Board delays action on creating public safety director post
BY THOMAS J. MC KILLEN MANAGING EDITOR The Germantown Village Board delayed action June 18 on creating the position of public safety director to allow for further research into the matter. The public safety director would oversee the administration of the police and fire departments. Under the proposed ordinance, the person for the position would be selected by the village president and would need to be approved by the Village Board. The board action came after the the village’s Police and Fire Commission chairman argued that if the position was held by the police or fire chief, the commission would need to have final say over the appointment. While the board approved an amended motion to have the commission consult with the village on the appointment, Police and Fire Commission Chairman Patrick Adair still objected to the proposal. “My argument is it’s a state opinion that if this position — if this administrative position, which it states in (the ordinance) is a police chief or fire chief, then it comes under the jurisdiction of the Police and Fire Commission,” Adair said.

The 2nd Annual Fair Fun Run/Walk, sponsored by 94.5 LAKE FM, will take place Saturday, July 21 at 8 a.m. on the Waukesha County Fairgrounds during the Waukesha County Fair. Runners/walkers of all skill levels and families are welcome to participate. The 5K race or 2-mile walk course takes participants around the perimeter of the fairgrounds including running in gravel, grass, dirt

Fair Fun Run/Walk returns to Waukesha County Fair
(possibly mud) and asphalt. Both the run and walk will finish on the south end of the grounds, near the Leinie Lodge, site of the annual Kiwanis Pancake breakfast at the Fair. Participants are encouraged to stay and enjoy the pancakes after the event for just $6. Awards will be given to top finishers of the run in each division. For those who register by July 1, the registration fee is $20 for adults and $10 for children (17 and under). Registration includes one all day admission to the Fair for Saturday, July 21 and a complimentary race T-shirt. Registration after July 1 is $25 for adults and $15 for children and does not guarantee a Tshirt. New this year is the option to register a team or a family for a discounted rate before July 1. Online registration closes at 11:59 p.m.

Bolds leaves KMS for Falls post
BY THOMAS J. MC KILLEN MANAGING EDITOR Steve Bold was introduced as a new principal in one school district June 11 while the school board in another district accepted his resignation three hours later the same evening. Bold, who had been in the Germantown School District for 22 years — including 15 as principal at Kennedy Middle School — was announced as the new principal at Ben Franklin Elementary School during the Menomonee Falls School Board evening. Several hours later, the Germantown School Board accepted his resignation. Bold will replace Kathy Marks at Ben Franklin. Menomonee Falls Superintendent Patricia Greco said there were 130 applicants for the post. Greco said Bold was selected because he is recognized as a “strong instructional leader” who has a reputation for outreach to the community and high expectations. Greco noted that a staff member who is also a parent of students in the Germantown district referenced Bold’s work at Kennedy Middle School. “I’m actually known for having the longest presentation at a board meeting in my previous district, but that’s all behind me now,” Bold quipped. Bold said he has observed Greco in various leadership activities throughout the years and has done his research about the Menomonee Falls district.

Board selects acting clerk
BY THOMAS J. MC KILLEN MANAGING EDITOR Christine Micka was appointed Acting Village Clerk by the Germantown Village Board June 18. Micka, who is currently a deputy clerk with the village, will take on acting clerk duties from June 30 until a new clerk is selected. The post will be open after Elizabeth Knaack — who has served as the village clerk since 2007 — announced she would be stepping down from the position. Trustee Art Zabel noted that Knaack will take vacation time until her official last day on July 12 and questioned if there would be a need for acting clerk from June 30 to July 12. “I’m trying to figure out why we need an appointment for an acting clerk,” Zabel said. Administrator David Schornack indicated that Knaack’s last day will be June 29. “Is there anything happening those first two weeks? Not that I know of,” Schornack said. Zabel questioned selecting an acting clerk, considering the village will be receiving applications for the permanent post and could have interviews within two to four weeks. “I don’t see need for that with the timing we have set up,” Zabel said. Schornack replied that the village has received 17 applications for the clerk’s post, and only three of those applicants had any experience being a deputy clerk or clerk. “We may only have one viable candidate,” Schornack said. He then added that the village may have two more candidates apply for the post during the week. Schornack expressed support for having an acting clerk in case the search for a permanent replacement went on for an extended period of time. “I think this is reasonable to have someone in charge of that department, which may be for a month or two,” Schornack said. During further questioning, Schornack mentioned that Micka would be paid an additional $6 per hour while she held the acting clerk post. “I think this a temporary issue and we don’t need to do it,” Trustee David Baum said. “We can by for a few weeks with the people we have doing the jobs they have.” Trustee Terri Kaminski noted that a primary election will be held Aug. 8 and mentioned “what if” the village didn’t have a permanent clerk by that time. “I personally believe, short term, I have no problem with this,” Kaminski said. She noted that Micka would take on additional duties such as being present for Village Board meetings. Schornack also cited the August primary as a reason for selecting an acting clerk. “These are big elections again, too. And we need to have somebody that really knows what they’re doing,” Schornack said. He then added: “We want to have somebody that’s doing a good job so we’re not hearing on TV that we messed up on something.” Trustee Jeff Werderman noted that the clerk’s department will be reduced by onethird with Knaack leaving. “I would support this for a temporary or interim solution because it could be September and we still could be debating on this,” Werderman said. The board approved giving the acting clerk title to Micka by a 6-3 vote, with trustees Zabel, Baum and Mel Ewert voting in dissent.

POLICE BLOTTER: Reports from Germantown, Menomonee Falls
The following report was taken from records at the Germantown Police Department. Burglary • An ATM machine was removed from the County Line BP gas station, N96 W21962 County Line Rd., during the early morning hours of June 7. Police responded to the scene after an automated alarm went off at 3:40 a.m. Officers found the front door severely damaged and the machine missing. Grass fire • Police received numerous reports of a median grass fire at S. Highway 41 South and Lannon Road the early afternoon of June 3. The village fire department was paged to the scene. Operating while intoxicated • A 35-year-old woman was arrested for operating while intoxicated at 12:47 a.m. June 8 following a traffic stop at Mequon and Pilgrim roads. Property damage • A man from the N11000 block of Windsor Court reported June 2 that his Dodge truck had been struck by an unknown object. Theft • A female complainant from the N11000 block of Pilgrim Road reported June 2 that her license plate had been removed from her vehicle. The following report was taken from records at the Menomonee Falls Police Department. Drug possession • A 22-year-old Butler man was arrested for possession of heroin and drug paraphernalia June 14. A woman from the W15000 block of Bette Drive–with whom the subject was living–turned over a bag belonging to the man. The items in the bag tested positive for heroin. Operating while intoxicated • A male subject was arrested for operating while intoxicated-first offense at 2:09 a.m. June 16 after he was stopped at Highway 41 and Main Street for speeding. He was transported to the county jail. • A 55-year-old man was arrested for operating while intoxicated-first offense at 10:26 p.m. June 9 after he was stopped at Main Street and Shady Lane for unsafe lane deviation. The man was determined to be driving under the influence of medication. Retail theft • Two subjects were arrested for retail theft at 2:17 p.m. June 16 after shoplifting $273.26 worth of merchandise from JC Penney, N96 W18515 County Line Rd. Theft • Power tools belonging to Total Lawn Care were stolen from a business in the W17000 block of Appleton Avenue June 12.

KIDS from Wisconsin at Schauer Center June 28
The state’s official musical ambassadors of goodwill, the KIDS from Wisconsin will bring their high-energy show to the Schauer Arts & Activities Center in Hartford on Thursday, June 28 at 7 p.m. From their vocal and instrumental talent, to the stunning choreography and costumes, KIDS continues to be one of the Midwest’s most popular youth music groups. Performing a mixture of disco, Broadway, the iconic hits of John Lennon and Paul McCartney, movie music, and Dixieland Jazz, their 2011 “Dare to Dream” tour features 21 singer/dancers and a 12-piece show band. Menomonee Falls offering Concerts in the Park
Free concerts will be offered Thursdays from 6:30 to 8 p.m. and Fridays from noon to 1 p.m. at the Village Centre, located at Main Street and Appleton Avenue, in Menomonee Falls. Statewide housing market continues rebound
Wisconsin home sales recorded strong growth again in May, continuing the trend that began last summer. Sales of existing homes were up 18.9 percent in May 2012 compared to May 2011, according to the most recent monthly report by the Wisconsin REALTORS® Association (WRA). In addition, median home prices in the state rose 1.5 percent to $138,000 relative to the same month last year. “It’s good to see Wisconsin’s housing market continuing a robust rebound from the depressed levels of the recession,” said Rob Keefe, Chairman of the WRA board of directors.

He noted that the monthly growth rates have been in the double digits since July 2011, and that year-to-date home sales are up over 20 percent in the state. Within the state, May home sales were strongest in the Central region, up 31.8 percent, followed by the Northeast and Southeast regions, both of which grew in the neighborhood of 21 percent. Also strong was the South Central region, which was up 18.5 percent over the 12-month period, followed by the West region, which grew 14.5 percent. Finally, sales in the North region were up a solid 8.1 percent over the period. “The supply of housing remains high with over a year’s worth of inventory on the market, but this is well below the levels of last May when there was a 17- month supply of unsold homes,” said Keefe. An improving job market is helping the housing sector in Wisconsin. Between January and April, the last month for which employment estimates are available, Wisconsin added just over 19,000 jobs on a seasonally adjusted basis, according to the U.S. Bureau of Labor Statistics. This employment growth actually outpaces the growth in the labor force, which increased by more than 14,000 over the period. “We’ve always maintained that job growth is the key to sustained growth in the housing market, and the steady reduction in the state unemployment rate is one indication of an improving job market,” said WRA President and CEO, Michael Theo. Wisconsin’s unemployment rate stood at 6.7 percent in April, which is well below the national rate of 8.1 percent that same month. “With mortgage rates at 3.8 percent on a 30-year fixed-rate mortgage and an improving labor market, the ongoing growth of home sales is not surprising,” said Theo. The statewide median price increased 1.5 percent in May compared to May 2011. This is now the third straight month of modest upward movement in statewide median prices, although the regional picture is more mixed with three regions either up slightly or flat in May, which were the Southeast, West and South Central regions; and other regions down by modest margins, which were the North, Central and Northeast regions. Even though statewide prices have increased, the reduction in mortgage rates has combined with slight improvements in the projected statewide median family income to increase affordability compared to last year. The Wisconsin REALTORS® Association is one of the largest trade associations in the state, representing over 13,400 real estate brokers, sales people and affiliates statewide.

Germantown leads North Shore; Falls on top of Greater Metro
Germantown remained at the top of the North Shore Conference standings following three straight wins to start last week. Germantown posted wins over Cedarburg (7-0) June 18, at Slinger (8-3) the next day and at West Bend West (12-2) June 20.The week included complete games wins by Brian Keller against Cedarburg and Ryan Anderson against Slinger the next day. Germantown now has a 7-2 conference record and a 10-5 overall mark. Menomonee Falls stayed on top of the Greater Metro with wins at Oak Creek (40) June 18 and against Hamilton (5-1) the next day. Against Hamilton, Troy Kenkel recorded eight strikeouts over seven innings. Menomonee Falls now has a 12-2 conference record and a 18-2 overall mark. Hamilton was fourth in the Greater Metro with a 9-6 conference record and a11-8 overall mark. Hamilton began the week with a 3-2 win over Franklin June 18, with Mark Lunowa allowing three walks while recording seven strikeouts in the complete game victory. Following the loss to Menomonee Falls the next day, Hamilton lost at South Milwaukee June 20, 10-7.

Germantown falls to Sun Prairie in state semifinal
The Germantown varsity girls softball season came to an end at the state Division I semifinal June 16, as the Warhawks lost to Sun Prairie 6-3. Germantown finished the season with a 24-5 record. Sun Prairie jumped out to a 2-0 lead as Kristen Hoppman hit a home run that cleared the left center fence, allowing her and Briana Peterson to score. Germantown got on the board in the second inning as Erika Swoboda got on base by an error, getting to second base. She then stole third base and scored on an error. Germantown evened the score in the third inning as Erika Berry and Lauren Renard both singled. Berry then scored on a hit by Addy Green Sun Prairie took the lead in the next inning as Hannah Running singled and advanced on a throwing error. She then scored when Heidi Morrical singled and advanced from third to home on an error. Morrical reached second on the error and later scored on a sacrifice bunt. Trailing 4-2, Germantown cut into the lead in the bottom of the fourth inning as Cemke reached base on an error, advanced to second on a hit by Felicia Kons and then reached third on a throwing error. Cemke then scored on a single by Bechler. Sun Prairie put the game out of reach by scoring runs in the fifth and seventh innings. The Cardinals then sealed the win by allowing only one hit in the bottom of the inning. The game concluded the high school careers of seniors Kelsey Smith, Renard, Sarah Artz, Jennifer Weyker, Holly Cross, Swoboda and Paige Grim.

Adair said if the village wanted to hire someone who wasn’t the chief, it wouldn’t fall under the discretion of the commission. “If you want to put in someone who is not a police chief (or) not a fire chief, go ahead,” Adair said. Trustee David Baum replied that Adair’s argument “falls apart” if the village chose to have someone in village government other than the current chief fill the new post. Baum noted that the position is administrative in nature. Adair cited the example of Menomonee Falls, where Police Chief Anna Ruzinski also serves as the public safety director. Adair noted that the Police and Fire Commission in Menomonee Falls approved the appointment of Ruzinski as public safety director. Germantown Village Attorney Brian Sajdak replied that in Menomonee Falls, police and fire operations were brought into a public safety administration department, with that village’s Police and Fire Commission making the final selection for the public safety post. By contrast, while the public safety director would oversee police and fire operations in Germantown, those two government operations would remain separate administrative departments. Even with the change to bring the Police and Fire Commission in for consultation on the position, Village President Dean Wolter sought to send the matter back to a Village Board Committee of the Whole for further review. “This isn’t ready for us. This needs work, “Wolter said. “I don’t know that I’m ready to throw the village into a lawsuit based on a vote tonight.” Trustee Mel Ewert continued to question the need for the post. “I don’t think we need it, I don’t think we need the extra layer of government,” Ewert said. Ewert said he would want an answer on the matter at the Committee of the Whole meeting.

“This is the right place for me,” Bold said. He also made a promise to everyone in the district. “Every single child that walks through the door (of Ben Franklin) will be treated as if he or she is my own,” Bold said. After his presentation to the Menomonee Falls board, Bold noted that he was at Kennedy Middle School for 22 years. “When you’ve been somewhere for over 20 years and you hit that 20 year mark, you start to look at things and say, ‘Maybe sometimes going out and trying something new is a chance to have that rejuvenation, a chance to breathe and find some different interests and life experiences and occupational experiences,’” Bold said. During his career, Bold has taught in the first, third, fourth, and fifth grades. Bold said he had been looking at several options, including high school posts. He added that while he has not directly worked with Greco, he knows of her past work in the Elmbrook and West Bend districts and leadership in instruction at the national level. “I’m really excited to learn from her expertise,” Bold said. Bold was quick to respond when asked what he would miss about Kennedy Middle School. “The kids. I’ll miss the kids,” he said. Bold noted that he now sees adults that he first taught or interacted with while an assistant principal while they were in school. “They’re still my kids. They’ve been a true asset to work with over the past 22 years,” Bold said. Later in the evening, the Germantown School Board approved a motion accepting Bold’s resignation as principal, with added language that Bold provide an exit interview to the district.
