Wyllys Street Development
 
 –
 The Council
referred,
 to its Planning, Economic Development & Housing Committee, a resolution authorizing the City to provide a 20-year loan of $3,082,000 to Providian Builders for construction of rental housing at 107-115 Wyllys Street in the Sheldon/Charter Oak Neighborhood. The development will consist of 46 units of rental housing, including four 2-bedroom units, twenty-four 1-bedroom units, and eighteen studio apartments. Nine units will be affordable to lower income people. The building will be four stories tall with two levels of parking underground. The loan is interest-free, with the developer required to make repayments equal to 35% of annual net profit in years 6 through 20. At the end of the loan term, the developer will make a repayment of $462,300 and the remaining $2,619,700 in principal will be forgiven. (Segarra)

Tuscan Brotherhood Homes

 The Council
approved
 a resolution authorizing the City to enter into a 10-year tax abatement agreement with Tuscan Brotherhood Homes II which owns and operates an apartment complex of 170 units located at on Montville Street and Tower Avenue Streets in the Northeast Neighborhood. The units are affordable to and occupied by elderly and disabled individuals. The approved agreement will reduce the property taxes on the complex by 40% from approximately $199,000 to $119,000 per year. (Segarra)

Parking Tickets

 The Council voted on two ordinances that deal with parking fines and penalties and the motions
failed
. As part of efforts to encourage timely payment of parking tickets, HPA proposed to increase the penalties for late payment. HPA also proposed
to “boot” a vehicle after two unpaid tickets and a third citation
and to charge the vehicle owner a fee of $75 if their vehicle is booted. The proposed changes would have generated
$590,000 in additional revenue in the current fiscal year which has been included in the City’s General Fund Budget. The Council’s Quality of Life & Public Safety Committee di
scussed these ordinances but sent them back to the full Council with no recommendation. (Segarra)
