Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Supplying Knowledge-

based Immigrants and Lifting Levels of STEM Visas Act’’
5
or the ‘‘SKILLS Visa Act’’.

3U.S.C. 1151(d)(1)(A)) is amended by striking ‘‘140,000,’’

and inserting ‘‘140,000 in fiscal years through 2013 and

195,000 beginning in fiscal year 2014, reduced for any

fiscal year beginning in fiscal year 2014 by the number

by which the number of visas under section 201(e) would

have been reduced in that year pursuant to section 203(d)
