SECTION 1. SHORT TITLE; PURPOSES.

.—This Act may be cited as the

‘‘Everglades Flow Increases Rely on Storage and Treat-
5
ment Act’’ or the ‘‘Everglades FIRST Act’’.

(b) P
URPOSES
.—The purposes of this Act include—

2 (1) improving surface water reservoir storage

capacity in South Florida to meet the goals of the
2
Comprehensive Everglades Restoration Plan;
3
(2) achieving the full benefits of the Central
4
Everglades Planning Project; and
5
(3) producing environmentally beneficial
6
changes in flow volumes in the Caloosahatchee
7
River, St. Lucie River, Loxahatchee River, and
8
Shark River Slough.

SEC. 2. EXPEDITED COMPLETION OF REPORTS AND CON-
10
STRUCTION FOR CERTAIN PROJECTS IN-
11
CLUDED IN COMPREHENSIVE EVERGLADES
12
RESTORATION PLAN, FLORIDA.

The Secretary shall expedite completion of the re-
14
ports for each of the following projects and, if the Sec-
15
retary determines that a project is feasible in the com-
16
pleted report, expedite completion of construction of the
17
project:
18
(1) Everglades Agricultural Area Storage Res-
19
ervoirs, Florida.
20
(2) Loxahatchee River Watershed Restoration
21
Project, Florida.
22
(3) Lake Okeechobee Watershed Restoration
23
Project, Florida.
