month, 1.0 FTE; Temporary, grant-funded
position. This position is currently funded
through August 2009 and may continue
upon continued funding
Organization & Location This position is with WSU King County
Extension, Renton, Washington

Basic Function: The Program Manager has primary responsibility and

decision making authority for the creation, development and
implementation of a Community Action Plan (CAP) to address food and
fitness in King County. This position is responsible for initiating,
developing and facilitating a community-based collaborative process
for the King County Food and Fitness Initiative (KCFFI), to include the
Leadership Council, Youth Coordinator, two Community Coordinators,
Collaborative Partners, Evaluation team, Assessment Team, and
community members that leads to the Community Action Plan
development. During the implementation phase of this program
(contingent upon further funding and expected to be for eight years)
the incumbent will be responsible for originating, developing, and
overseeing the implementation of the action plan activities, represent
KCFFI in policy development and implementation activities, coordinate
and integrate activities, of collaborating agencies and organizations
and program evaluation. The implementation phase is dependant
upon the Program Manager developing a CAP that will be funded by
W.K. Kellogg Foundation.

Duties and Responsibilities:

Facilitate the development & implementation of a Community
Action Plan that will address food and fitness in King County, to
be submitted to the W K Kellogg Foundation for funding. This
50% will include goals, objectives, strategies, evaluation, fund
development strategies, and timeline. This will be done
through a community-based collaborative process with all
entities associated with the KCFFI. (E)
15% Develop, oversee and facilitate effective communication
amongst the principle entities of the KCFFI, to include the Co
conveners (Washington State University King County Extension
and Public Health – Seattle and King County), the KCFFI
Leadership Council, standing committees, and collaborative
members, and with other communities and collaboratives.
Recruit community leaders, organizations and individuals to
capture broad community participation. (E)
Monitor progress toward fulfillment of goals and objectives as
10% stated in the KCFFI work plan, to include budget monitoring
and writing progress reports to the Kellogg Foundation. (E)
Monitor performance of and provide feedback to
1 subcontractors to promote program improvement and
0 culturally competent services and policies, and assure the
% implementation of science-based activities, this includes
overseeing assessment work by academic institutions. (E)
Support Leadership Council co-chairs in organizing and
facilitating collaborative meetings, maintaining membership

agenda driven, on task and aligned with collaborative goals.

Knowledge, Skills & Abilities:

• Knowledge of WSU Extension.

Work Conditions
• Most of the work is performed in an office environment but
interactions in employee workplaces are periodically necessary.
This may be indoors or outside in any weather condition.
• Requires some off-site locales such as community-based sites,
banquet, conference, meeting facilities, corporate sites, and
recreational facilities.

Physical Requirements
• Work is performed primarily in an office setting; however, some
travel offsite and overnight may be required.
• Light lifting up to 50 pounds may be necessary on an occasional

interact with WSU staff and the public—both in person and over

Classification Requirements
• A Bachelor's degree in a relevant field and four (4) years of
progressively responsible experience in a field related to the
functional managerial area which has included at least one (1)
year of supervisory experience. Any combination of relevant
education and experience may be substituted for the educational
requirement on a year-for-year basis.
Position Specific
• Four (4) years project management experience or other
experience bringing diverse people together to achieve a
common goal (including supervision, budget management, work
plan development and monitoring, contract administration, etc.).
• Experience in strategic planning.
• Experience and competence in working in cross-cultural settings
with people from diverse economic and racial/ethnic/linguistic
• Proven ability to organize and manage participatory coalitions
• Master’s Degree in a related field.
• Knowledge of project management techniques, including
managing timelines, workflow and processes to track progress.
• Strong facilitation skills, preferably a variety of techniques, to
build consensus among leadership constituents with diverse
backgrounds and conflicting goals.
• Proven conflict resolution skills in a collaborative environment.
• Excellent writing skills
• Excellent verbal communication skills with an emphasis towards
building interpersonal relationships and making public
• Demonstrated effectiveness in the implementation of community
based plans and assessments.
• Experience working in King County with community and other

• Knowledge of food systems, food security, built environments
and economic development.

• The successful candidate will be required to work flexible hours
that include some evenings and weekends as needed.
• There is an expectation of travel year-round and reliable
transportation (mileage reimbursed) is required. Evening and
weekend work with occasional travel outside the area is required
which may amount to inconsistent hours per week. While using a
private vehicle for official business, the successful candidate
must have current automobile liability insurance (meeting the
requirements described in RCW 46.30.020 and RCW 46.29.090)
and will possess a valid driver’s license.
