Results of Survey Regarding Proposed Post Office Closures & Post Office Usage Background Due to budgetary constraints, the United States Postal Service (USPS) is closing post office locations throughout the country. A total of 17 locations in the Bronx, New York were targeted for closure, including two locations in the 33rd Senate District, the Botanical Gardens Post Office at 2963 Webster Avenue and Van Cott Post Office at 3102 Decatur Avenue . The survey of post office usage and how individuals would cope with post office closures was conducted due to concern that these closures would have a profoundly negative impact on the Bedford Park/Norwood community. This area is home to a sizeable population of elderly residents, who would be disproportionately impacted by the closure of both of the post offices in their neighbourhood because they may not have the ability to travel to alternative locations. The main goal of this project was to assess how the proposed closing of the post offices would affect the community, as well as who would be affected. In order to assess public opinion toward the proposed closing of the Botanical Gardens and Van Cott post offices, a total of 60,590 surveys were mailed to residents of the 33rd District. In total, 1,171 surveys were returned. Approximately one-third (34.8%) of respondents being Botanical Gardens and Van Cott customers. Results The Van Cott and Botanical Gardens are used frequently, with 39.7% of respondents saying they visit once a week and 21.1% of respondents saying they visit daily. Visitors to Van Cott and Botanical Gardens use the post offices for typical mail-related tasks, such as mailing letters and packages and purchasing stamps. However, over two-thirds (69.5%) visit their local post office in order to purchase money orders to pay bills as well as rent. This is an important service for individuals without checking accounts. Walking was by far the most common mode of transportation to the Van Cott and Botanical Gardens post offices (85.2%), followed by bus (6.5%), and car (4.7%). The majority (57.2%) of Van Cott and Botanical Garden users surveyed said that they would not be able to travel to an alternative post office. If participants selected no, they were asked to provide a brief explanation as to why they would be unable to travel to a different location. Many participants were elderly and/or disabled and had mobility issues

that would prevent them from travelling to another location (22.8%). Other common reasons included affordability (16.1%), and difficulties with finding and using alternate/public transportation (16.5%). The majority of respondents (83.2%) said that it would be ‘very inconvenient’ if Botanical Gardens and Van Cott post offices were to close. Participants were given the opportunity to explain their selection. Once again, participants reiterated that the distance would be too far. Reasons for not being able to travel that far included mobility (23.0%), affordability (14.4%), and difficulties with finding and using alternate/public transportation (14.4%). A very strong majority (90.8%) of Van Cott and Botanical Gardens residents surveyed strongly oppose closing these two locations. Recommendation Based on the results discussed above, it is recommended that the United States Postal Service not close the Van Cott and Botanical Gardens post office locations, for the following reasons: 1. The Van Cott and Botanical Gardens office locations are within close vicinity to one another. If these two locations were to close, community residents would be required to travel a significant distance to an alternate location. 2. Many residents are unable to travel to any alternate location. Reasons for being unable to travel include mobility issues, affordability, lack of convenient public transportation options to other post office locations, and the amount of time required. 3. Many of the survey respondents indicated that they were elderly and/or disabled. Many of these individuals said that they relied on their local post office and used it for necessary tasks such as purchasing money order to pay rent and bills.
