Dear Mr Spencer
I am writing to inform you about the British government's measures for excluding ordeporting extremists under the Unacceptable Behaviour policy. The list ofunacceptable behaviours covers any non-UK national whether in the UK or abroad
who uses any means or medium including:• writing, producing, publishing or distributing material,• public speaking including preaching,• running a website,• using a position of responsibility such as a teacher, community or youth
leader
to express views that:• foment or justify terrorist violence in furtherance of particular beliefs,• seek to provoke others to terrorist acts,
• foment other serious criminal activity or seek to provoke others to
serious criminal acts,• foster hatred which might lead to inter-community violence in the UK.
The list is indicative and not exhaustive.
The Home Secretary has considered whether, in light of this list, you should beexcluded from the UK. After careful consideration on 07 June 2016 she personallydirected that you should be excluded from the United Kingdom on the grounds thatyour presence here is not conducive to the public good. The Home Secretary hasreached this decision because you have brought yourself within the scope of the listof unacceptable behaviours by making statements that could foster hatred whichmight lead to inter-community violence in the UK.

The Home Secretary notes that you are the President and Director of the white
nationalist think tank the National Policy Institute (NPI). The NPI has published
articles that promotes a white supremacist narrative.
You are reported to have stated the following:'We are fundamentally being attacked because we are white and though
many traditionalists don't like to think about race, race is certainly thinking
about them. It is how we are perceived by the people of the third world.... it ishow we are perceived by our enemies within our own nations.... and if wemake this kind of friend and enemy distinction, we can develop the courageand faith to believe in starting historical reversals and building theinfrastructure for a racial and civilizational superstate of a European
Continent.
People have not really grasped that, even if we shut off all immigration, the
country is going to demographically undergo a tremendous transformation...White people need to start thinking about a new ethno-state that we wouldwant to be a part of. This is not going to happen in the next election nor in the
next 10 years probably, but something in the future that would be for our great
grandchildren.
We [white people] are undergoing a sad process of degeneration.. We willneed to reverse It using the state and the government. You incentivise peoplewith higher intelligence, you incentivise people who are healthy to havechildren. And it sounds terrible and nasty, but there would be a great use of
contraception.
The ideal I advocate is the creation of a white Ethno-State on the North Amer
ican continent. Vis-a-vis most contemporary states that are putatively basedon the rights of man and democracy, our project would be a new kind of political and social order. It would be state for the 21 century—or 22nd: reflecting
advances in communication and transportation, it would be a home for Germans, Latins, and Slavs from around the world. On one level, it would be a re-constitution of the Roman Empire. The Ethno-State would be, to borrow the ti
tle of a novel by Theodor Herzl (one of the founding fathers of Zionism), an
Altneuland—an old, new country.' *
We need an ethno-state so that our people can come home again, canlive amongst family—to put it banally, so that they can feel safe and secure.But we also need an Ethno-state so that Whites can again reach the stars.
