Attendance The following Directors were present: Tom Byrne, Kathleen Connor, Michelle Todorov, Sandy Nolan, Clem Tulley and Judy Nakdimen. (Kathy Baldwin was excused). Also present were Joe Poma, Property Manager, Ken Wiewiora, Maintenance Superintendent, and Shannon Crowley, Administrative Assistant. Approximately 12 Co-Owners were also present. Meet the Candidates Night: Prior to the regular meeting, the customary Meet the Candidates night was held beginning at 7:20 p.m. Election Committee Co-Chairman, Ray Parzych, introduced the candidates. The candidates who were present were given the opportunity to come forward to discuss their objectives and goals and answer Co-Owner questions. Three Director seats are up for election this year and three candidates submitted a rsum: Kathleen Connor, Judy Nakdimen, and Clem Tulley. The rsum of each candidate will be published in the May issue of the Herald, ballots will be mailed the week of April 20 and must be returned to the Clubhouse by 5:00 p.m., May 18. Following the speeches, the candidates took questions from the audience. Robert Armstrong asked if the candidates would come up with a plan to inspire more co-owner participation in the affairs of the association (i.e. committee involvement, attending board meetings etc.). He added that he felt that with the upcoming roong cost increases, the board should have a plan to diligently cut costs in other areas so that there wont be anything wasted. Clem agreed that there should be more participation from co-owners who havent been active in the past. He added that co-owners should treat the community as a business partnership, everyone doing their part to benet the whole. Betty Parzych asked if mailing the ballots was still necessary since there are no opposing candidates. Joe answered that, according to our bylaws and condominium law, we still had to proceed as usual by mailing the ballots and proxies. Robert asked if the ballots would have to be mailed or if they could be hand-delivered. He also suggested mailing postcards to the co-owners for them to pick up their ballots from the clubhouse because the cost of sending the ballots by mail is a waste of postage. Tom stated that there is a provision in the amended bylaws that would allow more exibility in the procedures, but as of yet those amended bylaws havent passed because of lack of participation from the co-owners. Tom asked Joe to check the bylaws to see how specic they are and if there is any wiggle room for an alternate way to distribute the ballots. Michelle also reminded that we need a minimum amount of participation to make the election a legal election. Joe added that the greatest response hes gotten for bylaws voting has been via the post ofce. Terry McNally asked what would be done if we dont receive the minimum number of votes back. Joe answered that, according to our corporate counsel, we would have to send them out again. Judy OConnor asked if delinquent co-owners were eligible to vote. Joe said that they have to be in good standing at the time the vote is tallied. Ray stated that all of that is taken into consideration when the ballots are counted. Solicitations: At last months board meeting, the board received complaints from residents regarding unsolicited advertising circulars being distributed on HLCA property, and Joe was working on getting the solicitation to stop. Joe said he was told by the Detroit Free Press representative that the only way a person can receive the YES Shoppers guide is by opting in to receive it. At this meeting, a gentleman spoke up and introduced himself as the newspaper carrier; he said that he is the person who has been distributing the advertisements in the complex. He explained that as part of his newspaper carrying contract, he is required to distribute the advertising circulars in the pink bags (including Meijer ads as well as other advertisers). The carrier stated that he is given a list of addresses from his employer, and is accountable to the employer that all the addresses on his list receive the circular. The carrier said that if someone lets him know that they dont want to 8 Clubhouse Committee Report: See page 20 Judy OConnor reported to the Board. Board Discussion: Michelle asked about the request for the additional hour on the clubhouse rental. Judy explained that typically if a co-owner is renting the clubhouse for the 7pm time slot, they are permitted to begin setting up at 6pm. The special request in the recommendation is for permission to begin setting up an hour earlier at 5pm. Board Action: Motion by Kathleen Connor, support by Sandy Nolan to accept the Clubhouse Committee Report as printed dated April 2, 2012 and accept their recommendations (1) Approve a $50.00 refundable deposit for use of audio-visual equipment by renters of the Highland Room. & (2) Approve request of additional hour for April 27 rental with a fee of $35.00. All in favor. Motion passed. Grounds Committee Report: See report on page 21 Ray Parzych Reported to the Board. Board Discussion: Ray asked Joe to elaborate on the completion of the Ironwood Court Berm. Joe stated that Plymouth Nursery built up the soil 6-10, which created a small berm, and planted a treeline of 15 alternating pine trees. (These are quick-growing trees). At the bottom of the berm facing the RV fence, the topsoil was seeded; facing Ironwood, the topsoil was covered in a cedar mulch. So far hes gotten very positive feedback from the residents. Ray suggested that some of the older trees surrounding the new berm that have overhanging branches be trimmed back to allow the berm to receive rain. Joe said the lower branches can be handled inhouse, the higher ones could be handled by Davey Tree. He added that some of the trees were already trimmed back to accommodate the berm project. Many of the dead trees are between Eddington and Dartmouth, and we have removed 4-6 trees from that area already. The trees behind Ironwood are alive, although unsightly. Those trees are handled as needed (i.e. if the pose risks of falling etc.) Ray asked if we are in violation of the local ordinance, (are we encroaching on the easement.) Joe said that Approval of Minutes: Minutes of the March 19, 2012 Regular Meeting of the Board of Directors; Minutes of the March 19, 2012 Executive Meeting of the Board of Directors Board Action: Motion by Judy Nakdimen support by Sandy Nolan, to approve and le the Minutes as presented. 4 in favor. 1 abstention. Motion passed. Minutes of the March 26, 2012 Audit Meeting Board Action: Motion by Kathleen Connor support by Sandy Nolan to approve and le the Minutes as presented. All in favor. Motion passed. receive the publication, he can remove that address from his list. Joe said that every time he receives an address of a vacant unit or someone on vacation, he contacts the Free Press rep to let him know so that the delivery there will stop and the complex doesnt look messy or cluttered. Joe added that some of the issue with the delivery is not only that the ads are unsolicited, but also that they are being carelessly strewn on the property. The carrier apologized and said that hes always tried his best to deliver the circulars directly to the porches, however some carriers who sub for him have been known to throw them carelessly on the walkways and lawns. He added that hes been delivering the papers since July, and have only had a few addresses requesting to be removed from his list. Joe asked if he could make a blanket statement saying that as a community we dont want the circulars on the property. The carrier explained that hes accountable to his employer and advertisers to ensure that the addresses on his list are delivered, however he doesnt want to deliver the circulars to addresses that dont want them. He added that he has had at least one co-owner approach him and ask to be added to the list. Kathleen said there may be some co-owners that do want to continue to receive the circulars. The carrier said that the co- owners that want to opt out need to contact him to let him know so that they can be removed on an individual basis. Joe said that he would contact the co-owners to verify whether they want to continue to receive the circular, and then notify the carrier. Vice President Michelle Todorov called the April 16, 2012 regular meeting of the Board of Directors to order at 7:55 p.m. 9 Property Managers Report: See report on page 17 Board Discussion: Ray asked Joe to remind the co- owners about the need for new boat stickers for 2012. Joe agreed that the boats must be registered for 2012 so that we have a record which boats belong to which unit in case there is any question about an unidentied boat. Its critical that you maintain that communication with the ofce. Board Action: Motion by Judy Nakdimen, support by Sandy Nolan, to accept Property Managers Report dated April 16, 2012. All in favor. Motion passed. Maintenance Report: See report on page 19 Discussion: In addition to the written report, Ken reported that there are still two paddle boats for sale from last season. Also, the Crystal Lake fountain clocks are set from 8:00a.m. - Dusk. If anyone notices anything different, please notify the clubhouse. Finally, the rst lawn fertilization for the season is scheduled for Wednesday, April 18th weather permitting. The second fertilization with the grub treatment will either be the week before or the week following Memorial Day. Ken noted that there has been a lot of broken glass outside of the dumpsters. Joe said that if anyone sees broken glass by the dumpsters, please notify him so he can have Waste Management come and clean up the mess. (Some is due to their faulty compactors on the trucks). Terry McNally asked if the area that is being treated for grub control will be re-seeded. Ken explained that during the rounds of maintenance and restoration of the lawn, well make every effort to get to as much as possible this year. The areas care was taken to insure that we are not in violation. He said that initially the plan had the project 5 from the RV lot, but was moved to about 12-13 in consideration of the power lines. Ray also mentioned that, regarding tree-planting, co-owners need to me mindful of the acceptable trees to plant, as well as submit a request to the Grounds Committee. Also, MISS DIG must be notied before beginning this kind of planting. Michelle requested that the Grounds Request form be included in the next issue of the Herald, (see page 22). Tom asked if the Grounds Committee was developing a plan for replacing the Eight Mile sign. Ray answered that he felt it would be best if the Vision Committee and Grounds Committee cooperate develop a joint plan for the Eight Mile sign. He added that at some point the Seven Mile sign should also be addressed. Board Action: Motion by Judy Nakdimen, support by Kathleen Connor, to accept Grounds Committee Report dated April 3, 2012. All in favor. Motion passed. Court Captain Committee Report: See page 23 Robert Armstrong reported to the Board. Board Discussion: Michelle asked if we would be publicizing the Community Garage Sale in any publications (outside of the Herald). Donna McNally said that she was waiting until Kathy Baldwin returns from her vacation to get that set up. Donna added that there would also be a yer in the May Herald as well as sandwich boards posted. Michelle asked Joe if we could run an ad in the local newspapers. Joe answered that the association could pay for the ad because it is an board-approved event. Board Action: Motion by Sandy Nolan, support by Judy Nakdimen, to accept Court Captain Committee Report dated April 5, 2012. All in favor. Motion passed. Herald Committee Report: See report on page 24 Marty Tingstad reported to the Board. Board Action: Motion by Judy Nakdimen, support by Kathleen Connor, to accept Herald Committee Report dated April 9, 2012. All in favor. Motion passed. Engineering Committee Report: See report page 25 Terry McNally reported to the Board. Board Action: Motion by Clem Tulley, support by Sandy Nolan, to accept the recommendations to approve the requests #1 - #4 on the Engineering Committee Report as printed dated April 11, 2012. All in favor. Motion passed. Finance Committee Report: See report page 26 Earl Smith reported to the Board. He stated that, because of scheduling conicts the date of the next Finance Committee Meeting has not been scheduled. Joe said he would ask Joyce Elvy to notify the members that Wednesdays is better for the treasurer, and conrm a meeting date of May 16th at 6pm. Board Action: Motion by Sandy Nolan, support by Kathleen Connor, to accept the Finance Committee Report as printed dated April 12, 2012. All in favor. Motion passed. 10 CoOwner Forum Donna McNally: Donna reported that the Community Garden held their rst meeting on April 14th. There will be about 8-12 gardeners again this year including some new-comers. The are will be ready for gardening to begin in Mid-May. Michelle Todorov: Michelle reported that the board approved to have the Community Social Committee paint lines on the basketball courts. A co-owner has offered to volunteer his time and service to paint the court lines; Community Social Committee will be providing the paint. Judy OConnor: Judy asked if the cyclone fencing around the tennis courts could be spray painted to give it a fresh look because it is looking rusty. Ken said that hes priced it out in the past, and it is an extensive, involved process (taking the fencing down, having it re-sanded and painted). At that time he looked at also replacing the cyclone fencing altogether, and that was turned down. (Approx. $10K at the time). Ken explained that the chain link for the tennis court is more expensive than the typical chain link fence. (smaller holes so the tennis balls cant pass through, heavier, plastic coated). Judy asked what is our percentage of delinquencies. Joe answered that we typically have 50 units delinquent on a monthly basis. Our foreclosures typically hover around 2.3%, and delinquencies around 3.5%, which is well below the national average for FHA. (Joe notes that 6% was a misstatement; The correct national average is 15%). Joe explained that FHA calculates delinquencies based on the number of delinquencies, not the dollar amount in default. Tom added that the Finance Committee reviews the open delinquencies, and it is discussed at every Finance Committee Meeting. Also, in closed session, the board at times uses the entire meeting time to discuss the accounts receivable balance and what can be done about it. He explained that as an association, we are gun-shy to be the foreclosing entity, because we dont want to be in a position of owning units and have to rent them out. We are currently pursuing some co-owners legally to collect the outstanding balances. Judy added that Joe has been extremely diligent in collection efforts. Joe added that it is a bit of a roller coaster some months, but in the scheme of condominium communities, Highland Lakes is doing very well. Romie Horton: Romie introduced himself as a new co-owner on Neptune Court. Regarding the bulk gas purchase that was discussed at the March 19th Board Meeting, Romie asked if it was approved. Joe answered that it had been approved and HLCA entered into a contract with Constellation Energy for the bulk gas purchase. Constellation Energy is a company that was purchased by Exelon Corporation, which is the nations leading supplier of natural gas. Most natural gas suppliers are quoting $4.99/mcf, we got a rate of $3.65/mcf for the year. Consumers Energy has recently said theyre going to cap their rate at $5.45/mcf (down from $6.23/ mcf). By making the switch to Constellation, we will save in excess of $100K. Joe reiterated that hes really done his homework on the bulk supplier and received bids from three competing companies because he had been burned in the past (in 2000 before the industry was deregulated). Joe added that, since this is a new endeavor, HLCA only entered into the contract for a year. The contract includes a buyout clause and a emergency release clause which would cause minimal damage should we need to switch back to Consumers. Romie asked if the board voted on where the surplus would be allocated (roof contract etc.). Joe explained that it hasnt been discussed yet because the savings hasnt been realized yet. (If the money was in front of us as a surplus, the board would be able to vote where to apply it; We dont know what the total savings will be yet.) Joe recalled that at the previous board meeting there was some discussion about how the savings will be applied; the board reassured the co- owners that it would be discussed at budget time. The Finance Committee will discuss it and the co- owners will know where its going. Joe speculated that if we nd that the costs for the roong project continues to accelerate, any surplus we have will likely be shifted to that capital improvement project to spare the co-owners an increase in assessments. that are not torn up will have a TruGreen one year warranty. Ray reminded that there is grass seed available in the tool room for anyone needing to reseed their lawn. Board Action: Motion by Sandy Nolan, support by Judy Nakdimen, to accept Maintenance Superintendents Report dated April 16, 2012. All in favor. Motion passed. 11 (Joe speculating; not speaking for the board). Tom said one of the reasons Joe was able to negotiate such a low rate is because of the quantity of gas consumption we do as an association. Tom added that the board is already considering that we may have to stretch out the roong project given this years quote. If we dont get money from some place else, or have a huge assessment increase, we will have to stretch out the roong project (based on this years costs). Tom stated that for the last several years, this board has continually voted to take any surplus coming from the operating budget and move it to the long term savings to support the roong project. Over 80% of the savings from the natural gas contract will occur in the next scal year. (2012/2013). Tom explained that when Joe draws up the budget for the next scal year, hell take into account the adjusted gas rate. Tom invited Romie to join the Finance Committee where these budgeting decisions are discussed in more detail. Jim Carlson: Judy OConnor introduced Jim as a new co-owner on Longwood Court. Jim said that he is an avid Pickleball player, and he asked if the tennis courts could be set up for pickleball. Jim explained that pickleball is a game for seniors, and it is played with a large wife ball and wooden paddles. The court is smaller than a tennis court. Jim said its been described as ping-pong ball on the tennis court. He said it would require just a few extra lines added to the court. Jim said he wanted to see which committee he needed to address about possibly getting the courts adjusted. Michelle encouraged him to discuss it with the Tennis Committee chairperson, Carol Shields, who is a neighbor of his. Michelle also welcomed Bill Halvangis, who is a new co-owner from Aqueduct Court. The Meeting adjourned at 9:00 p.m. 12 D D P a g e HIGHLAND LAKES CONDOMINIUM ASSOCIATION Board of Directors and Finance Committee - ANNUAL AUDIT MEETING MARCH 26, 2012 The Annual Audit Meeting of the Board of Directors and the Finance Committee of Highland Condominium Association was held at the principal office of the Association in the Township of Northville, State of Michigan, on the 26th day of March 2012.
The following Directors were present: Kathy Baldwin, Michelle Todorov, Kathleen Connor, Tom Byrne, Sandy Nolan, Clem Tulley and Judy Nakdimen. The following Finance Committee Members were present: Joyce Elvy, Robert Armstrong, Ralph Downey, and Earl Smith. Also present were Linda Strussione, Owens & Strussione, P.C.; Joe Poma, Property Manager, Sharon Englund, Bookkeeper and Shannon Crowley, Administrative Assistant.
President Kathy Baldwin called the meeting to order at 6:05 p.m. Kathy thanked Linda for her attendance, and her work in completing the audit report in a timely manner.
Treasurer Tom Byrne began the meeting by reviewing the audit report that was provided by Owens & Strussione, P.C.
AUDIT REPORT x OPINION REPORT Reflects that we have received a Clean Bill of Health according to CIRA Our bookkeeping was done correctly and bills paid on time. x BALANCE SHEET (Assets) Everything stayed in conformity The balance sheet reflected there had been an increase in the fixed assets. x STATEMENT OF INCOMES (Profit / Loss) There is a net loss in the reserve fund, which can be carried against future gain. There is net profit in the operation fund of $126,040. Linda noted that the Board could vote to keep all or a portion of it in the Operating Fund or move it to Long Term. x MICHIGAN TAX RETURN Actual vs. Annual. Linda noted that there has been a change to the Michigan Tax system as the MBT (Michigan Business Tax) was being replaced with the new CIT (Corporate Income Tax). The CIT went into effect beginning January 1, 2012. Therefore, there will have to be a 3 month return filed at the old rate (October, November, December 2011) and a second return filed for the new rate, (beginning January 2012). The new rate is a flat 6% before net operating costs. It will be based on the federal tax outcome. Linda stated that this amount must be included in next years budget. She stated the State of Michigan isnt allowing any cost carry forward, and recommended that we budget $1500 to cover the Michigan CIT. x STATEMENT OF CASH FLOWS No discussion. x NOTES TO THE FINANCIAL STATEMENTS Page 5: Linda pointed out that Footnote B Date of Management Review is a new required note this year. It states that the financial records were available for review through February 20, 2012 Page 6: Linda pointed out that Income Taxes Section has its own footnote this year. 13 D D P a g e She added that the NOTE D Explains the filing of the income tax. It notes that we are subject to the Michigan Business Tax and we are required to file a return, but there is no state tax due for the current fiscal year. x Linda reiterated that under the new CIT tax, we may or may not have to pay the tax, therefore it should be budgeted every year. Page 7: NOTE E Funded Reserves. This note states that the Association has conducted a study to determine the remaining useful lives of the components of common property and current estimates of costs of major repairs and replacements that may be required in the future. x We must update our format to include all Common Elements: o Useful Life (i.e. expected life of the element when it was new) o Estimated Useful Life (i.e. how much time is left on the element) o Replacement cost of the element. x Linda requested that a copy be submitted to her for review so that it can be done by September 2012 at the end of the fiscal year. Page 9: NOTE G - Uninsured Cash Balances: Linda explained we have money in investment accounts in excess of the $250K FDIC Maximum coverage. Linda advised that the excess be moved to another account before the end of the year when the report card comes out so there is no credit risk. NOTE H - Loan Payable: Reflects that the loan for the 2007 Ford F-350 was paid off in January, 2011. x STATEMENT OF DIRECT OPERATING EXPENSES Linda noted that Roof and Gutter repairs (pg 13) are not extending the useful life of the buildings, so they are not a capital expense. x STATEMENT OF FUNDED RESERVES (Long Term) Linda said that there will be a detailed summary added to this portion. Motion by Tom Byrne, support by Michelle Todorov to accept the Audit Report for 2011 as presented. o All in favor. Motion passed. In accordance with IRS Ruling 70-604, the Board votes to take the Operating Fund profit of $126,040 and cash carry forward to the Long Term Reserve Fund during this fiscal year ending September 30, 2012. Motion by Tom Byrne, support by Michelle Todorov. o All in favor. Motion passed. Tom suggested that Sharon move the money in increments until the total has been moved to long term before the end of the fiscal year. Motion by Tom Byrne, support by Clem Tulley to direct Joe to open a money market account at a new bank so that the balance is below the $250K FDIC standard maximum deposit insurance amount (SMDIA). o All in favor. The Community Garage Sale has been addressed in the April Herald and the date for the sale is Saturday, May 12, 2012 from 9:00 A.M. until 3:00 P.M. Donna McNally who initiated the event has researched what can be done and what is needed for success: Homeowners will be able to post one sign at each court. One sign at the 8 Mile Rd. entrance. Sandwich Boards can also be used where needed. Set-ups will be allowed in the parking lot if we get volunteers to man the area at the Clubhouse or on the grounds of the Common Ground. Volunteers are needed to make/purchase signs for courts, insure the sandwich boards have correct information on them. Please contact Donna at 248-347-0999 to let her know if you can be of assistance. The May Herald will also address the event. 2. Sandy NoIan noled lhal she nay have idenlihed sone of lhe peopIe she descriled in her ApriI Have you Heard column. Many of the residents are not aware of what our actual agendas are and what our function is within the community. 4. Diane did not have enough material for submission in the April newsletter but has since interviewed several new residents and will have a column for May. As always, she continues to be impressed with the many upgrades and improvements being done within the units. 5. FYIPet Pal is being used incorrectly in many courts. Residents are placing garbage bags within the pail. Robert indicated he will bring some samples of some signs he saw in regards to proper pet waste disposal to our next meeting. 6. The Yes or No question was Should Court Captains provide some input into the duties of our Security Person? The majority of attendees voted yes. Bring your ideas to discuss in May. Wilma received a submission for Know Your Neighbors that had to do with a possible child abduction at a Detroit elementary school. She expressed to the committee that she did not feel that this is appropriate subject matter for a feature; Know Your Neighbor is intended to be an up-beat recognition of good things happening to our residents. The committee agreed with her. It was suggested that an article having to do with child safety in general (biking, roller blading, skate boarding,) could be written for a future issue. Such an article might mention a beware of strangers caution. 2. At the committees request, Robert has written an article having to do with pet owner responsibility to the community. He asked Wilma to proof-read the article and offer suggestions. This article will appear in the May issue of the Herald. 3. A pool party cartoon from the 1972 issue of the Herald was selected as a possible feature when the pool is open as a reminder of the way things used to be. 4. Submissions for the Whats Cooking feature are coming in steadily and feed-back is positive. Readers also seem to enjoy the Know Your Neighbor feature. However, submissions are hard to come by. If you or a neighbor has something special going on, please call Wilma Leonard. She will contact the party for permission, will gather the information and write the article. RECOMMENDATIONS TO THE BOARD: - None Submitted by Earl Smith 27 WHY SHOULD YOU VOTE FOR THE AMENDED BYLAWS? What if... An investment company buys a bulk number of our condominiums, and Highland Lakes slowly becomes an apartment community? The federal national mortgage association will not cover a loan here because we have not met all of the requirements? Residents can waste heat and water, keeping doors and windows open all year so that the dog can enjoy the sunshine? Resolution of any matter becomes difficult because the present documents are vague or overbroad? The current bylaws are out of date and do not reflect todays issues. They offer us no protection and we are wide open to conditions caused by the economy. The Association Board, comprised of our own residents, is trying to adjust to the current climate for the betterment of Highland Lakes. VOTE YES ON THE AMENDED BYLAWS PACKAGE. 28 Simply F L O O R CO V E R I N G S Carpet | Tile | Hardwood | Sanding & Refinishing | Laminate | Vinyl (248) 426-0153 Michael Mercer VP of Sales & Marketing SI MPLYFLOORCOVERI NGS.NET IMPROVING LIVES ONE SQUARE FOOT AT A TIME! Article submitted by Wilma Leonard. Few of us are given the opportunity to actually come to the aid of another in a life- threatening situation. Such an incident occurred recently on Silver Springs Lake. Since the weather has warmed, Sally and Don Rigo of Scenic Lane, had noticed, on several occasions, two young men fshing on the lake in an oddly shaped, fat-bottom boat. On a recent late afernoon Sally glanced out her kitchen window and noticed the now familiar boat seemingly empty of the fshermen. A closer look caused her to alert Don. At frst it appeared the boat might have come loose from its mooring and was just drifing on the lake. But then Don realized that the boat was obviously taking on water, and he could see a fgure clinging desperately to the side of the foundering boat. Apparently he was alone when the rear of the boat began to sink and he ended up in the freezing water. Don yelled for his neighbor, Stan Roberson, who immediately launched his paddle boat to go to the young mans rescue. Stan was able to pull the young man to shore. Stan and Don helped the young man out of his wet and freezing shirts; and wrapped in a blanket supplied by Sally he was able to walk the lake path home. Stan was also able to rescue the fshing boat and drag in to the boat ramp. Congratulations to the three of you for being concerned good neighbors. 30 Right at Home ACCREDITED HOME & PET SERVICES Your Peace of Mind Professionals PET SITTING and DOG WALKING www.RightAtHomellc.com phone: 800-799-1572 / cell: 616-719-6476 robert@rightathomellc.com Highland Lakes - 42922 Richards Court, Northville Bonded, Insured and NAPPS certifed Its the RIGHT thing to do for you and your pet! This was one of the three gravel pits left when they stopped mining the gravel. Swan Harbor and Crystal are the other two. Silver Springs is the only natural lake in Wayne County. It was known as Custer Lake prior to 1972. West of Pond Court there were no apartments, no Belanger, Inc., no Jack Doheny Supply nor Jim Daivs Auto. The trailer court looks like it could have been there. I dont know. Please note that some of the historical facts herin may not be too factual. There are still some originals here. Let us know if there are any unfactual facts in here. As promised right here in the December issue of the Highland Lakes Herald, Spring has arrived. Its time to take another walk over our bridge to somewhere. Start at Seven Mile Road and Sheldon and stroll along the Living Wall. Its alive with all sorts of wierd stuff... Nodding Wild Onion, Spiderwort, Ajuga {Gesundheit!}. You will see Wild Strawberry - with cute little white owers; Virginia Creeper (orange stems with little blue berries), wild Geranium - cute little white owers and lots and lots of Alum Root. If you are more into history than nature - try the Mill Race Village on Griswold. The Village was established in 1972 but the buildings date back to the early 1800s. But thats a whole nother story. A

A nice walk on the grounds at Highland Lakes is a wonderful thing to do. Te lakes, the woods and the well groomed grounds go a long way to making our community unique. You can see birds and wildlife and especially this time of year the fowering trees and bushes are spectacular. Tere are a lot of condo associations around and at most, you fnd one unit on top of the next unit jam packed tightly together afer all, the land is the frst and biggest expense. Te open space and well kept grounds at Highland Lakes is what makes our community unlike all other developments. We all own the common grounds as a group and we should all be able to enjoy it. Co-owners, who have a pet, also have a responsibility to care for that pet and keep our grounds clean. We live in a Township with a pet ordinance which requires pets to be on a leash and under control. A resident who lives in Highland Lakes has accepted the bylaws, which stipulate that pets be on a leash and under control and that the pet waste be picked up and disposed of properly. Tis applies not only to dogs, but to any pet. Tis includes cats. No pet is to be free to roam and dig up fower beds which can be so beautiful. More than the rules and regulations, it is just common sense to care for your pet and make sure you leave our community clean for all co-owners to enjoy. You are encouraged to PLEASE be responsible and make sure the pet you love, remains loveable to everyone else who lives at Highland Lakes. Waste receptacles have been placed in all trash areas in all courts to help. We are making sure you are never far away of a good place to put the waste. Please use these containers and let everyone enjoy a walk at Highland Lakes. By Robert Armstrong Submitted at the request of the Herald Committee. Dont forget to sign your name and unit number. If you enjoy exploring the world by sampling ethic foods, youll like this recipe submied by MARTY TINGSTAD. According to Marty, his aunt Marciel, who was born in Syria, introduced this into the family, having been taught the recipe by her mother- in-law in the l930s. Judra looks like lumpy, gray paste (Martys own words!), but dont let that discourage you - it tastes great! Martys wife Joanie wouldnt eat it for years, but now loves it! Certainly looks simple enough! JUDRA 1 cup rice 1 cup lentils 6 cups water 2 sliced onions 1-2 garlic cloves salt and pepper to taste Cover pan with 1 / 4 inch cooking oil. Place onions and garlic in oil and cook slightly. Add water, rice, lentils and seasoning. Bring to a boil . Cover and simmer for one hour. Serves 4-6 One of Highland Lakes well-known cooks, SALLY RIGO, who gave us the recipe for spaghei pizza last month, has had this recipe for years. It was included in a book of Restaurant Recipes which she purchased years ago. RED LOBSTER CHEDDAR BISCUITS 2 Cups biscuit mix
1 / 2 Cup shredded mild cheddar cheese
2 / 3 Cup milk 4 Tbsp. butter

This is a program that tracks cookies and e-mails of those you send to. The host sender is getting a copy each time it is forwarded and is able to get lists of active e-mails addresses to use in spam e-mails. I received a copy of a press release from both the Northville Township Police department and HLCA Property Manager, Joe Poma. It says that on April 9, 2012, two females were arrested in the are of W. Main and Springeld in Northville Township. They were going door to door asking if anyone had seen their lost dog. They were looking for a residence where people werent home so they could steal money and jewelry. Homeowners were home at the rst two residences. They were suspicious and called the police. Quick response resulted in the arrest of the suspects. They were charged with conspiracy to commit home invasion which is a fteen year felony. One suspect is a resident of the City of Detroit. The other is a Flint resident. Their ages are 28 and 23 respectively. Does this incident sound familiar to you? If you read my last column, you know that this is basically the same scam that was reported. The only difference is that these are different suspects than before. If you leave your home, even if it is just to visit your neighbor next door, LOCK YOUR DOOR. If you notice anyone suspicious going from door to door knocking to see who may or may not be there, call the police. If they turn out not to be criminals, dont feel awkward about your call. The two homeowners in this article called, and Im sure we are all glad they did. Its better to be mistaken about suspicious behavior and be wrong, then than to ignore possible criminal behavior. 46 47 The Maris Insurance Agency wants to thank you for trusting us ZLWK \RXU LQVXUDQFH QHHGV :H DUH H[WUHPHO\ SURXG RI RXU RIFH and the services we provide.
