On or about January 01, 2014, defendant, Noemi Salinas, a United States citizen, applied for admission into the United States at the Gateway to the Americas Port of Entry in Laredo, Texas. Defendant was accompanied by three minor children. At entry, defendant presented three Texas birth certificates on behalf of the children, and claimed all children to be hers. Primary inspection was conducted by CBP Officer Mario Martinez, and secondary inspection was conducted by CBP Officers Jose Martinez, Sandy Gonzalez and Ruben Coe. At secondary inspection, Defendant freely admitted that the birth certificate for the child she presented as J.A.H did not belong to the child accompanying her. Defendant identified said alien as S.E, an undocumented Mexican citizen. The child identified himself as S.A.O.E a Mexican national born in San Luis Potosi, San Luis Potosi, Mexico. Defendant was smuggling the minor to Longview, Texas to reunite with his grandfather who was to pay $1,500 for the smuggling scheme if successful.
