Second Hands Goods Act - an instrument against copper theft


On 30 April 2012 the Second Hand Goods Act was officially launched which amongst others should reduce copper cable theft and control over second hand copper cable sales if correctly applied. In essence, the following are positive changes in the fight against copper cable theft as stipulated in the Act: The Act provides the police with an enabling regulatory framework through which second hand goods dealers and pawnshop owners can be permanently put out of business if found to be involved in the selling of stolen goods - a clean-up of the second-hand goods industry. Penalties, which provide for imprisonment of up to 10 years, are harsh and deterrent to those dealers engaged in the selling of stolen goods. The Act provides for industry bodies to be accredited, second-hand goods dealers associations will be able to support the police in monitoring compliance through inspections and selfregulation. This is also expected to result in close cooperation between compliant industry players and the police, thereby alienating criminal activity. The Act requires dealers to report suspicious transactions if the seller attempts to provide false particulars, or if the goods are suspected of being stolen or tampered with which will improve the identification and recovery of stolen items and the arrest of criminals. The possession of non-ferrous cable with a burnt cover in the absence of a reasonable explanation is penal able. The clause of imprisonment for a period of up to 10 years in these instances is an important additional deterrent.

On Monday this week Tubatse Police arrested 15 people in connection with public violence at Riba Cross. Their arrest follows after and incident that started at about 01:00 in the morning of the 18 June. The residents of Riba Cross village were protesting that they wanted to be employed at the mine, whereby they started to block the R37 road with stones. Tyeres were also burned to disturb the vehicles on the road. The Police were called to the scene and they tried to calm the situation. While they were busy patrolling some of the people threw stones at the Police vehicles and the windscreen of a Police truck was damaged. At about 04:00 the situation became real be tense when buses had to take the mine workers to work. Residents started to throw stones at the buses and other vehicles were also involved. (Two vehicles were also involved in a collision when trying to avoid the violence, fortunately nobody was injured). The Police opened a case docket of Public violence and malicious damage to property and 15 people were arrested. The suspects include 8 men aged between 21 and 40 years and 7 women aged between 19 and 39. They are expected to appear in the Praktiseer Magistrates Court soon. The month on month copper cable losses (source SACCI) in SA amongst Telkom, Transnet and Eskom (which excludes the figures of losses in mining areas) recorded a 20.7% decrease in the April Copper Theft Barometer. Copper theft fell from a high of R34.7million in March, to R27.5-million in April 2012. Figures for May 2012 are not yet available. Exports of copper waste for March increased to $50.3 million from $43.5 million in February and $31.8 million in January. South Africa recorded a total of $599.4 million in waste copper exports in 2011, with a monthly export average of $49.9 million how much of these are stolen copper cable? Recently Thorburn Security Solutions Special Operations Unit arrested five (5) suspects at a local scrap yard in Burgersfort. More than 220 kg of stripped copper was recovered from the suspects. In the beginning of February 560 kg and another 380 kg was recovered in two separate special operations near Burgersfort. Thorburn Security Solutions acknowledge that security staff often gets in touch with scrap metal and second hand goods or goods reported as stolen and that have second hand value if sold. Acts by security officers to sell these goods and metals could be viewed as suspect and could harm the relationship between Thorburn and our clients and a situation of mistrust could develop. Thorburn Security Solutions, in 2011, adopted an internal policy prohibiting employees from dealing in scrap metal and second hand goods without the prior consent and declaration to company officials internally.

Youth Month: IEC contributes to youth voter education

The Independent Electoral Commission (IEC) personnel in Greater Tubatse Municipality this week set themselves the task of contributing to Youth Month by inviting the youth in the area to a workshop in Praktiseer at the Shekinah Christian Worhip Center on Wednesday. The theme of the workshop was Beyond the vote; democracy continues. A spokesperson of the IEC told the newpaper

that as custodians of the Constitution, the IEC is committed to ensure that the youth gets educated in the democratic process. They must know how democracy works and what their rights and responsibilities are. An official of Greater Tubatse Municipality told the newspaper ythere are too many marches. The Youth must realise that they can use the system to let their voices be heard. Register as a voter and go and vote for your representatives in the democratic system.. Your representative will ensure that your interests are looked after. Now people dont vote, dont agree with electedted representatives, and dont use the correct channels. They march! A comprehensive presentation was made by the IEC of the whole democratic process to all present, who also represented different political parties youth structures and the youth was encouraged to join parties of the choice and become involved in the democratic process. A lively debate/dialogue was also presented on the political, social and economic challenges aced by todays youth.

Verlede naweek 15 - 17 Junie is n Jeugkamp by PLM Boskamp aangebied. Dit is in samewerking tussen die NG Kerk Burgersfort en Kohin Jeugwerkers van die omgewing gedoen. Dit was n reuse groot sukses en ons wil al die eer, lof en prys aan ons Vade, Verlosser en Here gee en bring s Philip en Thelma Smit, van die kamp se organiseerders. Philip vertel dat die terugvoer vanaf die kinders positief was en dat hulle hulself gate uit geniet het. Ons wil vir almal wat die naweek moontlik gemaak het baie dankie s. Dit sou nie moontlik gewees het sonder julle nie. Julle almal was en is staatmakers. Baie, baie dankie vir julle! Dankie vir julle tyd, sweet, insette, inspanning en gebede. Julle arbeid en gebede het dit moontlik gemaak. Aan al die borge en die wat skenkings gegee het kan ons nie ophou s dankie nie. Julle bereidwilligheid om by te dra tot ons gemeenskap, jeug en ons Vader se koninkryk gaan nie ongemerk verby nie. Various changes are proposed for the National Roads Traffic Act. These proposals have been published in the Government Gazette and the public can still give input and comment on them until 6 July 2012. Some of the changes include having to prove your identity and place of residence to authorities (similar to the RICA system for cellphones), to report any address changes within 21 days and to have vehicles that are older than 10 years go through a roadworthy test every two years. According to the Automobile Association (AA) up to 12% of road accident deaths are related to unroadworthy vehicles. According to their statistics the average age of vehicles on the road is 13 years. The AA was positive about the proposals, but expressed their hope that the fees charged for the roadworthy tests will be affordable for all. We asked our readers what they think about these proposals. Above: Mr Lucas Mnisi said: I think it is a good plan. Those old cars their lights are not working and other things are not right. Some of them are scared of the police, because if they get pulled over, the car will be scrapped. Now they travel at night. The ones that are not good must be taken off the road for the safety of other lives on the road.

Mr Lionel Tshivhidzo said: I think it is a good idea. Small cars are not like public transport that has to be inspected at certain intervals. It will reduce the amount of accidents on the roads.

On Thursday June 14 the Tubatse Cluster Womens Network held their monthly networking session at Ohrigstad SAPS. They started the day with a roadblock at the R36 Ohrigstad road. They were led by Ohrigstad SAPS Station Commander Captain GP Mashego. From there they proceeded to Makhomane, Maepa and Majadichukudu villages to hand over food parcels donated by Tubatse SUPERSPAR to families in need. EVALUATION AND ADJUDICATION CRITERIA


- Bids shall be evaluated and adjudicated in accordance with the Greater Tubatse Municipal Supply Chain Management Policy as amended, Preferential Procurement Policy Framework Act 5/2000, responsiveness to the bid documents and on a 90/10 point system of which 90 points is for price and 10 points for B-BBEE Level Contribution as determined on the B-BBEE Certificate. The bidder failing to obtain 60% on Functionality, as per the scores stated on Regulation 35 (4) (viii) of the Supply Chain Management Policy, shall be disqualified from further evaluation and the price offer bid no longer considered.

CONDITIONS OF THE BID


1. This bid is restricted to professional service providers registered with professional bodies (CESA or ECSA) and bid documents will be on sale for a non-refundable fee of R500-00 from Tuesday, the 03 July 2012, at the Cashiers Office, Greater Tubatse Municipality, Lower Ground, 1st Kastania Street, Burgersfort, from 8H30 to 15H00 during week-days. 2. All bids will be closed and opened in public on the 18 and 19 July 2012 respectively as stated above at 12H00 and must be fully priced, signed and sealed in an envelope appropriately marked the name of the bid proposing-for and must be deposited into the Municipal Tender Box which is accessible 24 hours and 07 days a week at the Reception of the Greater Tubatse Municipality, 1st Kastania Street, Burgersfort. No late, faxed, e-mailed, telephonic or electronically-submitted bids will be accepted for consideration. 3. The municipality has no obligation to appoint any bidder and reserves the right to appoint bidders individually and /or collectively to execute the contract and negotiate further conditions and requirements with the successful bidder. 4. In terms of the National Treasurys Regulation, no bid will be accepted from the persons in the service of the state and bidders failing to comply with the requirements of the bid document shall be submitting non-responsive bids. The bid validity period from the closing date remains 90 working days. 5. Baroka FC, the team who beat Kaizer Chiefs in 2011 in the Nedbank Cup is playing in the Vodacom League and is aiming to get promoted to the NFD league on 2 - 6 July. This team will face teams from other provinces at the Peter Mokaba Stadium in Polokwane. To prepare for this occasion, they will be playing against Maatlopo United FC at Moroke Stadium on 24 June 2012 at 15:00. The Samancor Chrome Eco Races to be hosted on Saturday, 30 June in Steelpoort promises to be one of the most exciting community events ever hosted in the greater Thubatse area. The Samancor Chrome Eco Races comprising of a 21.1km half marathon, 10km race and 5km family fun run is hosted by the Samancor Chrome Marathon Club and proudly sponsored by Samancor Tubatse Chrome and Eastern Chrome Mines. Various secondary sponsors including as Thorburn Security Solutions and Talisman Hire are providing logistical support services. Important to note that entries will not close until race day so you can still enter on race day at the start of the races! To avoid the rush entries will also be taken on Friday, 30 June 2012 at Maelebe Primary School from 15:00 17:00 and at the Tubatse Chrome Golf Club from 17:30 20:00. It is with great anticipation that we are preparing for this event. It is not merely a road race, it is a community enrichment event that aims to include participants, spectators and family members from all walks of life, says Loma van der Walt, race organizer. It is quite something to experience the people of the greater Thubatse area coming together in hosting an event like this for their area. We have only met with positive response and great enthusiasm in all our dealings with local structures and private individuals alike! The route for the 21km race starts in Eerstegeluk at the Maelebe Primary School with the first 5kms showcasing local village life, then crossing over the R555 into the grounds of Samancor Lannex Mine, through the Tubatse Golf Club nature reserve area and ending at the golf course grounds. The 10km route and 5km Family Fun Run routes start and finish at the Tubatse Chrome Golf Club. These races promise to follow a very scenic route. Monies raised from entry fees will be channeled to specific projects for the needy in the local communities. The Samancor Chrome Eco Races will partner with Friend in Need in this regard. A carnival atmosphere awaits participants and visitors at the finish venue at Tubatse Chrome Golf Club with food stalls, kids activities and live entertainment offered as part of the family fun day. Op Saterdag 16 Junie het Steelpoort Akademie se Golfdag plaasgevind. Baie dankie aan al die borge vir skenkings, borg van putjies, kos, pryse en aan elkeen wat deelgeneem het. Dit was n heerlike oggend wat die weer aanbetref het en die geselskap was onverbeterlik s me. Cornelia Ebershn van Steelpoort Akademie.
