You obviously care deeply about our city and I applau d you for engaging directly and compellingly with this project. I completely agree with what you have recommended. Further, as I said at the re cent committee meeting, this project has many, many opportunities. * Is it possible that this substation perhaps the last ever to be built in S eattle might also serve as a wonderful education center for electrical engineering students at the UW and sch oolchildren from Seattle schools? Thinking about this opportunity from the beginning would provid e for a solid consideration. * What are the public-private partnership opportunities that may help to o ffset some of the public costs of this facility? The site is very large and not all of it is necessary fo r the substation. What type of partnership either at this site or elsewhere might provide for a significant publ ic benefit? * The north downtown area urgently needs an elementary school. The area i s currently served by John Hay Elementary atop Queen Anne. Hay is packed to overflowing with classroo ms meeting in hallways. Does this site or the opportunity for some other creative public-priv ate partnership help address this need? Frankly, I would like to see City Light sponsor/organize a design and idea compe tition not only for the substation but for the entire parcel. Let's mobilize the creative and strategic talent in our region to come up
with workable concepts for this project that address your urban design considera tions, plus all of the other potential breakthrough ideas that no one has even thought of as yet. This parce l could be converted to be a wonderful place for the neighborhood and the entire city if we allow ourselves t o think outside the box for just a bit.
