Kummer, Chairperson Brooklyn Community Board 6 250 Baltic Street Brooklyn NY 11201-6401 Dear Chairpersons Granville and Kummer, The Dean Street Block Association would like to address issues surrounding the plans to lay broadcast and electric conduit across 6th Avenue to a Satellite Uplink Parking Lot on block 1128. The lot is located within the purview of our block association. Residential members of our block association live nearby and across the street. The site, originally two townhouses, was anticipated to be used temporarily as parking or construction staging at the time the project was approved in 2006. Only in 2010, following revision of the project plans, was this site additionally entitled an “Arena Broadcast Support Area.” Due to modifications of the Project Agreements in 2009, residents also currently remain inside the project footprint directly adjacent to the lot. We think making this change to the use of the area without either providing further information or consulting the community is unacceptable. If this lot is to be used temporarily as a “broadcast support” area, we have two major concerns about the plan. First, the adverse impacts of this lot should not exceed those of a parking lot; second, its impacts should be regularly monitored. We believe there is a higher risk of noise, disruption, and other environmental impacts generated by this new use from sources like generators, truck idling and activity on the adjacent sidewalk, than generated by a parking lot. Because it will not be a construction staging area, the regulations and oversight that apply to the satellite uplink parking lot are not clear. We do understand the community boards are reviewing only the installation of broadcast and electric conduit to implement the facility, and that electricity at the site may help lower the need for noisy equipment. Nevertheless, we ask you to request the following from the developer and arena management:

• A party and line of command, clearly identified to the community, responsible for education, continuous monitoring, and strict enforcement of the use of this lot, especially as concerns the use of noisy equipment and illegal truck idling. • A commitment that the sidewalk adjoining the lot will be kept clear for pedestrians at all times. • A commitment that screening will surround the lot, and that said screening will provide a pleasant visual buffer for residents. • Restoration of street trees on the perimeter of the lot, such as existed before the onset of the project. • A commitment to ensure the use of only directional lighting, which will prevent offsite light intrusion for nearby residents. In the near future we hope a permanent location for the Satellite Uplink Parking Lot can be identified where there is a lower risk of impacting residents. Thank you for your consideration.
