TERMS OF REFERENCE DEVELOPMENT OF A CURRICULUM, TRAINING MATERIALS AND TRAINING GUIDE FOR SWAZILANDS PROGRAMME MONITORING SYSTEM (SHAPMOS)

1. INTRODUCTION The government of Swaziland established NERCHA in 2003 to coordinate all HIV/AIDS activities in the country. NERCHA is mandated to provide leadership in planning, organizing, coordinating and setting standards and guidelines for the prevention and control of HIV/AIDS in Swaziland. Activities implemented by the commission follow the National HIV/AIDS Strategic Plan (NSP), which contributes to the health plan and is part of the overall government strategy to reduce poverty. The overall goal of the framework is to reduce incidence of HIV and other sexually transmitted infections and improve quality of life of those infected and affected by HIV/AIDS. In order to track the progress that Swaziland has made with the achievement of the objectives defined in the NSP, Swaziland has developed a national HIV and AIDS M&E plan. This M&E plan, based on the indicators defined in the NSP, also outlines the data sources, information products, and how information will be disseminated to stakeholders. A number of indicators in the NSP are HIV-service related indicators. They measure the type and extent of HIV service coverage in the country, as part of the national response to HIV and AIDS. These indicators are commonly referred to as output indicators. In terms of tracking the national response to HIV and AIDS, output indicator data originate from two sources: those in the health sector responsible for the health sector response, and those in the non-health sector, responsible for a wide range of HIV prevention and impact mitigation activities. Health-sector output indicator data will be collected through the Ministry of Health and Social Welfares HIV and AIDS M&E system. Non-health sector indicator data will be collected through a new system, referred to as SHAPMoS (Swaziland HIV and AIDS Programme Monitoring System). SHAPMoS is a routine, periodic and recurrent reporting system. The principle of SHAPMoS reporting is that every IMPLEMENTER of HIV interventions is to complete one SHAPMoS form for every region where they have worked once a quarter.

Once a year, an additional form will be disseminated with the SHAPMoS Form. This SHAPMoS Resource Tracking Form will be used by NERCHA to monitor the financial inputs in the national response to HIV and AIDS. On the SHAPMoS Resource Tracking Form the partner will summarise the resources by programme area and specify the source of funding. SHAPMoS data will be audited during participatory supervision visits. Data auditing will be done by the HIV/AIDS M&E Coordinators based at the Regional Multisectoral HIV and AIDS Coordinating Committees (REMSHACC). Umbrella organisations and HIV coordinating bodies will be required to support data audits. Regional HIV/AIDS M&E Coordinators will be required to prepare data audit reports, which are to be submitted to the NERCHAs M&E unit. Mentoring visits will follow data audits. Three sets of documentation have been written for SHAPMoS. A set of SHAPMoS guidelines has been written, which contains more details and information about this reporting system, and how HIV implementers should report. The SHAPMoS Participatory Supervision and Data Auditing Guidelines contain the details of how these processes will be carried out. Finally, a SHAPMoS training plan has been developed by the M&E Technical Working Group (M&E TWG). The reason why this group approved a training plan for SHAPMoS, is because they realized that SHAPMoS is being implemented within a culture of non-reporting to NERCHA and a lack of data use. Therefore, such a new and multisectoral periodic reporting system would require significant skills and capacity building in routine reporting. The SHAPMoS training plan specifies that capacity building and skills building will take place through two mechanisms: a series of training workshops, and a series of follow-up one-day mentorship visits to all organisations that have attended training to ensure that the systems at their places of work can accommodate SHAPMoS reporting. This is where this Terms of Reference fits in: before training workshops can be scheduled, a training curriculum and training materials need to be developed to equip a cadre of training consultants to carry out the training workshops and the mentorship visits. 2. OBJECTIVE The objective of this Terms of Reference is to ensure that a cadre of training consultants is equipped with skills and tools to enable them to build practical skills in SHAPMoS reporting amongst all HIV stakeholders in Swaziland, thereby facilitating the operationalisation of SHAPMoS reporting as of 1 January 2006.

3. SCOPE OF THE ASSIGNMENT 1. Attend preparatory meetings to gain an understanding of the SHAPMoS system 2. OUTPUTS 1. SHAPMoS Training Curriculum approved by the M&E TWG 2. Lesson Plans for 2-day training workshop 3. Training Manual for Training Consultants (this should focus on how to conduct the training sessions, using the lesson plans, the SHAPMoS Guidelines and the Participatory Supervision Guidelines) 4. All electronic and written teaching and learning aids 5. One 5-day training of trainers workshop completed

TIME FRAME The task is to commence on Monday 10 October 2005, and conclude on Monday 7 November 2005. QUALIFICATIONS/SKILLS The successful candidate should have at least a masters degree from a recognized institution in strategic management/planning/monitoring and evaluation. Applicants should have a post graduate qualification in curriculum design. Of particular importance, is experience in the use of participatory methods, and data use. Applicants should have appropriate and extensive experience in the development of publication-quality training materials.
