Responsibilities: ROLES AND RESPONSIBILITIES This is a regional role, which currently includes the following locations, but not limited to, Singapore, Malaysia, Hong Kong, and China. The Finance and Administration Manager (Accountant) scope of work includes, but is not limited to, the following areas: Manage Finance, Accounts and Company Taxes for OCG.
Proactively manage the accounting operations, costing, budgeting, and taxation for every location OCG and her subsidiaries to ensure compliance with the relevant regulations and financial reporting requirements.
Oversee accounting activities in accordance with the OCG policies and procedures for the issuance of financial statements and other reports as requested. Interface with corporate auditors in all payroll, tax compliance, accounting and administrative matters.
Handle and monitor the overall corporate governance and internal control of treasury functions. Effectively plan OCG’s cash flow and working capital to provide accurate and timely management information for decision making.
Manage all cash management functions including cash concentration and account funding. Ensure adequate liquidity for working capital needs and invest short-term excess cash. Manage inter-company cash, including inter-company lending, dividends and capital injections.
Consolidate OCG capital assets and expenditures, prepare operation budget & forecast, execute budgetary control and conduct variance analysis to ensure total expenditures are within budgeted amount or approved variance ratio.
Prepare monthly consolidated financial reports and analysis for every location that OCG and her subsidiaries operate in.
Manage credit control, invoicing & billing and international banking activities which include analysis of multi-currency implication on Profit & Loss.
Manage statutory company affairs
These include but not limited to new company incorporation, changes to company status, application or renewal of related licenses and permits, and etc.
Involvement in ad hoc projects relating to assessment of ROI Projections, new accounting standards and regulatory requirements.
Establish corporate and business strategy & implement work practice standards that follow applicable corporate policies and procedures to improve cost efficiency or productivity.
Manage administration matters These include but not limited to:
Develop and periodically review administrative & payroll policies, procedure and system. Administer staff salaries, reimbursements, statutory payments, insurance premiums and any other HR related matters;
Manage supplier - This includes sourcing and negotiating for the most competitively priced suppliers, and conducting audits to ensure quality;
Interpret operating results as they affect the financial aspect of the organization and make specific recommendations, which will result in cost reduction and profit improvement.

Qualified applicants will currently possess a Bachelor’s degree in Accounting / Finance. A professional qualification such as ACCA, CIMA, ICAEW or CPA is an advantage.
Experienced applicants who currently possess no less than 8-10 years of regional experience covering Singapore, Malaysia, Hong Kong and China Proven ability to work in a fast pace and vibrant environment. The position requires high efficiency and effectiveness

REPORTING RELATIONSHIP The Finance & Admin Manager (Accountant) reports to the Chief Executive Officer (hereinafter refer to as “Supervisor”) He / she has one direct report and with an outsourced partner in China and Operations Manager in each country
FREQUENT INTERACTS The Finance & Admin Manager (Accountant)will work closely with colleagues in all companies and offices of Optimal Consulting Group Pte Ltd (hereinafter refer to as “OCG”)
