BACKGROUND

• During Construction under ASME VIII Div. 1 or ASME VIII Div. 2


different Stamp Holders can be involved in the project
• ASME Stamp Holders compose an important part of the supply
chain, helping the EPC or Main Manufacturer to meet project
quality Code requirements and critical project time line

CURRENT CODE REQUIREMENTS

• ASME BPVC Section VIII Div 1 & 2 Certificate can


supply parts only fabricated by welding with design
responsibility
• To obtain a certificate a part supplier (eg. weld overlay)
is required to demonstrate design capabilities during
the ASME Joint Review
CURRENT CODE REQUIREMENTS

• PRT certificate is currently available, for Section I, IV, &


XII manufacturers that fabricate parts without
demonstrating any design capabilities during the ASME
Joint Review
• NPT certificate - ASME Section III has recognized that
fabrication can be managed without having the parts
manufacture perform any design activity
INDUSTRY NEEDS

• A number of companies, especially in the international


market, have questioned why ASME requires them to
demostrate an activity that they do not perform
• These companies are often small fabricators who
service a few larger companies, and has no interest in
competing with their customers
INDUSTRY NEEDS
• In some cases they are manufacturers who have some
special capabilities in a particular field or in some
particular application: Roll, Form, Cladding, etc.
• Due to this specific competence they have no
dedicated resources for design
• The main scope of these parts manufacturers is to
form, machine and weld material, and ability to
perform NDE and heat treatment activities in the
supply of their PART, while having the PART designed
by another ASME Certificate Holder

PRT CERTIFICATE PROGRAM
• The PRT Certificate is for Manufacturers of parts not
performing or assuming any design responsibility
• The PRT Certificate Holder’s quality control system needs
to describe how the design documents for the parts are
controlled. Additionally, the quality control system needs
to explain how the manufactured part is controlled while in
the custody of the parts manufacturer

BENEFITS OF PRT CERTIFICATE
PROGRAM
• Removes a barrier for many manufacturers wanting to
become an ASME Certificate Holder as they would
not be required to demonstrate design capabilities
• Organizations that do not perform design, as a part of
supply, can spend their resources focusing on their
core competencies
• The PRT Certificate will compliment and expand the
existing BPVC product certificate program and
increase the number of qualified suppliers

Designator shown in Figure UG‐116 sketch (a),
above the word “PART”;

(d) Inspection Agreement. As a condition of obtaining and


maintaining a Certificate of Authorization to use the
Certification Mark for use of the U, or UM or PRT
Designators, the Manufacturer must have in force at all
times an inspection contract or agreement with an
Authorized Inspection Agency. . .

(e) Quality Control System. Any Manufacturer. . . holding


or applying for . . . use the Certification Mark with the U,
UM, PRT, UV, or UD Designators shall have, and
demonstrate, a Quality Control System to establish that all
Code requirements, including material, design,
fabrication, examination (by the Manufacturer), inspection
of vessel and vessel parts

UG-117 CERTIFICATES OF AUTHORIZATION AND

(f) Evaluation for Authorization and Reauthorization.
Before issuance or triennial renewal of a Certificate of
Authorization for use of the U, or UM or PRT Designators,
the Manufacturer’s facilities and organization are subject
to a joint review by a representative of his inspection
agency and an individual certified as an ASME designee
who is selected by the concerned legal jurisdiction. . .
Certificates of Authorization for use of U, PRT, UV, and
UD Designators are valid for 3 years.

UG-120 DATA REPORTS
(c) Partial Data Reports. Data Reports for pressure vessel
parts . . . shall be executed on the applicable
Partial Data Report, Form U‐2 or Form U‐2A, by the parts
Manufacturer . . . Manufacturers and Assemblers of parts
who do not perform or assume any design responsibility
for the parts they manufacture shall identify on the Partial
Data Report the organization responsible for the design of
the part.

UHT-115 GENERAL
The provisions for marking and reports in UG‐115
through UG‐120 shall apply to pressure vessels or parts
. . . . Nameplates . . . the letters UHT shall be applied
below the Certification Mark and U or PRT Designator.

INSPECTION AND TESTING


ULW-90 GENERAL
The inspection and testing of layered pressure vessels
or parts to be marked with the Certification Mark with the
U or PRT Designator shall be in accordance with UG‐90
through UG‐103.

UIG-116 REQUIRED MARKINGS
(b) The type of construction shall be indicated directly
below the Certification Mark and U or PRT Designator by
applying the letter “G” [see UG‐116(b)(1)].

(d) . . . The subsequent Manufacturer shall then obliterate


the Certification Mark with the U or PRT Designator from the
nameplate. Obliteration of the Certification Mark with the U
or PRT Designator stamping shall be witnessed by the
Authorized Inspector.

UIG-120 DATA REPORTS


(a) Form U‐1B, Manufacturer’s Supplementary Data
Report for Graphite Pressure Vessels, shall be completed
and certified by the Manufacturer, and shall be signed by
the Authorized Inspector for each graphite pressure vessel
or part marked with the Certification Mark with the U or PRT
Designator. Form U‐1B shall be completed as otherwise
required for Data Reports as specified in UG‐120.

10-5 DRAWINGS, DESIGN CALCULATIONS, AND
SPECIFICATION CONTROL

(b) For Manufacturers or Assemblers of parts who do not
perform or assume any design responsibility for the parts they
manufacture, the Quality Control System need only describe
how the design documents, including specifications, drawings,
and sketches, that are received from the purchaser of the part
are controlled, and how the parts are controlled while in the
custody of the parts Manufacturer or Assembler.

public safety and high quality.
