Currently, the international community
already has started exploring the investment
opportunities in Myanmar a country in the eyes
of most global nations is a new frontier with
much more to offer. In this regard, series of
forums, seminars and business meetings are
taking place between Myanmar officials, citizen
entrepreneurs and foreign businesspersons and
diplomats eager for a business partnership or a
business initiative through financial capital they
will bring into our country.
In fact, local and foreign investments are a
very important issue of Myanmar that is ever
accelerating and promoting its reform process
till it grows powerful enough to cover every
corner and every sector, as the country needs
significant progress in multiple aspects.
Here, larger amount of investments from
local and abroad requires wider cooperation,
greater transparency, better services and
warmer relations especially from the
government institutions for a robust growth in
gross domestic production the source of bigger
income for the whole Union.
Other vital sources are the laws, rules and
regulations that are applicable and strongly in
force as in the foreign countries enjoying progress
for a long time; plans and actions that really
serve the interest of the entire people and not
just the interest of a handful of cronies; and also
transparency, flexibility and sustainability all of
which are foundations of the market-economy
friendly to both the domestic entrepreneurs and
the international business partners.
We must also invite criticism and suggestions,
lift unnecessary restrictions and controls, carry
out staff capacity-building programmes and
facilitate work procedures and foreign currency
flow so that our country will be ready for any
foreign partnership, foreign joint-venture or
foreign firm wishing to make investments and do
business with us on mutual interest. So, an
environment friendly to foreign direct investment
and international businesses is a must for our
country.

for Social Welfare, Relief and Resettlement U Aung Kyi
and Attorney-General of the Union Dr Tun Shin attended
the 101

International Labour Conference held in Geneva
of Switzerland. The conference was held from 30 May to 15
June.
The Union Minister and the Attorney-General of the
Union arrived Geneva on 5 June and attended the
conference at UN Office in Geneva on 7 June. The Union
Minister in his address to the conference expressed a
welcome to the Republic of South Sudan joining the ILO
as the 184
th
member. The Union Minister gave an account
on achievements for interests of the labour force of
Myanmar and cooperation between ILO and Myanmar.
He said a law was firmly enacted against forced labour as
part of ward or village-tract administration law.
Following the emergence of labour union law, there had
established labour unions and employers associations
across the nation. Labour affairs dispute settlement law had
been promulgated. It was not doubtful that the law would
settle labour affairs disputes through tripartite system of
government, employer and employees. Moreover, the new
social security bill was submitted to the parliament so as to
effectively secure social security affairs of the workforce
including pension allowance and social security housing
project.
Eradication of forced labour was the top priority of the
government, for which comprehensive working plan had
been made and it was believed to attain the goal before
2015. 1998 Investigation Commission had made suggestions
regarding Myanmar’s observance of Convention 29. The
country had fully acted to the suggestions. It was required
to acknowledge the Myanmar’s fight against forced labour.

was what was of most appropriate to Myanmar people,
otherwise it would affect their anticipation.
In his address to Pyidaungsu Hluttaw during his visit
to Myanmar, UN Secretary-General Mr Ban Ki-moon noted
that more lifting, postponing, and relaxing of sanctions
imposed on Myanmar should be done, which was viewed as
the acknowledgement of Myanmar’s democratization and
reform process. The country had every right to get the same
value what it had paid for. It is requested to the ILC to squash
all the 1999/2000 decisions in one time.
The Union Minister and the Attorney-General of the
Union attended the working breakfast hosted by the
Myanmar Ambassador to Cambodia at Inter Continental
Hotel together with Labour Ministers from ASEAN nations
on 8 June. In their discussions about progress in Myanmar
labour affairs and its prospects, they expressed thanks to
ASEAN fellow nations for their joint-declaration in favour
of Myanmar at Standard Committee Meeting, their support
for Myanmar together with government representatives
from many other nations, employer associations and labour
unions at the selection committee meeting for lifting of
restrictions imposed by the ILO on Myanmar, ASEAN
ministers’ strong support in plenary meeting of the
conference. They also requested the ASEAN fellow countries
to stand by Myanmar with other governments, employer
associations and labour unions if the squashing of decisions
went to voting.
The Myanmar delegation attended the meeting held
with Director-General of the ILO together with ministers
from Asia-Pacific Group (ASPAG).
The Union Minister also addressed the ASPAG Meeting
on 12 June. In his address, the Union Minister said that the
government was focusing on creating jobs for the youth,
revealing Myanmar’s readiness to cooperate with any nation
and any international organization to claim justice and
equality in migrant worker issue. He said that making
investment in Myanmar was helping Myanmar migrant
workers go back home. He requested international assistance
for enhancing living standard of the workforce, competency
and technological standard improvement and better job
opportunities.
The deputy leader of Myanmar delegation Attorney-
General of the Union Dr Tun Shin met Mr Greg Vines,
chairman of ILO governing body on 6 and 11 June and
attended the Labour Ministers Meeting of Non-Aligned
Movement member countries. In his addresses to the meting,
the Union Attorney-General also requested the ILO to
honour its promise as Myanmar had fulfilled its demands in

ILC to the full under international law and
domestic law and to speak for Myanmar in within the frame
of rules and regulation to get all the sanctions imposed on
Myanmar lifted.
