havebeenassignedtotheCommunityResponseSquad.Onseveraloccasions,

didnotagreewiththemannertheywerestaffed.Thestaffingchoicesweremadeby
Mr.
WilsonandinfluencedbyAssistantChiefMontgomery,CouncilmanTomSimplot,orMr.PatrickKelly.Ultimately,itwasagreeduponbyLieutenantColeyand
I,
that
if
it
wasaLGBTfunctionwewouldletMr.WilsonandAssistantChiefMontgomerydowhattheywantedtodo.
I
donotrecallthedatethisdecisionwasmadebutitwasaconstantideawhichwasreiteratedoverthelasttwoyears.
Mr.
WilsonwouldmakehiscloserelationshipwithCouncilmanSimplotknowntomeandotherteammembers.Mr.Wilsonadvisedmeonseveraloccasionsthat
he
wasinvitedtoattendformaleventswithCouncilmanSimplot.Mr.WilsonwouldinferthathisattendanceatvariousLGBTfunctionswasmandatedbytheCouncilmantoincludemarchessponsoredbyhisofficeandCoffeewithaQueereventswhichwouldrequirethepaymentofovertime.CouncilmanSimplot'ssupportofMr.Wilsonwaslatervalidatedbymeinpersonduringameeting.
Mr.
WilsonwouldletpeopleknowheassociatedwithCouncilmanSimplotinanoff-dutycapacity.Mr.WilsonwouldbragaboutbeingCouncilmanSimplot'sworkoutpartner.
Mr.
KellywarnedmetobecarefulwhendealingwithMr.WilsonbecauseofhisrelationshipwithCouncilmanSimplot.Overthelasttwoyearstheenvironment

workedinseemedlikeifIhadcontradictedMr.Wilson'sdecisionsIwassubjecttobeingquestionedbyCouncilmanSimplot,AssistantChiefMontgomery,orMr.Kelly.OneoftheproblemsIhadworkingwithMr.Wilsonwasthefactthathewantedtoworkasmuchovertimeaspossible.Thiswouldcauseinternalconflictwithhis
peersonaregularbasis.Mr.WilsonwouldusehisconnectivitywithAssistantChiefMontgomerytohavevariousLGBTeventsapprovedtobestaffed.Mr.WilsonhadahistoryofdistortingfactsandreportingthemdirectlytoAssistantChiefMontgomery.Thatbeingsaid,AssistantChiefMontgomerywouldmakeherdecisionbasedonwhatwascommunicatedtoherbyMr.Wilsonratherthanconsultingseniorstaffmembersorusingtheproperchainofcommand.AssistantChiefMontgomerywouldcommunicatedirectlywithMr.Wilsonand/orDetectiveDottieConroywhoisalsoassignedtomyteam.DetectiveConroyistheformersignificantotherofAssistantChiefMontgomeryandcurrentlymaintainsherfriendshipwithAssistantChiefMontgomery.InOctober2010,IwasassignedtotheCommunityResponseSquadasthenewsupervisoroftheteam.Duringmyfirstweekofmyassignment,therewereaseriesofprotestsatpoliceheadquartersinreferencetoacontroversialpoliceshooting.Anissueimpactingtheworkenvironmentofpoliceemployeeswasthesignificantamountofchalkdefacingthesidewalkinfrontofpoliceheadquarters.Themessageswerehostileandwerederogatoryinnaturewhichweredirectedtowardpoliceemployees.Aftereachdemonstrationconcludedintheevening,frontdeskpersonnelweretaskedwitheieaningupthesidewalkinfrontofpoliceheadquarters.Thegraffitiwassoexpansiveandthefrontdeskstaffwasnotequippedwiththepropertoolstocleanupthegraffiti.IwasnewtothepositionandIwasnotfamiliarwithpoliceheadquarterscleanupprotocol.Thefrontdeskstaffwasbecomingfrustratedwiththeissueandthefrontofpoliceheadquarterslookedpoorlyafterseveraldaysofdemonstrations.Adeskofficeradvisedmethatcleaningthesidewalkwasnothisjobandthecontractedcustodialstaffwouldnotcleanuptheexteriorsidewalk.ImentionedthisissuewhilespeakingwithAssistantChiefMontgomeryduringoneofthedemonstrations.IadvisedherthatIwasgoingtohavethefiredepartmenthosedowntheareaafterthedemonstration.AssistantChiefMontgomeryadvisedmethatthefrontdeskstaffwouldcleanupthechalkanddirectedmenottocontactthefiredepartment.AssistantChiefMontgomeryleftfortheevening.Attheconclusionoftheprotestthesidewalkfrom6

Avenuewasdefacedsosignificantlythatitwasnotpossibleforthefrontdeskstafftocleanthegraffitiupwithamopandbucket.Themessageswereexplicitandextremelyderogatorytothepointthatseveralemployeesfounditintimidating.IcontactedCommanderGlenGardner,whowastheDutyCommanderfortheevening.

IadvisedCommanderGardnerthatthegraffitiwasworsethanithadpreviouslybeenandemployeesfoundittobethreateninginnature.

advisedCommanderGardnerthatitwouldbeinthebestinterestoftheorganizationifwerequestedtheassistanceofthefiredepartment.CommanderGardnersupportedmydecisionandauthorizedmetocontactthePhoenixFireDepartmenttocleanupthegraffiti.ThePhoenixFireDepartmentwascontactedandagreedtoassistwiththecleanup.

wascalleduptomeetwithAssistantChiefJerriWilliamsandLieutenantColeytotalkaboutthechalkclean-upsituation.Itwasinthemorningoneofthedaysshortlyaftertheincidentoccurred.AssistantChiefWilliamsadvisedmethatshearguedwithAssistantChiefMontgomeryaboutseveralissueswhichinvolvedmysupervisionofthevariousdemonstrations.OneparticularissuewhichAssistantChiefMontgomerywantedtohaveaddressedwasthefactthat

disobeyedadirectorder.AssistantChiefWilliamsspoketomeabouttheissueandconsideredtheissueaddressed.Withalloftheactivitygoingonatthetime,ifourbiggestconcernwastheClean-upofchalkwasourgreatestproblem

feltmypositionastheCommunityResponseSquadSupervisorwasinjeopardy.AssistantChiefJerriWilliamshadrecentlyretiredandourteamreportedtoAssistantChiefAndyAnderson.VariousmembersofmyteamwereconcernedwhatAssistantChiefMontgomerywoulddoonceAssistantChiefWilliamsretired.

feltthatAssistantChiefWilliamswasastrongbufferagainstAssistantChiefMontgomeryandkeptherfrominterferingwithourdaifyoperations.AssistantChiefAndersonwasclosetoretirementand

perceivedthathedidnothavethedesiretobethesamebufferasAssistantChiefWilliamswas.OnJanuary13,2011,Mr.Wilson,LieutenantColeyandIdiscussedacitizencomplaintwhichwasbroughttoourattentionbyCouncilmanSimplot.CouncilmanSimplotbroughtthisissueupataCityCouncilMeetingwhentheCommunityEngagementandOutreachTaskForcerecommendationswerebeingmadetotheCityCouncil.(IlaterlearnedthatMr.Wilsonwasalreadyawareoftheissue.Mr.Wilsonwas
advisedofthisissuebyMr.Kelly.Mr.KellywasnotpleasedwiththeresponseMr.Wilsonprovidedhim.Mr.KellythencomplainedtoCouncilmanSimplot.)
Wediscussedhowtheissuewastobehandled.WeagreedthattheissuewastobepassedontotheProfessionalStandardsBureaubecausetheallegationsofmisconductweresignificantandmyteamdidnotconductinitialindepthinvestigationsofpoliceofficermisconductIaskedMr.Wilson
if
heagreedwiththecourseofaction.Mr.Wilsonagreedwiththedecision.
