SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Los Angeles Homeless
4
 Veterans Leasing Act of 2015’’.

SEC. 2. AUTHORITY TO ENTER INTO CERTAIN LEASES AT

THE DEPARTMENT OF VETERANS AFFAIRS
2
WEST LOS ANGELES CAMPUS.

(a) I
N
G
ENERAL
.—The Secretary of Veterans Affairs
4
may carry out leases described in subsection (b) at the
5
Department of Veterans Affairs West Los Angeles Cam-
6
pus in Los Angeles, California.
7
(b) L
EASES
D
ESCRIBED
.—Leases described in this
8
subsection are the following:
9
(1) An enhanced-use lease of real property
10
 under subchapter V of chapter 81 of title 38, United
11
States Code, for purposes of providing supportive
12
housing, as that term is defined in section 8161(3)
13
of such title.
14
(2) A lease of real property for a term not to
15
exceed 50 years to a third party to provide services
16
that principally benefit veterans and their families
17
and that are limited to one or more of the following
18
purposes:
19
(A) The promotion of health and wellness,
20
including nutrition and spiritual wellness.
21
(B) Education.
22
(C) Vocational training, skills building, or
23
other training related to employment.
24
(D) Peer activities, socialization, or phys-
25
ical recreation.

(E) Assistance with legal issues and Fed-

eral benefits.

(F) Volunteerism.
3
(G) Family support services, including
4
child care.
5
(H) Transportation.
6
(I) Services in support of one or more of
7
the purposes specified in subparagraphs (A)
8
through (H).
9
(3) A lease of real property for a term not to
10
exceed 10 years to an institution of the State of
11
California that has had a medical affiliation with the
12
Department at the campus specified in subsection
13
(a) for more than 20 years, if—
14
(A) the lease is consistent with the master
15
plan described in subsection (e);
16
(B) the provision of services to veterans is
17
the predominant focus of the activities of the
18
institution at the campus during the term of
19
the lease; and
20
(C) the institution expressly agrees to pro-
21
 vide, during the term of the lease and to an ex-
22
tent and in a manner that the Secretary con-
23
siders appropriate, services and support that—
