines and equipment required to support anchoring, mooring/berthing operations.

Vertical Windless Details The VRC 11000 vertical anchor windlass is located to port of the centerline at frame 28. A hatch to the port side of the windlass leads to the chain locker below. The anchor chain is fed from the chain locker, through a hawspipe to the deck level and to the anchor pocket on the starboard side of the vessel. The windlass is powered by an electric motor through a single stage drive reduction and has a recovery speed of 12 m/min. The windlass consists of a single gypsy and a single capstan mounted on a stainless steel drive shaft supported by low friction bearings, mounted on a bronze base plate. The capstan is keyed directly to the drive shaft and the gypsy is driven through the windlass clutch. The chain gypsy can be free wheeled by inserting the clutch handle into the capstan head and disengaging the clutch. The brake band is then used to control the run of the anchor and chain. WARNING: The winch must be motionless whilst the windlass clutch is engaged or disengaged.

PROCEDURES FOR GOING TO ANCHOR On hearing the pipe for Special Sea Dutymen, cable party close up proceed to the forward cabin and ensure the power in on to the capstan on the power panel at the bottom of the escape ladder.

Ensure power is on to capstan controller. Plug in hand held controller for capstan. Ensure break in on. Disengage clutch on capstan using clutch handle and inserting into clutch slot located top of the capstan. (you may have to heave in or veer to allow the capstan clutch to disengage from the of the gypsy). Fully disengage the capstan from the top of the gypsy to ensure gypsy is free for running. Cable I/C reports to bridge that the anchor is ready for letting go ridding on the break and chain stopper. Upon hearing that the ship is one cable back from the anchorage position lift the chain stopper; chain stopper is installed at the mouth of the hawse pipe on the raised main deck. Cable I/C reports to the bridge anchor is riding on the break ready for letting go. At the 1 cable mark cable I/C will ensure that cable party is wearing eye protection. Upon hearing the command LET GO from the bridge Cable I/C shouts OFF Break cable worker releases break and the anchor pays out under control using the break to control the speed of the anchor cable paying out from the cable locker around the gypsy. Cable I/C reports to the bridge every time he sees a shackle mark passes around the gypsy. The report is 1,2,3 ect shaclkes on deck If the bridge wants Cable I/C to snub the cable at a particular shackle on deck he will order the cable worker manning the break on break at the particular shackle mark the OIC/2IC wanted to snub the cable at. The cable I/C will report to the Bridge 1,2,3 etc shackles snubbed on deck sir The cable I/C will report the state of the anchor cable to the bridge. Cable I/C reports cable grows up and down, cable grows short stay fwd/port/starboard/cable grows around the bow/ cable grows long stay forward/port starboard. Bridge will order let go pre determined number of shackles on deck. Cable I/C will report off break cable worker will release break and pay out the cable under control to the required amount of cable in on deck. Once the cable I/C sees the appropriate cable marking he will report on break and report to the bridge 1,2,3, etc shackles on deck NOTE: Cable I/C must ensure that shackle mark is located around the gypsy and the lugless joining shackle is a position inside of the cable stopper. This will allow the cable I/C to break the lugless joining shackle, and leave the anchor on the seabed if the ship experiences problems with anchor windless. The cable I/C will continually report the state of the cable to the bridge. Once he sees that the ship has her anchor he will report to the bridge ship has her cable Bridge will secure the cable party and have the cable watch report the state of the anchor cable every 15 minutes. Cable I/C will ensure break is on and engage the clutch. Cable I/C will order off break veer/heave in handsomely the cable I/C will middle the weight between the chain stopper and the break. Once the weight is middles between the break and the chain stopper cable I/C will report on break Cable I/C will report to the bridge 1,2,3 etc shackles on deck anchor is middled between the break and chain stopper ready for letting go. Permission to

secure the cable party. OIC/2IC reports secure cable party. Once the cable party is secured by the bridge the cable I/C will disengage the capstan in case the ship has to pay out more cable on short notice. Cable party I/C secures the cable deck and turns over the state of the cable to the cable watch and briefs them on when the bridge wants the state of the cable reported usually every fifteen minutes. Ship is at anchor and cable watch will remain closed up for the duration of the anchorage, reporting the state of the anchor every 15 minutes to the bridge which is also manned for the duration of the anchorage. Procedures for weighing anchor Upon hearing the Pipe Special sea Dutymen cable party close up cable party I/C will ensure power is on the capstan winch. Cable party will report to the FX and get a turn over from the cable watch on the state of the anchor. Once he has got a turn over from the cable watch he will report to the bridge cable party is close up and ready to weigh anchor Bridge will report, weigh anchor cable I/C will engage clutch and report; off break heave in as soon as the weight of the cable is off the chain stopper he will rotate the chain stopper off of the anchor cable and continue to heave in. The Cable worker will man the cable wash down hose and hose down the cable as is brought back onboard. The cable I/C will report every shackle mark to the bridge every time he sees a shackle mark pass around the gypsy to the bridge. Cable I/C will report to bridge as soon as the anchor is aweigh from the seabed and when the anchor is in sight. Once the anchor is at acockbill he will report, avast. At this time the cable I/C will ensure that the cable worker cleans any mud or debris off the anchor and the cable I/C will report the bridge anchor is clear. Once the cable I/C is happy the anchor is clear he will continue to heave in. The cable I/C will heave in the anchor until it is pulled fully into the anchor pocket then report. Avast on break NOTE: There is only one speed for recovery of the anchor cable on ORCA class vessels. The winch is designed to recover the anchor cable at rate of 12 meter per minute or 2.5 minutes per shackle. The cable I/C will ensure the chain stopper is engaged and the break is on. The cable I/C will secure the cable party and associated gear and report to the bridge, and the state of the anchor to the OOW. Cable I/C will report, OOW sir cable I/C anchor secured for sea riding on the break and cable stopper. OOW will report, very good. NOTE: When underway CBM must ensure that the capstan clutch is engaged at all times. With the capstan engaged this will ensure that the anchor will not release from the anchor pocket if the brake is accidentally released.
